The City Council of the City of Murfreesboro, Rutherford County, Tennessee, met in
regular session at its regular meeting place in the Council Chambers at City Hall at 6:00
p.m. on Thursday, December 2, 2021, with Mayor Shane McFarland present and presiding
and with the following Council Members present and in attendance, to wit:

Council Member Shawn Wright commenced the meeting with a prayer followed by
the Pledge of Allegiance.
Mayor McFarland recognized Officer Alan Cox who was retiring after serving with the
Murfreesboro Police Department beginning in 1994.
The Consent Agenda was presented to the Council for approval:

Mayor McFarland stated that Item No. 2 on the Consent Agenda, Sewer Allocation
Variance - Agripark Drive – Clover Senior Living (Planning), was to be pulled from this
meeting.
Mr. Martin made a motion to approve the Consent Agenda with the exception of Item
No. 2. Mr. LaLance seconded the motion and all members of the Council voted “Aye”.

The following letter from the Assistant Planning Director was presented to the
Council:

An ordinance, entitled “ORDINANCE 21-OZ-31 amending the Zoning Ordinance and

Mayor McFarland announced that the next item on the agenda is to conduct a public
hearing, pursuant to RESOLUTION 21-R-PH-34 adopted by the City Council on October
21, 2021, to consider (1) adoption of a Plan of Services for and annexation of
approximately 15.6 acres located north of DeJarnette Lane and (2) zoning of
approximately 9.5 acres located north of DeJarnette Lane to Planned Institutional
Development (PND) District (Providence Christian Academy Athletic Facility PND), which
have been proposed to be annexed to the City of Murfreesboro, Tennessee, and re-zoning

Mr. Matthew Blomeley, Assistant Planning Director, presented the recommendation of
the Planning Commission to approve rezoning approximately 9.5 acres located north of
DeJarnette Lane and introduced Mr. Matt Taylor, SEC, Inc., who gave a presentation on the
proposed plans for the development.
Mayor McFarland then declared the public hearing to zone approximately 9.5 acres
located north of DeJarnette Lane to Planned Institutional Development (PND) District and to
rezone approximately 9.5 acres from Single-Family Residential Fifteen (RS-15) District to
Planned Institutional Development (PND) District, simultaneous with annexation, open and
invited those present who wished to speak for or against the zoning request, step forward to
the lectern.
There was no one present who wished to speak for or against the zoning request and,
after ample time had been given, Mayor McFarland declared the public hearing closed.

Mayor McFarland announced that this matter was to be pulled from the agenda and to
be discussed at a later meeting.
The following letter from the City Manager was presented to the Council:

Exchange with Middle Tennessee Electric Membership Corporation.)
Mr. Craig Tindall, City Manager, presented the request to approve staff moving
forward with negotiation, conducting due diligence, and preparing documentation for a land
exchange of 116 acres in the vicinity of I-840 and Veterans Parkway for 149 acres along
Veterans Parkway and the intersection of Blackman Road/Birchtree Drive.
Mr. LaLance made a motion to approve staff moving forward with negotiations and
due diligence, with the understanding that the City would not make plans to use the entire
149 acres for a park on the west side of the City. Mr. Wright seconded the motion and all
members of the Council voted “Aye”.
The following letter from the City Manager was presented to the Council:

Mr. Craig Tindall, City Manager, presented the request to approve delegating
authority to the Industrial Development Board (IDB) of Rutherford County to enter a
Payment in Lieu of Taxes (PILOT) agreement with General Mills in support of plant
modernization.
Mr. Wade made a motion to approve delegating authority to the Industrial
Development Board (IDB) of Rutherford County to enter a Payment in Lieu of Taxes (PILOT)
agreement with General Mills in support of plant modernization. Mr. Martin seconded the
motion and all members of the Council voted “Aye”, except Mr. Wright who voted “Nay”.
The following letter from the Employee Services Director was presented to the
Council:

Contract for Administration of City Retirement Program.)
Mr. Randolph Wilkerson, Employee Services Director, presented the request to
approve the Contract with MissionSquare (formerly ICMA-RC) for administration of the City’s
Defined Contribution Plan, paid for from the total annual aggregate recordkeeping revenue
of the investment options of the plan.
Mr. Wade made a motion to approve the Contract with MissionSquare (formerly

was in order and recommended approval.

Mr. Gerald Lee II, GIS Manager, presented the request to approve renewing the
Contract with Environmental Systems Research Institute, Inc. for three years for ESRI GIS
Software, in the amount of $364,500 and the annual expense of $121,500 split equally
between the General Fund and the MWRD.

The City Recorder/Finance Director announced that there were no statements to
consider.
Mr. Craig Tindall, City Manager, stated that the next City Council meeting would be a
workshop session held on December 8, 2021.
