1. CALL TO ORDER
This meeting was called to order at 5:05 P.M.
2. ROLL CALL
Present 6- Committee Member Julian Pardo de Zela, Vice Chair Emily Ramos, Committee
Member Guadalupe Rosas, Chair Nicole Haines-Livesay, Committee Member
Susyn Almond, and Alternate Matthew Grunewald
3. RENTAL HOUSING COMMITTEE TEAM-BUILDING SESSION
Nancy Hetrick, Management Partners, facilitated a team-building session.
SPEAKING FROM THE FLOOR WITH COMMENTS:
No public comments received.
The RHC participated in a team-building session to identify what success for the
committee looks like in the short- and long-term, and discuss strategies and shared
expectations for effective working relationships.
The Rental Housing Committee took a recess at 7:02 P.M.
The Rental housing Committee reconvened at 7:17 P.M.
Committee Members Pardo de Zela and Rosas returned to the meeting at 7:35 P.M.
4. MINUTES APPROVAL
4.1 Approve the Minutes for August 23, 2021 RHC Meeting
MOTION: M/S - Ramos / Almond - To approve the minutes for the August 23, 2021 RHC
meeting.
Yes: 3- Vice Chair Ramos, Committee Member Almond, and Alternate Grunewald
Abstain: 1- Chair Haines-Livesay

Emily Hislop, speaking as a Mountain View community member, expressed concern for rent
stabilization staff's workload and stated that staffing levels need to be maintained at appropriate
levels.
Alex Brown encouraged the RHC to hire more staff, especially with passing of mobile home rent
stabilization.

9.1 Draft Ordinance Enacting Mobile Home Rent Stabilization City of Mountain
View
Program Manager van Deursen presented a report and responded to questions.
The RHC received a presentation of a draft Ordinance of the City of Mountain View
Enacting Mobile Home Rent Stabilization, as reviewed and/or adopted by City Council in
its meeting on September 14, 2021.
9.2 CSFRA Fund Results for the Fiscal Year Ended June 30, 2021
Program Manager van Deursen presented a report and responded to questions.
The RHC reviewed and acknowledged the year-end results for the Community
Stabilization and Fair Rent Act Fund for the fiscal year ended June 30, 2021.
9.3 Rental Housing Committee Meeting Schedule
To adopt a Resolution Establishing a Meeting Schedule for the Rental Housing
Committee for Calendar Year 2022, to be read in title only, further reading waived
(Attachment 1 to this memorandum).
Program Manager van Deursen presented a report and responded to questions.
MOTION: M/S - Ramos / Pardo de Zela - To adopt a Resolution Establishing a Meeting
Schedule for the Rental Housing Committee for Calendar Year 2022 and changing the
December 12, 2022 meeting date to December 5, 2022.
Yes: 5- Committee Member Pardo de Zela, Vice Chair Ramos, Committee Member Rosas,
Chair Haines-Livesay, and Committee Member Almond

12. ADJOURNMENT - At 8:29 p.m., Chair Almond adjourned the meeting to the next
RHC meeting to be held on Monday, October 18, 2021 at 7:00 p.m. via video conference.

This meeting will be conducted in accordance with State of California Executive Order N-29-20,
dated March 17, 2020 and State of California Executive Order N-08-21, dated June 11, 2021. All
members of the Rental Housing Committee will participate in the meeting by video conference,
with no physical meeting location.
Members of the public wishing to observe the meeting may do so at

Comcast Channel 26.
Members of the public wishing to comment on an item on the agenda may do so in the following
ways:
1. Email comments to RHC@mountainview.gov by 5:00 p.m. on the meeting date. Emails will be
forwarded to the RHC. Please identify the Agenda Item number in the subject line of your email.
All emails received will be entered into the record for the meeting.
2. Provide oral public comments during the meeting: Online - Register in advance to access the

You will be asked to enter an email address and a name. Your email address will not be
