MURPHY PARKS AND RECREATION/ KEEP MURPHY BEAUTIFUL BOARD AGENDA DECEMBER 8, 2025, AT 6:00 PM COUNCIL CHAMBERS 206 NORTH MURPHY ROAD MURPHY, TEXAS 75094 NOTICE is hereby given of a meeting of the Park and Recreation Board of the City of Murphy, Collin County, State of Texas, to be held on December 8, 2025, at Murphy City Hall for the purpose of considering the following items. The Park and Recreation Board reserves the right to meet in Executive Session closed to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the City); §551.072 (discussing purchase, exchange, lease or value of real property); §551.074 (discussing personnel or to hear Mike Jenkins complaints against personnel); and §551.087 (discussing economic development negotiations). Comments related to public hearings will be heard when the specific hearing begins. Public comments are limited to five Owais Khan (5) minutes per speaker, unless otherwise required by law. Per the Board Member Texas Open Meetings Act, the Council is not permitted to act on or discuss any item not listed on the agenda. CALL TO ORDER Vice Chair, Diana Cain called the meeting to order at 6:05 p.m. 2. PLEDGE OF ALLEGIANCE AND INVOCATION Diana Cain, Vice Chair, led the pledge of allegiance and invocation. 3. ROLL CALL AND CERTIFICATION OF A QUORUM MEMBERS Vice Chair Diana Cain PRESENT: Secretary Clay Dethloff Board Member Owais Khan Board Member Felicia Zimmer Board Member Jeff Brettnacher . MEMBERS ABSENT: Chair Mike Jenkins Secretary Clay Dethloff Board Member Keyla Kirton 4. PUBLIC COMMENTS None. 5. PRESENTATIONS a. Work Session – Ideas for New Recreation Programs Staff and board will conduct a collaborative work session to identify and evaluate potential new recreation programs for future consideration. Matt Foster, Director of Parks and Recreation led a collaborative session to brainstorm and evaluate new recreation programs. Mr. Foster noted that at the previous Citizen's Academy activities included designing a park within budget and a recreation programming "Pitch Tank". The desire of the exercise was to identify what programming residents want and to increase awareness of existing offerings. It was noted amongst board members that many residents are unaware of the Recreation Guide or available programs, even with signage, social media posts and the Recreation Guide available online. Some potential participants believe classes are too expensive and suggestions for lower-cost or bundled options were discussed. There was also confusion over the Community Center and Activity Center. Participation issues, especially with adults could possibly be they are reluctant to join alone - possible solution was to include a buddy discount. Seniors expressed interest in technology classes like learning Chat GPT, guest speakers, potluck lunches, holiday events and trips with transportation provided. Noted divisions and lack of crossover between neighborhoods; residents tend to stay within certain parts of the city. Suggestions made were to increase outreach using QR codes, Page 3 of 5 Agenda Item 6. A. Page 2 of 3 Parks and Recreation Board September 8, 2025 flyers in local businesses, and perhaps a marketing intern. 6. INDIVIDUAL CONSIDERATION a. Consider and/or act on the approval of August 11, 2025 regular meeting minutes. BOARD ACTION: APPROVED Clay Dethloff moved to approve the August 11, 2025, Regular meeting minutes. Felicia Zimmer seconded the motion. For: Unanimous. Absent: Keyla Kirton and Mike Jenkins. The motion carried by a vote of 5-0. 7. STAFF REPORTS a. Park Updates. Cody Clark, Parks Superintendent, announced that the basketball court at Timbers Nature Preserve was resurfaced. The 544 construction is almost complete, and the Parks department will take over the maintenance of it. Cameras are being installed at Timbers and Northfield Park bathrooms to deter vandalism. New lighting was also installed in the gym at the Murphy Community Center with positive feedback. b. Recreation and Event updates. Kayla McFarland, Recreation Superintendent, announced both upcoming and recent events. She shared that the Moonlight Movie featuring Minecraft was recently held and that preparations are underway for Murphy Maize Days on October 4th, which will include exciting new features such as a BMX show and a “Murphy Feud” game inspired by the popular Family Feud show. She encouraged anyone interested in participating with their families to sign up through the official website at www.maizedays.com. Mrs. McFarland also highlighted several upcoming events, including the Skelebration on Friday, October 24th at City Hall, which will feature a costume contest and trunk or treat. Arbor Day will take place on November 1st, followed by the Murphy Campout on November 14th. She concluded by noting that Christmas in the Park will be held on Saturday, December 6th, along with the annual Jingle Jog that morning. 8. FUTURE AGENDA ITEMS Parks and Recreation Board Members may request topics for future agenda meetings. No member of the Parks and Recreation Board may discuss any of the requested subjects until such matter has been properly placed on the agenda. a. None 9.
