August 28, 2019 The City Council of the City of Murfreesboro, Rutherford County, Tennessee, met in special session in the Stone House at Arrington Vineyards at 9:00 a.m. on Wednesday, August 28, 2019, with Mayor Shane McFarland present and presiding and with the following Council Members present and in attendance, to wit: Madelyn Scales Harris Rick LaLance Ronnie Martin Bill Shacklett Eddie Smotherman Kirt Wade The following representatives of the City were also present: Craig Tindall, City Manager Melissa Wright, City Recorder/ Finance Director Adam Tucker, City Attorney Darren Gore, Assistant City Manager/ Utility Enterprise Mike Browning, Public Information Director This retreat was held for the purpose of Council discussing the future of Murfreesboro and the goals needed to recognize the path for Council leadership. The facilitator, Mike Mowery with Strategic Government Resources, guided the Council members and administrative staff in understanding strategic visioning. Discussion included being aware of “Why” a decision is being made before you get to “How” to make it or “What” it will be. Examples of how to communicate the “Why” were discussed and how to adopt changes. Mr. Mowery indicated a SWOT analysis should be done with Strategic Planning, Strengths, Weaknesses, Opportunities and Threats. Council and staff gave examples of each, sharing their ideas of many areas of Murfreesboro that fit these categories, including actions taken by leadership in the past. Mr. Mowery led Council through a I-OPT analysis (Input Output Processing Template) to see how information is processed and acted upon by individuals. This helped to see and understand differences in working towards problem solving. The session ended with a list of takeaways from the day and a summary of the expectations for the second day of the retreat. There being no further business, Mayor McFarland adjourned this meeting at 3:30 p.m. SHANE MCFARLAND - MAYOR ATTEST: MELISSA B. WRIGHT - CITY RECORDER August 29, 2019 The City Council of the City of Murfreesboro, Rutherford County, Tennessee, met in special session in the Stone House at Arrington Vineyards at 9:00 a.m. on Thursday, August 29, 2019, with Mayor Shane McFarland present and presiding and with the following Council Members present and in attendance, to wit: Madelyn Scales Harris Rick LaLance Ronnie Martin Bill Shacklett Eddie Smotherman Kirt Wade The following representatives of the City were also present: Craig Tindall, City Manager Melissa Wright, City Recorder/ Finance Director Adam Tucker, City Attorney Darren Gore, Assistant City Manager/ Utility Enterprise Mike Browning, Public Information Director Mr. Mike Mowery of Strategic Government Resources began the session with a summary of accomplishments from the previous day and how those visioning tools would be built upon in the next exercises. Several different exercises were completed by Council and staff with the goal to find 5 milestones that could see progress in the next 24-36 months but not necessarily meet the goal in the short-term. While many topics were discussed, they were narrowed to responsible budgeting; improving economic development; improving infrastructure; establishment of a City brand; and maintaining public safety. A timeline for vision milestones was suggested: 1) Council vision; 2) Staff creates a plan and Council approves – this may incur a lot of give and take; 3) Staff executes; 4) Council reviews in 12-18 months; 5) Staff adjusts and continues; and 6) Citizen input. Mr. Mowery reminded Council that vision is always expiring as you move into the future so you must constantly review or reinvent.
