City of Mountain View Minutes Rental Housing Committee Monday, February 10, 2020 7:00 PM Council Chambers - 500 Castro 1. CALL TO ORDER The meeting was called to order at 7:00 p.m. 2. ROLL CALL Present 4- Committee Member Susyn Almond, Committee Member Julian Pardo de Zela, Vice Chair Emily Ramos, and Chair Matthew Grunewald Absent 1- Alternate Nicole Haines-Livesay 3. MINUTES APPROVAL 3.1 Approve the minutes for January 13, 2020 RHC Meeting MOTION: M/S - Almond/ Ramos - To approve the minutes for the January 13, 2019 RHC meeting. Yes: 4- Committee Member Almond, Committee Member Pardo de Zela, Vice Chair Ramos, and Chair Grunewald Absent: 1- Alternate Haines 4. CONSENT CALENDAR - None 5. ORAL COMMUNICATIONS FROM THE PUBLIC Kristina Pereyra read a letter from a friend expressing the difficulties renters face in finding long-term stable housing. 6. APPEAL HEARINGS - None 7. PUBLIC HEARINGS - None 8. NEW BUSINESS 8.1 Overview City-initiated 2020 Ballot Measure (Measure D) to Amend the City of Mountain View Page 1 Rental Housing Committee Minutes February 10, 2020 CSFRA Karen Tiedemann, Special Counsel, Goldfarb presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Unidentified person Alex Brown The RHC received an update regarding the City Council's proposed amendments to the Community Stabilization and Fair Rent Act. 8.2 Update on City Council Study Session on Mobile Home Rent Stabilization Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Alex Brown The RHC receive a presentation regarding the City Council's study session on Mobile Home Rent Stabilization and provided direction to staff to draft a letter to City Council acknowledging that they would be open to administer a potential mobile home ordinance provided there is separate funding. 8.3 Quarterly Financial Expenditures Fiscal Year 2019-20 through December 31, 2019 Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments were received. The RHC reviewed the Quarterly Financial Expenditures for Fiscal Year 2019-20 through December 31, 2019. 8.4 Update on Invoicing for CSFRA Annual Rental Housing Fees Analyst Kennedy presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Kristina Pereyra The RHC received an update on invoicing for the CSFRA Annual Rental Housing Fees and directed staff to provide enforcement options for non-payment of the Rental Housing Fee. 9. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE 9.1 Analyst Black presented the monthly status report. City of Mountain View Page 2 Rental Housing Committee Minutes February 10, 2020 Committee Member Ramos attended the landlord registration workshop and encouraged other committee members to attend staff workshops. Committee Member Ramos asked staff to look into increased education and outreach regarding the landlord petition process. Committee Member Almond requests copies of workshop postcards be sent to RHC members. 10. ADJOURNMENT - At 9:05 p.m., Chair Grunewald adjourned the meeting to the next RHC meeting to be held on Monday, March 9, 2020 at 7:00 p.m. in the Council Chambers, 500 Castro Street.
