1. CALL TO ORDER
The Chair Jesse Cupp called the meeting to order at 6:05 p.m.
2. ROLL CALL
Present: Committee members Kristin Bahir, Nili Helman-Caspi, Janis Zinn, Vice Chair
Melanie Demers (Arrived at 6:15 p.m.), and Chair Jesse Cupp.
Absent: Committee members Madhavi (Anita) Chodankar and Don Whitebread.
Staff Present: Sydney Foster, Administrative Analyst and Noelle Magner Administraive Aide.
3. MINUTES APPROVAL
The minutes of October 26, 2017 were distributed prior to the meeting and
approved as distributed.
Motion—M/S Zinn/Cupp—Carried 4-0-3; Chodankar, Demers and Whitebread
Absent—To approve minutes as distributed.
4. ORAL COMMUNICATIONS FROM THE PUBLIC - NONE.
5. UPCOMING AGENDA TOPICS
The Committee requested that Staff improve on Public outreach regarding Visual Arts
Committee items.
6. UNFINISHED BUSINESS
6.1 UPDATE ON 2017 ARTIST SHOWCASE AND CELEBRATION EVENT
Staff provided the Committee a status update on the 2017 Artist Showcase And Celebration
event and reception. No action taken.

6.2 SIDEWALK STUDIO PILOT PROGRAM
Staff reviewed language for the Sidewalk Studio Pilot Program guidelines and requirements
for painting utility boxes. Staff will bring back the final language for the guidelines and
requirements for the Sidewalk Studio Pilot Program at the next meeting for formal Committee
recommendation. No action taken.
7. NEW BUSINESS
7.1 PUBLIC ART STRATEGY
Staff began the discussion of the necessary steps needed to create the Public Art Strategy.
Staff provided the Committee with best practices and research for their review. No action
taken.
8. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Noelle Magner introduced Sydney Foster as the second staff liaison for the Visual Arts
Committee.
9. ADJOURNMENT
The meeting was adjorned at 8:07 p.m.

This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the
agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda

6. UNFINISHED BUSINESS
6.1 17-418 Update On 2017 Artist Showcase And Celebration Event.
Recommendation: Staff will provide a brief update on the 2017 Artist Showcase and Celebration event.
6.2 17-419 Sidewalk Studio Pilot Program.
Recommendation: Staff will present language for Visual Arts Committee review for the Sidewalk Studio Pilot
Program guidelines and requirements to paint a utility box.
7. NEW BUSINESS
7.1 17-420 Public Art Strategy.
Recommendation: The Visual Arts Committee will discuss the vision and the deliverables for the Public Art
Strategy.

No action will be taken on any questions raised by the Commission at this time.

Adjourn to the Regular Meeting of Wednesday, December 13, 2017, in City Hall, 500 Castro Street. Meeting date,
time, and venue are subject to change. Please check online at www.mountainview.gov as an agenda will be posted
the Friday prior to the Visual Arts Committee meeting.

•Interested persons may review the agenda and staff reports at the Mountain View Center for
the Performing Arts beginning the Friday before each regular meeting. Staff reports are also
available during each meeting.

Anyone who is planning to attend a meeting who is visually or hearing-impaired or has any
disability that needs special assistance should call the Mountain View Center for the
Performing Arts office at 650-903-6565 48 hours in advance of the meeting to arrange for
assistance. Upon request by a person with a disability, agendas and writings distributed
during the meeting that are public records will be made available in the appropriate
alternative format.
•The Board, Commission, or Committee may take action on any matter noticed herein in any
manner deemed appropriate by the Board, Commission, or Committee. Their consideration
of the matters noticed herein is not limited by the recommendations indicated herein.
•SPECIAL NOTICE-Any writings or documents provided to a majority of the Performing Arts
Committee regarding any item on this agenda will be made available for public inspection in
the Center for the Performing Arts office, located at 500 Castro Street, during normal
business hours and at the meeting location noted on the agenda during the meeting.

•Interested persons are entitled to speak on any item on the agenda and should make their
interest known to the Chair.
•Anyone wishing to address the Board, Commission, or Committee on a nonagenda item
may do so during the “Oral Communications” part of the agenda. Speakers are allowed to
speak one time on any number of topics for up to three minutes.
•Anyone requiring Spanish interpretation services will be afforded twice the allotted speaking
time allowed for each specific item.
