Mayor McFarland announced that the next item on the agenda is to conduct a public hearing, pursuant to RESOLUTION 20-R-PH-13 adopted by the City Council on April 30,  June 4, 2020 Page 4 2020, to consider a proposed amendment to zone approximately 30 acres along North Thompson Lane, West College Street, and West Northfield Boulevard as Planned Signage Overlay (PSO) District; New Vision Baptist Church, applicant [2020-403]. Notice of said public hearing was published in the May 19, 2020 issue of the local newspaper as follows: (Insert notice here.) Mr. Matthew Blomeley, Assistant Planning Director, presented the unanimous recommendation of the Planning Commission to approve the rezoning and introduced Ms. Teresa Stevens, Sign Administrator, Buildings and Codes Department, and Ms. Regina Thompson, Visioneering Studios, who gave brief presentations on the proposed plans for the development. Mayor McFarland then declared the public hearing open and invited those present who wished to speak for or against the proposed zoning of approximately 30 acres located along North Thompson Lane, West College Street, and West Northfield Boulevard step forward to the podium. There was no one present who wished to speak for or against the proposed rezoning and, after ample time had been given, Mayor McFarland declared the public hearing closed. Mr. Chad Gehrke, Airport Manager, presented the request to approve the sale of 1.276 acres of Airport property at the corner of Memorial Boulevard and Airport Road for  June 4, 2020 Page 6 $1,400,000. The FAA, TDOT, and Airport Commission have approved the sale of the property, and the Planning Commission has approved commercial use for the property. Mr. Shacklett made a motion to approve the property sale on the corner of Memorial Boulevard and Airport Road in the amount of $1,400,000. Mr. Wade seconded the motion and all members of the Council voted “Aye”. The following letter from the Airport Manager was presented to the Council: (Insert letter dated June 4, 2020 here with regards to engineering and design of Taxiway F development area.) Mr. Chad Gehrke, Airport Manager, presented the request to approve work Authorization No. B-07-20 with ATKINS North America in the amount of $127,498 for the design and bid consultant services for the expansion of the Taxiway E (future Taxiway F) development area. Mr. Wade made a motion to approve the Work Authorization No. B-07-20 with ATKINS North America. Mr. Shacklett seconded the motion and all members of the Council voted “Aye”. The following letter from the Airport Manager was presented to the Council: (Insert letter dated June 4, 2020 here with regards to engineering and design of MTSU ramp expansion and construction of Taxiway E.) Mr. Chad Gehrke, Airport Manager, presented the request to approve Work Authorization No. B-08-20 with ATKINS North America in the amount of $118,045 for the design and bid consultant services for the expansion of the MTSU aircraft ramp and construction of Taxiway E. Mr. Shacklett made a motion to approve Work Authorization No. B-08-20 with ATKINS North America. Mr. Martin seconded the motion and all members of the Council voted “Aye”. The following letter from the City Attorney was presented to the Council: (Insert letter dated June 4, 2020 here with regards to purchase of insurance coverage for the City.) Mr. Adam Tucker, City Attorney, presented the request to approve the purchase of insurance coverages for the City for Fiscal Year 2021 in the amount of $2,617,628. Mr. Shacklett made a motion to approve the purchase of insurance coverage for the City for a total cost of $2,617,628. Mr. LaLance seconded the motion and all members of the Council voted “Aye”. The following letter from the Assistant City Manager was presented to the Council:  June 4, 2020 Page 7 (Insert letter dated June 4, 2020 here with regards to sewer inspection & asset management software.) Mr. Darren Gore, Assistant City Manager, presented the request of the Water Resources Department to approve the purchase of new software, WinCan, to assist in the collection, reporting, and analyzation of pipeline inspection data for $53,138 from the Sansom Equipment Company. Mr. LaLance made a motion to approve the purchase of WinCan from Sansom Equipment Company in the amount of $53,138. Mr. Shacklett seconded the motion and all members of the Council voted “Aye”. The following letter from the Assistant City Manager was presented to the Council: (Insert letter dated June 4, 2020 here with regards to final bulk water