1. CALL TO ORDER
Chair Grunewald called the meeting to order at 7:00 p.m.
2. ROLL CALL
Present 6- Committee Member Susyn Almond, Committee Member Vanessa Honey,
Committee Member Julian Pardo de Zela, Vice Chair Emily Ramos, Chair Matthew
Grunewald, and Alternate Nicole Haines-Livesay
3. MINUTES APPROVAL
3.1 Approve the minutes for September 16, 2019 RHC Meeting
MOTION: M/S - Almond/ Ramos - To approve the minutes for the September 16, 2019
RHC meeting.
Yes: 4- Committee Member Almond, Committee Member Pardo de Zela, Vice Chair Ramos,
and Chair Grunewald
Abstain: 1- Committee Member Honey
4. CONSENT CALENDAR - None
5. ORAL COMMUNICATIONS FROM THE PUBLIC
Alex Brown requested the RHC hold a study session to identify any action that can be taken under
the CSFRA regarding mobile home rent increases.

8. NEW BUSINESS
8.1 Administrative Compliance Policy
Program Manager van Deursen presented a report and responded to questions.

MOTION 1: M/S - Ramos/ Almond - (accepting a friendly amendment by Chair Grunewald
to (a) limit the courtesy compliance letter to landlords for non-payment of the Rental
Housing Fee; and (b) send the first compliance letter to the landlord and do not send
copies to tenants) To approve administrative courtesy compliance letters be sent to
tenants and landlords to better understand their rights and responsibilities under the
Community Stabilization and Fair Rent Act.

No: 1- Committee Member Honey
Abstain: 1- Committee Member Pardo de Zela
MOTION 2: M/S - Ramos/Almond - To approve of staff researching options for a more
proactive administrative compliance process to bring back in a future meeting.

8.2 Community Outreach and Communication Plan Overview
Analyst Black presented a report and responded to questions.

The RHC received a presentation on community outreach and education efforts for the
Community Stabilization and Fair Rent Act (CSFRA).
8.3 Tenant Buyout Agreement Process Overview
Analyst Kennedy presented a report and responded to questions.

submitted notices.
8.4 Quarterly Review of Consumer Price Indices for Fair Return Calculations of
Petitions for Upward Adjustment
Analyst Black presented a report and responded to questions.

9. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
9.1
Program Manager van Deursen presented an update to the RHC regarding potential CSFRA
Amendments discussed at the September 17, 2019 City Council meeting.
Analyst Black gave an update to the RHC regarding upcoming Community Workshops.
Committee Member Ramos requested as an agenda item: Whether regulations applicable to
mobile home parks should be agendized for discussion at a future RHC meeting.
