1. CALL TO ORDER
The meeting was called to order at 7:00 p.m.
2. ROLL CALL

3. MINUTES APPROVAL
Approve the minutes for October 7, 2019 RHC Meeting
MOTION: M/S - Ramos/ Almond - To approve the minutes for the October 7, 2019 RHC
meeting.
Yes: 5- Committee Member Almond, Committee Member Honey, Committee Member Pardo
de Zela, Vice Chair Ramos, and Chair Grunewald

8.1 Overview Potential City-initiated 2020 Ballot Measure to Amend the
CSFRA
Justin Bigelow, Special Counsel, Goldfarb presented a report and responded to questions.

8.2 Update on Landlord-Tenant Legislation in California
Karen Tiedemann, Special Counsel, Goldfarb presented a report and responded to questions.

8.4 Draft RHC Work Plan for Calendar Year 2020
Program Manager van Deursen presented a report and responded to questions.

The RHC reviewed the draft Work Plan for the Rental Housing Committee for calendar
year 2020 and provided feedback to staff, both in terms of content and timeline.
8.5 Quarterly Financial Expenditures Fiscal Year 2019-20 through September
30, 2019
Program Manager van Deursen presented a report and responded to questions.

MOTION 1: M/S - Ramos/ Almond - To schedule a study session on recommendations to
the City Council regarding a mobile home park ordinance on December's meeting
agenda.

Grunewald
MOTION 2: M/S - Ramos/ Almond - To reconsider the February 26, 2018 resolution
establishing the non-application of the CSFRA to mobile home spaces once all legal
appeals have been settled.

No: 3- Committee Member Honey, Committee Member Pardo de Zela, and Chair
Grunewald
9. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE

Analyst Black presented the monthly status report
Committee member Ramos announced that she provided an update on RHC accomplishments
at the City's Annual Celebration of Service banquet.
10. ADJOURNMENT - At 8:40 p.m., Chair Grunewald adjourned the meeting to the next
RHC meeting to be held on Monday, December 9, 2019 at 7:00 p.m. in the Council
Chambers, 500 Castro Street.
