The Park and Recreation/ Keep Murphy Beautiful Board reserves the right to meet in Executive Session closed to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the City); §551.072 (discussing purchase, exchange, lease or value of real property); §551.074 Mike Jenkins (discussing personnel or to hear complaints against personnel); and §551.087 (discussing economic Chair development negotiations). Matt Foster updated board members that were not present at the last meeting that the Parks and Recreation Board has now incorporated the Keep Murphy Beautiful board as well. With that, Mr. Foster provided updates regarding upcoming events. Murphy Maize Days will host a Keep Murphy Beautiful tent next to the Parks and Rec tent. They will hand out swag items and information to the community on how to get involved to volunteer for events and Keep Murphy Beautiful. He opened the invitation up to the board to volunteer for Maize Days as well as the Clean and Green which will be hosted at Page 3 of 6  Agenda Item 6. A. Page 2 of 4 Parks and Recreation Board August 11, 2025 City Hall on the following Saturday after Maize Days, October 11th from 9am to 12pm. Mr. Foster directed the board to contact Mrs. Jacy Mitchell with any inquiries for these opportunities. Arbor Day is the first Saturday in November. We will assign parks for various people to plant trees. We will supply the tools to plant the trees. b. Maize Days Planning Update. Kayla McFarland, Recreation Superintendent announced Murphy Maize Days will take place on Saturday, October 4, 2025, marking the 16th anniversary of the festival. Mrs. McFarland presents a comparison of last year’s statistics with this year’s progress. In 2024, estimated attendance reached 10,000 with 60 artisan craft vendors, 16 exhibitors, 16 food vendors, and nine performers. Revenues totaled $16,000 from vendors, $16,000 from sponsorships, and $19,000 from ticketing. Carnival wristbands were $10, and VIP tent access and parking were available. She also shares survey results collected from last year’s event. For 2025, 42 artisan vendors, 15 exhibitors, and 15 food vendors are confirmed. Entertainment includes three main stage performances and a local stage, which is still being finalized. Current revenues include $17,250 in sponsorships, $6,700 from exhibitors, and approximately $2,500 in in-kind support. Volunteer applications are now open. Wristband pricing changes this year to $15 for pre-purchase and $20 on the day of the event. The carnival expands to feature ten mechanical rides. Benefits for Boards and Commissions will change this year and updates will be provided once finalized. VIP parking is included, and Council cabanas replace last year’s VIP tent. Prophets and Outlaws headline the main stage along with two additional performers aligned with the Soul Jazz theme. A BMX bike show debuts this year, and fireworks are presented by the same company under the existing three-year contract. c. FY26 Budget Update. Matt Foster, Director of Parks and Recreation, presented updates regarding the FY26 Budget. While the budget has not yet been officially voted on by Council, it has been approved for submission. Several equipment and facility improvements are included, such as replacement trucks through Enterprise lease, a new John Deere Gator to increase work efficiency, and the installation of solar basketball lights at the North Hill courts. A fountain replacement at City Hall will feature RGB lighting, and two new bike repair stations will be installed at the Preserve at Maxwell Creek and Timbers Nature Preserve. Additional updates include the purchase of a recreation trailer to assist with event setup and equipment transport, the placement of a picnic table and new flagpole in front of the Murphy Community Center, and the replacement of the MCC water fountain with bottle fillers. An inflatable misting arch will be acquired for events to help attendees cool off, along with a barricade package for event safety. The gym at MCC will receive an electric drop-down volleyball net, and the light bollards at Timbers Nature Preserve will be replaced with new LED fixtures as the current bollards are obsolete. Contract mowing for medians and seven city parks will begin in October, allowing the Parks Department to dedicate more time to quality work and maintenance. No employee positions were lost as a result of the addition of contractors. One staff member recently left the department, creating an opportunity to restructure positions and allow current employees room for advancement. Page 4 of 6  Agenda Item 6. A. BOARD ACTION: APPROVED Clay Dethloff moved to approve the July 14, 2025, regular meeting minutes. Felicia Zimmer seconded the motion. For: Unanimous. Absent: Keyla Kirton and Mike Jenkins. The motion carried by a vote of 5-0. b. Discuss possible new recreation program ideas for the Murphy Community Center/Murphy Activity Center. Matt Foster, Director of Parks and Recreation, stated that a work session will be scheduled to review new recreation program ideas. He asked the board to prepare by developing ideas prior to the meeting. 7. STAFF REPORTS a. Park updates. Cody Clark, Parks Superintendent, reported that the department hired contractors and they will be laying 40 pallets of Zoysia grass. He noted that quotes are being gathered for landscaping improvements at City Hall as well as for the installation of solar lights at the pickleball court. He also shared that the Parks Department will be fully staffed as of August 25. The mowing contract will be presented to Council on the 19th. b. Recreation and Special Event updates. Kayla McFarland, Recreation Superintendent, announced that the second Food Truck Friday will be held on September 5th. On September 19th, the Moonlight Movie will feature Minecraft at Travis Farm Park. She encouraged board members to provide strong HOA contacts so the Moonlight Movies program can continue to grow in neighborhoods throughout the city. The 16th annual Murphy Maize Days is scheduled for Saturday, October 4th, followed by the Clean and Green event at City Hall on October 11th from 9:00 a.m. to 12:00 p.m. The Halloween Event will take place on October 24th at City Hall in partnership with Boggess Elementary and will feature trunk-or-treat, a costume contest, a haunted house, and other activities. Volunteer applications are now open for Maize Days, and registration is available for the November Murphy Campout. Staff is also developing both a volleyball league and a basketball league. This month, the Community Center will host glow-in-the-dark volleyball and dodgeball. McFarland added that two new full-time employees have been hired for the recreation division, with two additional part-time employees pending. 8. FUTURE AGENDA ITEMS Parks and Recreation Board Members may request topics for future agenda meetings.
