CALL TO ORDER The meeting was called to order at 7:01 P.M. 2. MOTION - M/S - Ramos/Haines-Livesay - To approve the Consent Calendar with a friendly amendment by Vice-Chair Haines-Livesay to correct the agenda item 11, Adjournment, to read, "Chair Almond adjourned the meeting to the next RHC meeting to be held on Monday, November 15, 2021 at 7:00 p.m. via video conference." SPEAKING FROM THE FLOOR WITH COMMENTS: Alex Brown MOTION: M/S - Ramos/Haines-Livesay - To adopt Registration Regulations for Mobile Home Park Owners and Mobile Home Landlords under the Mobile Home Rent Stabilization Ordinance. Yes: 5- Committee Member Pardo de Zela, Vice Chair Ramos, Committee Member Rosas, Chair Haines-Livesay, and Committee Member Almond MOTION: M/S - Ramos/Rosas - To adopt Petition Process Regulations for Individual Rent Adjustment petitions under the Mobile Home Rent Stabilization Ordinance. Yes: 5- Committee Member Pardo de Zela, Vice Chair Ramos, Committee Member Rosas, Chair Haines-Livesay, and Committee Member Almond MOTION: M/S - Ramos/Haines-Livesay - To adopt Hearing Process Regulations, including Hearing Office Qualifications, Hearing Procedures, and Appeal Procedures under the Mobile Home Rent Stabilization Ordinance. Yes: 5- Committee Member Pardo de Zela, Vice Chair Ramos, Committee Member Rosas, Chair Haines-Livesay, and Committee Member Almond MOTION: M/S - Haines-Livesay/Ramos - To adopt Notice of MHRSO, Exemptions and Rent Rollback Regulations, including regulations related to the requirement to provide a Notice of Mobile Home Rent Stabilization Ordinance at the initiation of a Mobile Home Space or Mobile Home Tenancy with a correction to Section C.2.a to read "For any Tenancy in existence on or before October 28, 2021, the Notice shall be provided on or before January 1, 2022". Yes: 5- Committee Member Pardo de Zela, Vice Chair Ramos, Committee Member Rosas, Chair Haines-Livesay, and Committee Member Almond 7.2 Draft RHC Work Plan for Calendar Year 2022 Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Edie Keating THe RHC reviewed the draft Work Plan for the Rental Housing Committee for calendar year 2022 and provided feedback to staff, both in terms of content and timeline. Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments received. The RHC reviewed the Quarterly Financial Expenditures Report for Fiscal Year 2021-22 through September 30, 2021 and provided feedback. 8. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE 8.1 Monthly Status Report October 2021 Senior Management Analyst Black presented the monthly status report. 8.2 Monthly Eviction Prevention Program Report Senior Management Analyst Black presented the Eviction Prevention Program. 8.3 Upcoming Monthly Workshops, Clinics and Office Hours Senior Management Analyst Black presented the monthly workshops, clinics and office hours. 9. All members of the Rental Housing Committee will participate in the meeting by video conference, with no physical meeting location.
