The City Council of the City of Murfreesboro, Rutherford County, Tennessee,
consistent with the Governor’s order, members of the City Council are participating by
electronic means as has been determined necessary to protect public health, safety, and
welfare in light of the coronavirus pandemic at 11:43 a.m. on Wednesday, June 10, 2020 in
the Community Room at Murfreesboro Police Headquarters with Councilman Bill Shacklett
present and presiding and with the following Council Members present and in attendance, to
wit:

Kirt Wade
Vice-Mayor Scales Harris and City Attorney Adam Tucker participated telephonically
at this meeting. Mayor McFarland was absent and excused.

The following letter from the Budget Director was presented to the Council:

to Fiscal Year 2021 Budget Ordinances.)
An ordinance, entitled “ORDINANCE 20-O-18 adopting a budget and appropriations
ordinance providing for appropriations out of the general and special funds of the City of
Murfreesboro, Tennessee, of certain sums to defray the current, necessary and special
expenses of said City for the Fiscal Year 2020-2021, and for other purposes,” which passed
first reading on June 4, 2020, was read to the Council and offered for passage on second
and final reading upon motion made by Mr. LaLance, seconded by Mr. Wade. Upon roll call
said ordinance was passed on second and final reading by the following vote:

Said ordinance so passed on second and final reading is as follows:

An ordinance, setting the tax rate at $1.2894, entitled “ORDINANCE 20-O-19
providing for the levy and collection of a tax for the year 2020 upon all property, real,
personal and mixed, within and subject to the jurisdiction of the City of Murfreesboro that is
now taxable under the laws and Constitution of the State of Tennessee and the Charter of
said City, and for the interest and costs to be added to such taxes after certain dates,”
which passed first reading on June 4, 2020, was read to the Council and offered for passage
on second and final reading upon motion made by Mr. LaLance, seconded by Mr. Wade.
Upon roll call said ordinance was passed on second and final reading by the following vote:

The following letter from the Information Technology Director was presented to the
Council:
(Insert letter dated June 10, 2020 here with
regards to Amendment No. 3 to City Hall
garage camera contract.)
Ms. Chris Lilly, Information Technology Director, presented an amendment to the
City Hall garage security camera contract with Twins Technology, LLC to add automatic one-
year renewals up to five years which was included in the original bid but inadvertently left
out of the finalized contract.
Vice-Mayor Scales Harris made a motion to approve Amendment No. 3 with Twins
Technology, LLC. Mr. LaLance seconded the motion and all members of the Council present
voted “Aye”.
The following letter from the Budget Director was presented to the Council:

regards to April 2020 Dashboard packet.)
Mrs. Erin Tucker, Budget Director, presented the April 2020 Dashboard update which
included Financial, Building & Codes, Risk Management, and Construction data. She also

presented Sales Tax Revenues, Solid Waste Revenues, State Revenue Collections, City
Schools Cash Flow Statements, and Revenue & Expenditure Budget Comparison Reports.
The following letter from the Assistant City Manager was presented to the Council:

to reconsideration of Sewer Basin 10A-3 & 4
density restriction.)
Mr. Darren Gore, Assistant City Manager, presented the request of the Water
Resources Department to reconsider the original request made by the department on June
4, 2020 to restrict the development in Basins 10A-3 & 10A-4 to those allowable for a
Commercial Zoning at 2.5 single family units per acre or 650 gallons per day per acre.
Council had approved the request with an amendment to include a grandfather clause and
three readings at the planning level. Mr. Martin felt that, due to his participating in the
meeting telephonically at the last session, he had been misunderstood regarding his position
on the amendments that had been made to staff’s original restriction request.
Mr. Martin made a motion to have Council reconsider the request. Mr. Wade
seconded the motion and all members of the Council present voted “Aye”.
Mr. Martin made a motion to approve the original development restrictions
recommended by the Water Resources Department. Mr. Wade seconded the motion and all
members of the Council present voted “Aye” except Mr. LaLance who voted “Nay”.
The City Recorder/Finance Director announced that there was not any licensing nor
any statements to be considered.
There being no further business, Councilman Shacklett adjourned this meeting at
11:55 a.m.
