1. CALL TO ORDER
This meeting was called to order at 7:00 P.M.
2. ROLL CALL
Present 4- Committee Member Matthew Grunewald, Committee Member Julian Pardo de Zela,
Committee Member Susyn Almond, and Chair Emily Ramos

3.1 Approve the minutes for June 29, 2020 RHC Meeting
MOTION: M/S - Haines-Livesay / Almond - To approve the minutes for the June 29, 2020
RHC meeting.
Yes: 5- Committee Member Grunewald, Committee Member Pardo de Zela, Committee
Member Almond, Chair Ramos, and Haines-Livesay
4. CONSENT CALENDAR - None
5. ORAL COMMUNICATIONS FROM THE PUBLIC
Steven Goldstein stated that CSFRA covered units should reflect the decrease in market rent
prices caused by the COVID-19 pandemic.

8.1 Draft Regulations Amending Chapter 6: Specified Capital Improvement
Upward Adjustments
Karen Tiedemann, Special Counsel, Goldfarb presented a report and responded to questions.

The RHC reviewed and provided direction to staff on regulations regarding Specified
Capital Improvement Temporary Upward Adjustment Petitions.
8.2 Quarterly Financial Expenditures FY 2019-20 through June 30, 2020
Program Manager van Deursen presented a report and responded to questions.

8.3 Rental Housing Committee Meeting Schedule

meeting schedule for the Rental Housing Committee for the remainder of 2020 and for

Analyst Black presented the monthly status report.
9.2 Update on City’s COVID-19 landlord/tenant programs
Analyst Kennedy presented an update on the City's landlord and tenant COVID19 programs.
9.3 Upcoming Monthly Workshops, Clinics and Office Hours
Analyst Black presented the upcoming monthly workshops, clinics and office hours.
10. ADJOURNMENT - At 9:13 p.m., Chair Ramos adjourned the meeting to the next RHC
meeting to be held on Monday, September 21, 2020 at 7:00 p.m. via video conference.

This meeting will be conducted in accordance with State of California Executive Order N-29-20,
dated March 17, 2020. All members of the Rental Housing Committee will participate in the
meeting by video
conference, with no physical meeting location.
Members of the public wishing to observe the meeting may do so at

Comcast Channel 26.
Members of the public wishing to comment on an item on the agenda may do so in the following

forwarded to the RHC. Please identify the Agenda Item number in the subject line of your email.
