CITY HALL City of Mountain View 500 CASTRO STREET Minutes Rental Housing Committee Committee Members Grunewald, Means, Ramos and Pardo de Zela (alternate), Vice Chair Ortiz, and Chair Honey Monday, October 9, 2017 7:00 PM Council Chambers - 500 castro 1. CALL TO ORDER The meeting was called to order at 7:00 p.m. 2. ROLL CALL Present: 5- Vice Chair Ortiz, Chairperson Honey, Committee Member Grunewald, Committee Member Ramos, and Committee Member Means Absent: 1- Pardo de Zela (alternate) 3. MINUTES APPROVAL 3.1 Approve the minutes for September 11, 2017 RHC Meeting MOTION: M/S - Honey/ Means - To approve the minutes for September 11, 2017 RHC meeting. Yes: 5- Vice Chair Ortiz, Chairperson Honey, Committee Member Grunewald, Committee Member Ramos, and Committee Member Means Absent: 1- Pardo de Zela (alternate) City of Mountain View Page 1 Rental Housing Committee Minutes October 9, 2017 4. ORAL COMMUNICATIONS FROM THE PUBLIC Steve Welter explained the issues related to setting a retro-active effective date of the CSFRA. Kelly Patterson-Merkley, Santiago Villa resident, stated that mobile homes should be covered under the CSFRA. Barbara Davis, Santiago Villa resident, urged the Committee to add the mobile home park issue to an upcoming RHC agenda. Tino Barragan asked why someone opposing rent control would apply to the Rental Housing Committee. Steven Goldstein stated that Landlords and Tenants need to unite against special interest groups. Bee Hanson, Santiago Villa resident, reminded the Committee that the City Council promised to study mobile home issues after the election of November 2016. Trey Bornmann, Santiago Villa resident, reviewed materials submitted to the RHC. Alex Brown, Santiago Villa resident, requested the RHC add an amendment to the CSFRA regarding equity maintenance of mobile homes. 5. PUBLIC HEARING 6. UNFINISHED BUSINESS 6.1 CSFRA Information Technology System That the Rental Housing Committee (RHC) approve the development of the proposed “Medium” information technology system to implement the Community Stabilization and Fair Rent Act (CSFRA) effectively and efficiently. Associate Planner van Deursen presented an oral staff report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Steven Goldstein Trey Bornmann Barbara Goodwin Tino Barragan Edie Keating MOTION: M/S - Honey/ Means - To approve the development of the proposed 'Medium" information technology system to implement the Community Stabilization and Fair Rent Act (CSFRA) effectively and efficiently, and to allow the RHC to review analysis of RFP responses related to the selection of an IT vendor before a final decision on the type of system is made. Yes: 5- Vice Chair Ortiz, Chairperson Honey, Committee Member Grunewald, Committee Member Ramos, and Committee Member Means Absent: 1- Pardo de Zela (alternate) City of Mountain View Page 2 Rental Housing Committee Minutes October 9, 2017 7. NEW BUSINESS 7.1 Rental Housing Committee Fiscal Year 2017-2018 Proposed Budget Finance and Administrative Services Director Kong presented an oral report and responded to questions. MOTION: M/S - Honey/ Means - To confirm the Fiscal Year 2017-18 Proposed Budget for the RHC, including the amounts advanced by the City to assist with the implementation and administration of the Community Stabilization and Fair Rent Act (CSFRA) with the understanding the Final Budget will be presented to the RHC for adoption on October 23, 2017. Yes: 5- Vice Chair Ortiz, Chairperson Honey, Committee Member Grunewald, Committee Member Ramos, and Committee Member Means Absent: 1- Pardo de Zela (alternate) By a unanimous straw vote, 5-0, the RHC requested that staff prepare a memo addressing issues related to the ability of landlords to pass through certain fees under the CSFRA to tenants. 8. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 9. ADJOURNMENT - At 9:03 p.m., Chair Honey adjourned the meeting to the next RHC Meeting to be held on Monday, October 23, 2017, at 7:00 p.m. in the Council Chambers, 500 Castro Street. NEW BUSINESS 7.1 Rental Housing Committee Fiscal Year 2017-2018 Proposed Budget Recommendation: That the Rental Housing Committee (RHC or Committee) review, discuss, and provide confirmation or any additional feedback to the Fiscal Year 2017-18 Proposed Budget for the RHC, including the amounts advanced by the City to assist with the implementation and administration of the Community Stabilization and Fair Rent Act (CSFRA). The Fiscal Year 2017-18 Budget is scheduled for adoption at a meeting of the RHC on October 23, 2017. Attachments: Staff Report ATT 1 - RHC Proposed Budget ATT 2 - Legal Fee Budget proposal for Goldfarb & Lipman, LLP ATT 3 - Reimbursement of Funding by the City 8. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Committee at this time. 9. ADJOURNMENT - At 9:03 p.m., Chair Honey adjourned the meeting to the next RHC Meeting to be held on Monday, October 23, 2017, at 7:00 p.m. in the Council Chambers, 500 Castro Street.
