City of Mountain View Minutes Rental Housing Committee Monday, January 13, 2020 7:00 PM Council Chambers - 500 Castro 1. CALL TO ORDER The meeting was called to order at 7:00 p.m. 2. ROLL CALL Present 5- Committee Member Susyn Almond, Committee Member Julian Pardo de Zela, Vice Chair Emily Ramos, Chair Matthew Grunewald, and Alternate Nicole Haines-Livesay 3. MINUTES APPROVAL 3.1 Approve the minutes for November 4, 2019 RHC Meetings MOTION: M/S - Almond/ Haines-Livesay - To approve the minutes for the November 4, 2019 RHC meeting. Yes: 5- Committee Member Almond, Committee Member Pardo de Zela, Vice Chair Ramos, Chair Grunewald, and Alternate Haines 4. CONSENT CALENDAR - None 5. ORAL COMMUNICATIONS FROM THE PUBLIC Steven Goldstein expressed concern regarding the outcome of a petition he was involved in. 6. APPEAL HEARINGS - None 7. PUBLIC HEARINGS - None 8. NEW BUSINESS 8.1 Overview Ballot Measures to amend the CSFRA Karen Tiedemann, Special Counsel, Goldfarb presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Steven Goldstein City of Mountain View Page 1 Rental Housing Committee Minutes January 13, 2020 The RHC received a presentation regarding the City Initiated Ballot Measure (Measure D) and the Voter Initiated Ballot Measure to amend the CSFRA. 8.2 RHC Revision of Meeting Schedule for Calendar Year 2020 Analyst Black presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. MOTION: M/S - Haines-Livesay/ Ramos - To adopt a resolution of the RHC to revise the meeting schedule for calendar year 2020 as shown in Exhibit A, to be read in title only, further reading waived. Yes: 5- Committee Member Almond, Committee Member Pardo de Zela, Vice Chair Ramos, Chair Grunewald, and Alternate Haines 8.3 Draft CSFRA Rent Stabilization Program Annual Report 2018-2019 Analyst Black presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. The RHC received a informational presentation of the Draft Rent Stabilization Program's Annual Report for Fiscal Year 2018-19. 9. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE 9.1 Analyst Black presented the monthly status report. Analyst Kennedy presented a breif update on the FY 2018-19 outstanding Rental Housing Fee invoices. Chair Grunewald thanked Vanessa Honey for her service on the RHC. 10. ADJOURNMENT - At 7:54 p.m., Chair Grunewald adjourned the meeting to the next RHC meeting to be held on Monday, February 10, 2020 at 7:00 p.m. in the Council Chambers, 500 Castro Street.
