The meeting was called to order at 7:04 p.m.

The RHC reviewed the Monthly Status Report for December 2022 and provided feedback
to staff.
7.2 Study Session: Rent and the Treatment of Utilities in the CSFRA and Ratio
Utility Billing Systems
Program Manager van Deursen presented a report and responded to questions.

The RHC provided initial input on and parameters for developing a potential strategy to
address the use of Ratio Utility Billing Systems (RUBS) in order to increase compliance
with lawfully imposed rents and rent increases under the CSFRA.
7.3 Election of a Chairperson and/or a Vice Chairperson
Program Manager van Deursen presented a report and responded to questions.

Analyst Kennedy presented on the monthly workshops, clinics and office hours.

Chair Haines-Livesay congratulated Vice-Chair Ramos on their appointment to the City Council
and thanked the RHC, staff, and the Mountain View community for their commitment.
Vice- Chair Ramos said she would miss Chair Haines-Livesay and thanked the RHC members,
Staff and the Mountain View community.
Committee Member Rosas thanked staff, noted that she is sad to see Chair Haines-Livesay
leave the RHC, and congratulated Vice-Chair Ramos on her appointment to the City Council.
Committee Member Almond loved working with both Chair Haines-Livesay and, Vice-Chair
Ramos on the RHC.
9. ADJOURNMENT - At 9:35 p.m., Chair Haines-Livesay adjourned the meeting to the
next RHC meeting to be held on Monday, February 27, 2023 at 7:00 p.m. via video
conference.

7.2 Study Session: Rent and the Treatment of Utilities in the CSFRA and Ratio Utility
Billing Systems
Recommendation: That the Rental Housing Committee (RHC):
· Receive a presentation on the definition of “rent” and the treatment/inclusion of
utilities as part of the rent as stipulated in the Community Stabilization and Fair Rent
Act (CSFRA).
· Receive information about the use of Ratio Utility Billing Systems (RUBS) by
landlords to separately bill utilities for CSFRA tenants, causing monthly fluctuations
in rent.
· Provide initial input on and parameters for developing a potential strategy to
address the use of RUBS in order to increase compliance with lawfully imposed rents
and rent increases under the CSFRA.
