CALL TO ORDER The meeting was called to order at 7:00 p.m. 2. ROLL CALL Present: 5- Vice Chair Ortiz, Chairperson Honey, Committee Member Grunewald, Committee Member Ramos, and Committee Member Means Absent: 1- Pardo de Zela (alternate) 3. MINUTES APPROVAL Approve the minutes for October 9, 2017 RHC Meeting MOTION: M/S - Honey/ Ortiz - To approve the minutes for October 9, 2017 RHC meeting. Yes: 5- Vice Chair Ortiz, Chairperson Honey, Committee Member Grunewald, Committee Member Ramos, and Committee Member Means Absent: 1- Pardo de Zela (alternate) 4. ORAL COMMUNICATIONS FROM THE PUBLIC Steven Goldstein raised concerns about conflicts of interest of RHC member Means. John Inks voiced support for RHC member Means and provided details regarding Mr. Means’ qualifications and credentials. 5. UNFINISHED BUSINESS 6.1 Rental Housing Committee Fiscal Year 2017-2018 Budget and Rental Housing Fee Finance and Administrative Service Director Kong presented an oral report and responded to questions. Mark Suzan Ha Jim Claus Ken Ow-Wij Elizabeth Lindsay David Avny Wei Wang Pamalee Siegal Steven Goldstein MOTION: M/S - Ramos/ Ortiz - To adopt a resolution adopting the Fiscal Year 2017-2018 budget and establishing a rental housing fee with an additional request that city staff provide quarterly expenditure reports to the RHC regarding the Fiscal Year 2017-2018 budget. Yes: 5- Vice Chair Ortiz, Chairperson Honey, Committee Member Grunewald, Committee Member Ramos, and Committee Member Means Absent: 1- Pardo de Zela (alternate) City of Mountain View Page 2 Rental Housing Committee Minutes October 23, 2017 7. NEW BUSINESS 7.1 Rental Housing Committee Meeting Schedule Associate Planner van Deursen presented an oral staff report and responded to questions. MOTION: M/S - Ortiz/ Honey - To adopt a resolution of the Rental Housing Committee of Mountain View adopting a meeting schedule for calendar year 2018. Yes: 5- Vice Chair Ortiz, Chairperson Honey, Committee Member Grunewald, Committee Member Ramos, and Committee Member Means Absent: 1- Pardo de Zela (alternate) 8. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS By unanimous straw vote, 5-0, the RHC requested staff to bring back an agenda item to discuss the possibility of landlords passing through a portion of the Rental Housing Fee to tenants at the November 6, 2017 meeting. By straw vote, 3 - 2 (Means, Honey, and Grunewald-Yes; Ortiz and Ramos-No), the RHC requested staff to bring back an agenda item to discuss the possibility of establishing an Annual General Adjustment of Rent for 2016 at either the November 6, or December 4 meeting. RHC staff Anky van Deursen updated the RHC that an agenda item related to the applicability of the CSFRA to mobile homes will likely be brought back for either the November 6, or December 4 meeting. 9. ADJOURNMENT - At 9:30 p.m., Chair Honey adjourned the meeting to the next RHC Meeting to be held on Monday, November 6, 2017 at 7:00 p.m. in the Council Chamber, 500 Castro Street. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Committee on any matter not on the agenda. Speakers are limited to three minutes. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Committee at this time. 9. ADJOURNMENT Adjourn to the Regular Meeting of the RHC on Monday, November 6, 2017, in the Council Chambers, City Hall, 500 Castro Street. Meeting date, time, and venue are subject to change. Please check online at www.mountainview.gov as an agenda will be posted the Thursday prior to the RHC meeting.