purchase and sale agreement with Marshall County, TN.) Mr. Darren Gore, Assistant City Manager, presented the request of the Water Resources Department to give final approval for a bulk water purchase and sale agreement with Marshall County for 216,000 gallons per day of drinking water for a minimum period of five years at $2.35 per thousand gallons. Mr. Shacklett made a motion to approve the purchase and sale agreement with Marshall County. Mr. LaLance seconded the motion and all members of the Council voted “Aye”. The following letter from the Assistant City Manager was presented to the Council: (Insert letter dated June 4, 2020 here with regards to Sewer Basin 10A-3 & 4 Density Restriction & Engineering Capacity Study.) Mr. Darren Gore, Assistant City Manager, presented the request of the Water Resources Department to restrict the development in Basins 10A-3 & 10A-4 to those allowable for a Commercial Zoning at 2.5 single family units per acre or 650 gallons per day per acre and approve the engineering proposal with CIA in an amount not to exceed $30,000 to study the existing pump station and flow monitor Basin 9A. Council engaged in discussion regarding the proposed restrictions and the potential for a grandfather period to exist to not unfairly prohibit developers who were already in the development process. Mr. Martin made a motion to approve the development restrictions, with the inclusion of a grandfather clause and three readings at the planning level, and the engineering proposal with CIA. Mr. LaLance seconded the motion and all members of the Council voted “Aye” except Mr. Smotherman, Mr. Wade, and Mayor McFarland who voted “Nay”.  June 4, 2020 Page 8 Under other business, the following letter from the Assistant City Manager was presented to the Council: (Insert letter dated June 4, 2020 here with regards to Water Tank Public-Entity Signage Agreement with MTSU here.) Mr. Darren Gore, Assistant City Manager, presented the request of the Water Resources Department to execute the Water Tank Public-Entity Signage Agreement with MTSU for installation of logo on Mill Street tank for a lump sum cost of $27,000. Mr. Wade made a motion to approve the Water Tank Public-Entity Signage Agreement with MTSU in the amount of $27,000. Mr. Shacklett seconded the motion and all members of the Council voted “Aye”. The City Recorder/Finance Director announced that there were not any statements to be considered. Mr. Wade seconded the motion and all members of the Council voted “Aye”. Upon recommendation of Mayor McFarland, Mr. Smotherman made a motion to reappoint Mr. Ben Blake (term expires June 30, 2023), Ms. Carolyn Lester (term expires June 30, 2023), Mr. Mike Picklesimer (term expires June 30, 2023) and Mr. Matt Taylor (term expires June 30, 2023) to the Construction Board of Adjustments and Appeal; reappoint Mr. Lamar Dixon (term expires June 30, 2023) and Mr. Dan Sharley (term expires June 30, 2023) to the Greenway Projects Committee; reappoint Dr. Gloria Bonner (term expires June 30, 2023), Mr. Tim Roediger (term expires June 30, 2023) and Mr. Ricky Turner (term expires June 30, 2023) to the Parks and Recreation Commission and reappoint Mr. Ron Crabtree (term expires June 30, 2024) and Mr. Brian Kidd (term expires June 30, 2024) to the Water Resources Board. Mr. LaLance seconded the motion and all members of the Council voted “Aye”.  June 4, 2020 Page 9 The following letter from the Budget Director was presented to the Council: (Insert letter dated June 4, 2020 here with regards to Fiscal Year 2021 Budget information and related ordinances.) Mayor McFarland announced that the next item on the agenda is to conduct a public hearing, pursuant to the provisions of T.C.A. 6-56-206 and the City Charter, to consider the proposed Fiscal Year 2020-2021 City of Murfreesboro Budget. Notice of said public hearing was published in the May 26, 2020 issue of a local newspaper as follows: (Insert notice here.) Mayor McFarland then declared the public hearing open and invited those present who wished to speak for or against the proposed Fiscal Year 2020-2021 City of Murfreesboro Budget come forward to the podium. Mr. Richard Baines, 1319 Parkview Terrace, opposes the proposed Fiscal Year 2021 Budget, stating that he believes that the City’s income stream needs to be improved; feedback from public comment sessions need to be listened to; and the City needs to consider implementing impact fees. Ms. Ryan Lake, 1612 Damascus Road, opposes the proposed Fiscal Year 2021 Budget, stating that she would