City of Mountain View Minutes Rental Housing Committee Monday, March 27, 2023 7:00 PM Council Chambers and Video Conference, 500 Castro St., Mountain View, CA 94041 1. CALL TO ORDER The meeting was called to order at 7:04 p.m. 2. ROLL CALL Present 3- Committee Member Susyn Almond, Vice Chair Guadalupe Rosas, and Alternate Matthew Grunewald Absent 1- Committee Member Julian Pardo de Zela Committee Member Grunewald attended the meeting virtually due to a childcare or caregiving need of a child that required them to participate remotely. There was no one else in the room during the Committee Members participation in the meeting. 3. PRESENTATION Chair Almond presented the Recognition of Service certificate to departing RHC Members Nicole Haines-Livesay, Julian Pardo de Zela, and Emily Ramos. Vice-Chair Rosas presented the Recognition of Service certificate to departing RHC Chair Almond. SPEAKING FROM THE FLOOR WITH COMMENTS: Alexander Brown Edie Keating 4. CONSENT CALENDAR MOTION: M/S - Rosas/Grunewald - To approve the Consent Calendar. taking action on this item. Yes: 3- Committee Member Almond, Vice Chair Rosas, and Alternate Grunewald 4.1 Approve the Minutes for January 31, 2023 RHC Meetings The RHC will reconsider the approval of the January 31, 2023 minutes at the April 24, 2023 RHC meetingdue to a lack of in person quorum during the March 27, 2023 meeting which prevented the Committee from taking action on this item. ORAL COMMUNICATIONS FROM THE PUBLIC Steven Goldstein hopes the new RHC will consider regulations regarding building compliance and unlawful rent. 6. APPEAL HEARINGS - None 7. PUBLIC HEARINGS - None 8. NEW BUSINESS 8.1 Quarterly Financial Expenditures-Fiscal Year 2022-23 through December 31, 2022 Program Manager van Deursen presented a report and responded to questions. SPEAKING FROM THE FLOOR WITH COMMENTS: No public comments received. The RHC reviewed the Community Stabilization and Fair Rent Act Quarterly Financial Expenditures Report for Fiscal Year 2022-23, through December 31, 2022, and the Mobile Home Rent Stabilization Ordinance Quarterly Financial Expenditures Report for Fiscal Year 2022-23 through December 31, 2022 and provided feedback to staff. 9. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE 9.1 Workshops, Clinics and Office Hours Analyst Kennedy presented on the monthly workshops, clinics and office hours. 10. ADJOURNMENT - At 7:37 p.m., Almond adjourned the meeting to the next RHC meeting to be held on Monday, April 24, 2023 at 7:00 p.m. via video conference. City of Mountain View Page 2

NEW BUSINESS 8.1 Quarterly Financial Expenditures-Fiscal Year 2022-23 through December 31, 2022 Recommendation: Review the attached Community Stabilization and Fair Rent Act Quarterly Financial Expenditures Report for Fiscal Year 2022-23, through December 31, 2022 (Attachment 1 to this memorandum), and the Mobile Home Rent Stabilization Ordinance Quarterly Financial Expenditures Report for Fiscal Year 2022-23 through December 31, 2022 (Attachment 2 to this memorandum). Attachments: Staff Report ATT 1 - CSFRA Quarterly Financial Report ATT 2 - MHRSO Quarterly Financial Report 9.
