H-15-007 - 339 East Main Street, Bill Rowland – Requesting to add a screened-in porch to
the rear of residence
The property is located on the north side of E. Main Street, two lots east of Jr’s Foodland on land
commonly known as the Wexford Condominiums. Mr. and Mrs. Rowland reside in 339 E. Main
Street while the other three condos are located directly behind them on the lot (see aerial photo).
The condos were constructed in 1984 in the Colonial Revival style of architecture. The structure
is two (2) stories with a brick veneer, gable roof, bay windows and dormers. The house is a non-
contributing structure in the East Main Street Historic District of the National Register of
Historic Places.
The applicants wish to add a screened-in back porch to the rear of their house and have designed
the addition to be five (5) feet and (1) one inch from the property line. Side yard setbacks in the
RS-10 zoning district are 10 feet from the side property line which is why the applicants made
application to the City’s Board of Zoning Appeals for a variance and were approved at the June
BZA meeting.
As illustrated in the attached drawing of the requested improvements the screened-in porch is to
be located at the rear of the house on the west side of the house. A brick wall is currently located
on the west property line along the side property line beginning at the rear of the house, so the
addition will be partially obscured by the existing brick wall. As seen in the photographs
included in your agenda materials only a portion of the western side of the addition will be
visible from E. Main Street from above the brick wall. The materials used in the addition will
consist of wood for the posts, trim, and doors. The roof will consist of asphalt shingles on a flat
slightly sloped roof just enough for the rain to flow off and not pond. The remaining portion of
the addition will be screen. Additional photos including those of the adjacent properties and are
included in the agenda materials. A larger rendering of the screened-in porch will be at the
meeting for the Commission to review.
The applicant will be in attendance at the meeting to answer any questions you may have about
this request.

H-15-008 – 346 East Main Street, David & Julie Becker – Requesting to remove the lattice
(not original to the house) and replace the old screens on the lower back porch with gliding
windows with screens and fixed glass panels
This property is located on the southwest corner of E. Main Street and Maney Avenue. The
house was built circa 1903 in the Queen Anne/Colonial Revival style of architecture with a
wraparound porch, arched windows, hip roof, octagonal turret, The house is 2 ½ stories with
brick veneer. The house is a contributing structure in the East Main Street Historic District of
the National Register of Historic Places.
The applicants would like to remove the lattice located at the rear of the house which faces east
and south (not original to the home) and replace the old screens on the lower back porch with a
combination of Anderson gliding windows with screens and fixed glass panels. The windows
are made of a material called Fibrex, which is a composite made from reclaimed wood fiber and
polymer.
The windows are a Low E 4 Smartglass. This will convert the screened porch into a three (3)
season porch and eliminate further rain and weather damage to the wooden porch flooring and
furnishings as well as increase security to that portion of the home.
Included in the agenda materials are photographs of the home and the areas proposed for
alteration in addition to the adjacent properties. The applicants will be at the meeting in order to
answer any questions the Commission may have regarding their proposal.