like to see the Murfreesboro Police Department defunded and the resulting excess funds reallocated into community services as the amount of money currently being spent on MPD is unsatisfying. Mr. Mike McDougal, 1315 East Castle Street, opposes the proposed Fiscal Year 2021 Budget, stating that he would like to see the Murfreesboro Police Department defunded and the money reallocated to community services due to the recent decision by MPD to use tear gas to disperse protesters. Mr. Joshua Howse, 1413 Westview Drive, opposes the proposed Fiscal Year 2021 Budget, stating that he would like to see the Murfreesboro Police Department defunded due to the department’s handling of a nonviolent protest. Ms. Cimrun Srivastava, 1810 Somerset Drive, opposes the proposed Fiscal Year 2021 Budget, stating that she would like to see the Murfreesboro Police Department defunded due to their use of teargas on nonviolent protesters after a curfew was put into effect and the racial discrimination lawsuits against the Police Chief. Ms. Whitney Tesi, Craythorne Drive, opposes the proposed Fiscal Year 2021 Budget, stating that she would like to see the Murfreesboro Police Department defunded and the resulting money invested back into the community. Mr. Bennett Norris, 2319 Mayfair Avenue, opposes the proposed Fiscal Year 2021 Budget, stating that he would like to see the Murfreesboro Police Department defunded and  June 4, 2020 Page 10 the resulting money invested back into the community, specifically to institute curbside recycling for the City. Ms. Quinlan Odom, 1414 Poplar Avenue, opposes the proposed Fiscal Year 2021 Budget, stating that she would like to see the Murfreesboro Police Department defunded or have the department’s budget cut and have the resulting money invested back into the community. Ms. Victoria Hensley, 218 West Main Street, Apt. 27, opposes the proposed Fiscal Year 2021 Budget, stating that she would like to see the Murfreesboro Police Department defunded and the resulting money invested back into programs that will help the community. Ms. Mariah Phillips, 511 East Clark Boulevard, opposes the proposed Fiscal Year 2021 Budget, stating that she would like to see the Murfreesboro Police Department defunded; the resulting money invested back into the community; and the City to develop a Human Rights Commission. Ms. Hannah Giles, 1322 North Rutherford Boulevard, opposes the proposed Fiscal Year 2021 Budget, stating that she would like to see the Murfreesboro Police Department defunded and the resulting money invested into body cameras, diversity training, and de- escalation training. Ms. Kelly Fletcher, 2319 Mayfair Avenue, opposes the proposed Fiscal Year 2021 Budget, stating that she would like to see the Murfreesboro Police Department defunded and the resulting money invested into public services, education, and health services. Mr. Preston Gustin, 350 Tremont Drive, opposes the proposed Fiscal Year 2021 Budget, stating that he would like to see the Murfreesboro Police Department defunded and the resulting money reinvested in community services. Mr. Ryan Pierce, 869 Maricopa Drive, opposes the proposed FY 2021 Budget, stating that he would like to see the Murfreesboro Police Department defunded and the resulting money reinvested into education, small business, public transport, affordable housing, and healthcare. Ms. Julianna Mercado, 3025 Robinwood Drive, opposes the proposed Fiscal Year 2021 Budget, stating that she would like to see the Murfreesboro Police Department budget cut and the resulting money reallocated back into community resources. There was no one else present who wished to speak for or against the proposed Fiscal Year 2021 budget and, after ample time had been given, Mayor McFarland declared the public hearing closed.  June 4, 2020 Page 11 Council engaged in discussion covering funding of community services supported by the Fiscal Year 2020-2021 budget and each Council Member shared their individual thoughts, feelings and perspectives about the events that transpired before, during and after the protests. An ordinance, entitled “ORDINANCE 20-O-18 adopting a budget and appropriations ordinance providing for appropriations out of the general and special funds of the City of Murfreesboro, Tennessee, of certain sums to defray the current, necessary and special expenses of said City for the Fiscal Year 2020-2021, and for other purposes,” was read to the Council and offered for passage on first reading upon motion made by Mr. Smotherman, seconded by Mr. Martin.
