City of Mountain View Minutes Rental Housing Committee Monday, November 4, 2019 7:00 PM Council Chambers - 500 Castro 1. CALL TO ORDER The meeting was called to order at 7:00 p.m. 2. ROLL CALL Present 6- Committee Member Susyn Almond, Committee Member Vanessa Honey, Committee Member Julian Pardo de Zela, Vice Chair Emily Ramos, Chair Matthew Grunewald, and Alternate Nicole Haines-Livesay 3. MINUTES APPROVAL Approve the minutes for October 7, 2019 RHC Meeting MOTION: M/S - Ramos/ Almond - To approve the minutes for the October 7, 2019 RHC meeting. Yes: 5- Committee Member Almond, Committee Member Honey, Committee Member Pardo de Zela, Vice Chair Ramos, and Chair Grunewald 4. CONSENT CALENDAR - None 5. ORAL COMMUNICATIONS FROM THE PUBLIC No public comments were received. 6. APPEAL HEARINGS - None 7. PUBLIC HEARINGS - None 8. NEW BUSINESS 8.1 Overview Potential City-initiated 2020 Ballot Measure to Amend the CSFRA Justin Bigelow, Special Counsel, Goldfarb presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. The RHC received a presentation regarding the CSFRA Subcommittee’s proposal to City City of Mountain View Page 1 Rental Housing Committee Minutes November 4, 2019 Council for draft amendments to the Community Stabilization and Fair Rent Act. 8.2 Update on Landlord-Tenant Legislation in California Karen Tiedemann, Special Counsel, Goldfarb presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. The RHC received a presentation regarding updates on landlord-tenant legislation. 8.3 Overview of CSFRA Petition & Hearing Process and Activities Analyst Black presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. The RHC received a presentation of an overview of the CSFRA Petition & Hearing Process and Activities. 8.4 Draft RHC Work Plan for Calendar Year 2020 Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. The RHC reviewed the draft Work Plan for the Rental Housing Committee for calendar year 2020 and provided feedback to staff, both in terms of content and timeline. 8.5 Quarterly Financial Expenditures Fiscal Year 2019-20 through September 30, 2019 Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Alex Brown The RHC reviewed the Quarterly Financial Expenditures for Fiscal Year 2019-20 through September 30, 2019. 8.6 Request to place regulations applicable to mobile homes and/or parks on a future agenda Karen Tiedemann, Special Counsel, Goldfarb presented a report and responded to questions. Yes: 2- Committee Member Almond, and Vice Chair Ramos No: 3- Committee Member Honey, Committee Member Pardo de Zela, and Chair Grunewald MOTION 2: M/S - Ramos/ Almond - To reconsider the February 26, 2018 resolution establishing the non-application of the CSFRA to mobile home spaces once all legal appeals have been settled. Yes: 2- Committee Member Almond, and Vice Chair Ramos No: 3- Committee Member Honey, Committee Member Pardo de Zela, and Chair Grunewald 9. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE 9.1 Analyst Black presented the monthly status report Committee member Ramos announced that she provided an update on RHC accomplishments at the City's Annual Celebration of Service banquet. 10. ADJOURNMENT - At 8:40 p.m., Chair Grunewald adjourned the meeting to the next RHC meeting to be held on Monday, December 9, 2019 at 7:00 p.m. in the Council Chambers, 500 Castro Street.
