City of Mountain View Minutes Rental Housing Committee Tuesday, January 31, 2023 7:00 PM Video Conference with No Physical Meeting Location ADJOURNED REGULAR MEETING 1. CALL TO ORDER The meeting was called to order at 7:04 p.m. 2. ROLL CALL Present 5- Committee Member Susyn Almond, Vice Chair Guadalupe Rosas, Vice Chair Emily Ramos, Chair Nicole Haines-Livesay, and Alternate Matthew Grunewald Absent 1- Committee Member Julian Pardo de Zela 3. CONSENT CALENDAR SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments received. MOTION: M/S - Almond/Ramos - To approve the Consent Calendar. Yes: 5- Committee Member Almond, Vice Chair Rosas, Vice Chair Ramos, Chair Haines-Livesay, and Alternate Grunewald 3.1 Approve the Minutes for December 19, 2022 and January 9, 2023 RHC Meetings 4. ORAL COMMUNICATIONS FROM THE PUBLIC No public comments received. 5. APPEAL HEARINGS - None 6. PUBLIC HEARINGS - None 7. NEW BUSINESS 7.1 Monthly Status Report December 2022 City of Mountain View Page 1 Rental Housing Committee Minutes January 31, 2023 Senior Management Analyst Black presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments received. The RHC reviewed the Monthly Status Report for December 2022 and provided feedback to staff. 7.2 Study Session: Rent and the Treatment of Utilities in the CSFRA and Ratio Utility Billing Systems Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Anil Babbar Reyna Dominguez Ian Rogers Jay Chodagam Jeff Zell Edie Keating Alexander Brown The RHC provided initial input on and parameters for developing a potential strategy to address the use of Ratio Utility Billing Systems (RUBS) in order to increase compliance with lawfully imposed rents and rent increases under the CSFRA. 7.3 Election of a Chairperson and/or a Vice Chairperson Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: Alexander Brown MOTION: M/S - Ramos/Haines-Livesay - To nominate and elect Committee Member Almond as Chairperson and Committee Member Rosas as Vice Chairperson for the remainder of the current annual term until the end of April 2023. Yes: 5- Committee Member Almond, Vice Chair Rosas, Vice Chair Ramos, Chair Haines-Livesay, and Alternate Grunewald 8. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE 8.1 Update on Displacement Response Strategy Study Program Manager van Deursen presented on Displacement Response Strategy Study 8.2 Upcoming Monthly Workshops, Clinics and Office Hours Analyst Kennedy presented on the monthly workshops, clinics and office hours. City of Mountain View Page 2 Rental Housing Committee Minutes January 31, 2023 Chair Haines-Livesay congratulated Vice-Chair Ramos on their appointment to the City Council and thanked the RHC, staff, and the Mountain View community for their commitment. Vice- Chair Ramos said she would miss Chair Haines-Livesay and thanked the RHC members, Staff and the Mountain View community. Committee Member Rosas thanked staff, noted that she is sad to see Chair Haines-Livesay leave the RHC, and congratulated Vice-Chair Ramos on her appointment to the City Council. Committee Member Almond loved working with both Chair Haines-Livesay and, Vice-Chair Ramos on the RHC. 9. ADJOURNMENT - At 9:35 p.m., Chair Haines-Livesay adjourned the meeting to the next RHC meeting to be held on Monday, February 27, 2023 at 7:00 p.m. via video conference. City of Mountain View Page 3

Attachments: ATT 1 - Rent Stabilization Program Monthly Status Report December 2022 ATT 2 - Housing and Eviction Help Center Status Report December 2022 City of Mountain View Page 2 Printed on 2/2/2023 Rental Housing Committee Agenda January 31, 2023 7.2 Study Session: Rent and the Treatment of Utilities in the CSFRA and Ratio Utility Billing Systems Recommendation: That the Rental Housing Committee (RHC): · Receive a presentation on the definition of “rent” and the treatment/inclusion of utilities as part of the rent as stipulated in the Community Stabilization and Fair Rent Act (CSFRA). · Receive information about the use of Ratio Utility Billing Systems (RUBS) by landlords to separately bill utilities for CSFRA tenants, causing monthly fluctuations in rent. · Provide initial input on and parameters for developing a potential strategy to address the use of RUBS in order to increase compliance with lawfully imposed rents and rent increases under the CSFRA.
