NEW BUSINESS 8.1 Acceptance of Appeal of Decision Re: Petition 20210001 MOTION: M/S - Grunewald/Haines-Livesay - To extend the Public Comment allotted speaking time for the Landlord Respondent and the Tenant Appellant to five minutes, with the Tenant Appellant speaking first. SPEAKING FROM THE FLOOR WITH COMMENTS: Bee Hanson Alex Brown The RHC receive a presentation of the Mobile Home Rent Stabilization Ordinance, as adopted by City Council, accept the authorization to implement and administer the MHRSO and provided feedback for the Rental Housing Committee work plan. 8.3 Draft Regulations for Voluntary Agreements to Temporarily Reduce Rent Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments received. MOTION: M/S - Haines-Livessay/Grunewald - To adopt a Resolution of the Rental Housing Committee to amend Regulations Chapter 7 for Voluntary Agreements to Temporarily Reduce Rent. Yes: 5- Committee Member Pardo de Zela, Vice Chair Ramos, Chair Haines-Livesay, Committee Member Almond, and Alternate Grunewald Absent: 1- Committee Member Rosas 8.4 Update on Eviction Prevention Program To receive an informational update on the Eviction Prevention Program and reallocate $10,000 from the $45,000 budgeted legal services for the Eviction Prevention Program to translations and one-on-one support services for the Eviction Prevention Program. Analyst Kennedy presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Alex Brown MOTION: M/S - Ramos - To reallocate $10,000 from the $45,000 budgeted legal services for the Eviction Prevention Program to translations and one-on-one support services and reallocate the remaining $35,000 funds for the Eviction Prevention Program to be spent at Staff's discretion and to authorize the RHC to send a letter to the City Council in support of expanding translation services and one-on-one support for the Eviction Help Center. Motion fails for a lack of second. MOTION: M/S - Haines-Livesay/Ramos - To unrestrict $15,000 from the $45,000 budgeted legal services for the Eviction Prevention Program to translations and City of Mountain View Page 3 Rental Housing Committee Minutes October 18, 2021 one-on-one support services with the remaining $30,000 still restricted to legal services. Yes: 4- Vice Chair Ramos, Chair Haines-Livesay, Committee Member Almond, and Alternate Grunewald No: 1- Committee Member Pardo de Zela Absent: 1- Committee Member Rosas MOTION: M/S - Ramos/Haines-Livesay - To authorize the RHC to send a letter to the City Council requesting increased resources for the Multicultural Engagement Program explaining how the resources are helpful to the Eviction Help Center and the City as a whole. Yes: 4- Vice Chair Ramos, Chair Haines-Livesay, Committee Member Almond, and Alternate Grunewald No: 1- Committee Member Pardo de Zela Absent: 1- Committee Member Rosas 9. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE 9.1 Monthly Status Report September 2021 Senior Management Analyst Black presented the monthly status report. CLOSED SESSION REPORT Karen Tiedemann, Special Counsel, reported out from closed session that the RHC received a report on pending litigation and no action was taken 11. All members of the Rental Housing Committee will participate in the meeting by video conference, with no physical meeting location. Members of the public wishing to observe the meeting may do so at https://mountainview.legistar.com, on YouTube at www.MountainView.gov/YouTube and on Comcast Channel 26. Members of the public wishing to comment on an item on the agenda may do so in the following ways: 1. Email comments to RHC@mountainview.gov by 5:00 p.m. on the meeting date.
