Chair Kathy Jones called the meeting to order at 1:00pm.
2. Determination of a quorum:
Chair Kathy Jones determined that a quorum was present.
3. Mobile tour of and discussion regarding recent construction projects in and near the City
Core Overlay District:
The Murfreesboro Planning Commission and City Staff met for a Special Meeting to view
and discuss recent construction projects in and near the City Core Overlay. The meeting
was led by Mr. Ben Newman and Ms. Holly Smyth.

The Commissioners were given a packet with the details of each property to be viewed.
They were instructed to identify projects they are happy with and project shortfalls on the
handout. They were also asked to determine if policy direction needs to be updated. Mr.
Newman asked them to focus on the setbacks, building height, density, and parking.
At each stop, Ms. Smyth gave an overview of the property. The following properties were
viewed and discussed:

b. Maple Nook (804 & 808 North Maple Street)
c. Flats at Olive (500/502 North Church Street & 103/105 Olive Street)

f. The Row on Bilbro (219-233 South Bilbro Avenue)
g. The Nook on Vine (816 & 820 East Vine Street)

Overall Goals
1. Orient the group to the locational boundaries of the various overlay districts
- City Core Overlay – CCO (Black dashed boundary outline with aerial base)
- Future Land Use (GIS shows colorized areas within the CCO that includes Mixed Form Housing– MH, Neigh-
borhood compatible is blue cross hatching, etc., whereas beige cross hatched areas state the reader must
go to Planning Studies)
- North Highlands and Historic Bottoms Character Areas with Neighborhood Compatible general plan layer
(Downtown Central Business District, Mixed Residential Neighborhood, Mixed-Use Nodes, etc…)
-Downtown Main Street Revitalization Plan
-Transitions to areas outside the CCO are more suburban with a lower intensity context
2. Educate regarding what current policies are being used by staff highlighting main elements. (Entire Zoning
Ordinance & CCO section, North Highlands Study, Historic Bottoms Study and Future Land Use Determines)
