December 8, 2021 The City Council of the City of Murfreesboro, Rutherford County, Tennessee, met in regular session in the Business Center at the Murfreesboro Municipal Airport at 11:30 a.m. on Wednesday, December 8, 2021, with Mayor Shane McFarland present and presiding and with the following Council Members present and in attendance, to wit: Madelyn Scales Harris Rick LaLance Ronnie Martin Bill Shacklett Kirt Wade Shawn Wright Vice-Mayor Scales Harris arrived late to the session during discussion of Item No. 2 on the Agenda. The following representatives of the City were also present: Craig Tindall, City Manager Adam Tucker, City Attorney Jennifer Brown, City Recorder/ Finance Director Darren Gore, Assistant City Manager Angela Jackson, Executive Director/ Community Services Sam Huddleston, Executive Director/ Development Services Randolph Wilkerson, Employee Services Director Kim Williams, City Schools Finance Director Joshua Miller, Administrative Assistant Mayor McFarland commenced the meeting with a prayer followed by the Pledge of Allegiance. The following letter from the City Attorney was presented to the Council: (Insert letter dated December 8, 2021 here with regards to Resolution authorizing the City to participate in the Tennessee State-Subdivision Opioid Abatement Agreement.) The following RESOLUTION 21-R-37 was read to the Council and offered for adoption upon motion made by Mr. Wade, seconded by Mr. LaLance. Upon roll call said resolution was adopted by the following vote: Aye: Rick LaLance Ronnie Martin Bill Shacklett Kirt Wade Shawn Wright Shane McFarland Nay: None (Insert RESOLUTION 21-R-37 here authorizing the City of Murfreesboro, Tennessee to join the State of Tennessee and other local governments as participants in the Tennessee State-Subdivision Opioid Abatement Agreement and approving the related settlement agreements.) The following letter from the Assistant City Manager was presented to the Council: (Insert letter dated December 8, 2021 here with regards to Full-Scale Biosolids Thermal Dryer Summary and Recommendation.) December 8, 2021 Page 2 Mr. Darren Gore, Assistant City Manager, presented Council with an overview of the evaluation conducted by Smith Seckman and Reid related to the purchase and installation of a full-scale biosolids thermal dryer, with Komline Sanderson receiving the highest marks and being the preferred drying manufacturer. Council engaged in discussion with Mr. Gore regarding funding sources for the full-scale biosolids thermal dryer which could include the five-year CIP or ARP funding through TDEC. Mr. Gore explained that the project could ultimately depend on the future of the proposed expansion of Middle Point Landfill and the City’s ability to dispose of biosolids cheaply at Middle Point. He highlighted the timeframe for beginning the project and reiterated that the current project timeframe is dependent on the current expected closure date of Middle Point Landfill. At the suggestion of Mayor McFarland, Mr. Darren Gore, Assistant City Manager, described the situation of 165 water and sewer accounts within the City that are not connected to the City sewer lines, but are still charged a minimum fee each month due to the potential connections that exist. Council discussed these 165 accounts and recommended that Mr. Gore bring the matter before the Water and Sewer Board for their recommendation. The following letter from the City Manager was presented to the Council: (Insert letter dated December 8, 2021 here with regards to Review of Restated Employment Policies.) Mr. Craig Tindall, City Manager, presented Council with a summary of salient changes to the Employee Handbook, he clarified that Legal is still reviewing the changes and that he expects to bring the Handbook back to Council early in the new year. Council discussed the importance of having the restated Handbook available to employees on the intranet and the inclusion of website hyperlinks on the intranet to Federal and State laws that the Handbook references. The following letter from the Budget Director was presented to the Council: (Insert letter dated December 8, 2021 here with regards to October 2021 Dashboard packet.) The October 2021 Dashboard update, which included Financial, Building & Codes, Risk Management, Construction Data, City Schools Cash Flow Statements, and Revenue & Expenditure Budget Comparison Reports, was presented to Council with no discussion taking place. The following letter from the City Recorder/Finance Director was presented to the Council: (Insert letter dated December 8, 2021 here with regards to Beer Permit Application for Golden Bear Murfreesboro, 2374 Old Fort Pkwy.) December 8, 2021 Page 3 Mr. LaLance made a motion to approve the Beer Permit for Golden Bear Murfreesboro, 2374 Old Fort Parkway (Ownership & Name Change), pending Building and Codes approval. Mr. Wright seconded the motion and all members of the Council voted “Aye”. Mr. LaLance gave an update on the MED Proceeds, specifically the work that had been done on the draft Charter Amendment and Trust documents. He advised everyone not to expect specific details in the Charter Amendments and to instead expect that in the Trust documents. Mr. Craig Tindall, City Manager, stated that on December 10, 2021, there would be a reception in the City Hall Rotunda for the 2021 Murfreesboro Laureates Exhibit and on December 12, 2021, the Christmas Parade would be making its way through the City. Mr. Sam Huddleston, Executive Director of Economic Development, stated that on December 9, 2021, the City would be making an announcement regarding an economic development opportunity that staff had been pursuing.
