1. Call to order.
Chair Kathy Jones called the meeting to order at 1:00 p.m.
2. Determination of a quorum.
Chair Kathy Jones determined that a quorum was present.
3. Approve minutes of the July 20 and August 3, 2022 Planning Commission meetings.

Chair Kathy Jones acknowledged Mr. Rick LaLance for his time serving on the Planning
Commission and City Council. Chair Kathy Jones congratulated Ms. Jami Averwater for
her recent election to the City Council.

There being no further discussion, Mr. Chase Salas moved to approve the Consent Agenda

(landscape architect) were in attendance representing the application.

The Planning Commission discussed the proposal and agreed the fire department access
had been addressed.
There being no further discussion, Vice-Chairman Ken Halliburton moved to approve the
zoning application as presented, subject to all staff comments; the motion was seconded by

review of a 300,000 ft2 parking structure on 68.5 acres zoned L-I, GDO-3, and PSO
located along Medical Center Parkway, Middle Tennessee Medical Center, Inc.
developer. Ms. Margaret Ann Green presented the Staff Comments regarding this item, a
copy of which is maintained in the permanent files of the Planning Department and is

Ms. Hannah Cornelius, Mr. Taylor Smith, and Mr. David Campbell of the design team
were all in attendance representing the application. Ms. Hannah Cornelius explained the
proposed architectural design and exterior materials for the proposed parking structure.

along Cedar Glades Drive, Stanlick Chiropractic developer. Ms. Margaret Ann Green
presented the Staff Comments regarding this item, a copy of which is maintained in the

Mr. Brent Legendre (architect) and Mr. Rob Molchan (landscape architect) were in
attendance representing the application. Mr. Brent Legendre explained the proposed
architecture design and exterior materials for the building.

ft2 convenience store and 3,333 ft2 gasoline canopy on 1.8 acres zoned CH and GDO-
1 located along Medical Center Parkway and Willowoak Trail, SE Murfreesboro
Medical, LLC developer. Ms. Margaret Ann Green presented the Staff Comments
regarding this item, a copy of which is maintained in the permanent files of the Planning
Department and is incorporated into these Minutes by reference.
The Planning Commission requested before final design review the applicant continue to
work on the signage to be compliant with the GDO-3 requirements. In addition, the
applicant should provide sign restrictions /covenants for both the interior and exterior of
this building, similar to what was recently put in place with the gas station at North Church,
Lot 18 to the west of this site.
Ms. Elena Orr (architect), Mr. Claude Schaller (architect), Ms. Caroline Churchill
(Engineer), and Ms. Morgan Salsman (EIT) were all in attendance representing the
application. Ms. Elena Orr explained the materials and architecture for the proposed
building.
There being no further discussion, Vice-Chairman Ken Halliburton moved to approve the
initial design review subject to the applicant addressing all signage to meet GDO-3
requirements and all other staff comments before final design review; the motion was
seconded by Ms. Jami Averwater and carried by the following vote:

The Planning Commission began discussing the proposal wanting to know how the new
building will work with the existing Adams Place community and residents. Also, how
would all construction vehicles and construction noise be addressed? Ms. Terri Dill
explained the existing tenants near this site would be transferred to other apartments.
