The Park and Recreation Board reserves the right to meet in Executive Session closed to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the City); §551.072 (discussing purchase, exchange, lease or value of real property); §551.074 (discussing personnel or to hear Mike Jenkins complaints against personnel); and §551.087 (discussing economic development negotiations). Discuss incorporation of Keep Murphy Beautiful with the Parks and Recreation Board. Matt Foster, Director of Parks and Recreation, noted that the Parks and Recreation Board will now fully incorporate Keep Murphy Beautiful. Previously, the initiative was handled internally by City staff, but due to a smaller workforce and increased responsibilities, the City Manager’s Office determined that transferring oversight to the Parks and Recreation Board would help alleviate staff workload. Page 2 of 4 Parks and Recreation Board July 14, 2025 intended to shift the initiative more toward public involvement by encouraging greater participation from community volunteers. Jacy Mitchell, Executive Administrative Assistant, will now serve as the point of contact for Keep Murphy Beautiful. Mr. Foster encouraged Parks and Recreation Board members to get involved, noting that the next training seminar is scheduled for September 10. The board will be attending, and members are invited to sign up. Mr. Foster also highlighted the major events of Keep Murphy Beautiful, such as the Clean & Green events which take place in the fall and spring of each year. Additional initiatives moving forward will include Adopt-a-Spot, assisting with tables at Murphy events, clean-up days along FM 544, bed planting, mulching, and tree trimming in the parks. The biggest ask from staff is to help spread the word that volunteers are needed for these events. b. Fee schedule updates. Kayla McFarland, Recreation Superintendent, presented the proposed fee schedule, which is typically reviewed every two years. Although the schedule was updated in 2024, City Council requested a follow-up review this year due to several items requiring further consideration. The proposed schedule has been presented to Council but has not yet been officially approved. Many of the proposed changes include updates to verbiage, adjustments to non-profit rates, and distinctions between resident and non-resident rates. These changes specifically pertain to rentals of the Murphy Activity Center and Murphy Community Center, field rentals, memberships and pricing for vendors at Murphy Events. 6. INDIVIDUAL CONSIDERATION a. Consider and/or act on the approval of the June 9, 2025, regular meeting minutes. BOARD ACTION: APPROVED Clay Dethloff moved to approve the June 9, 2025, regular meeting minutes. Diana Cain seconded the motion. For: Unanimous. Absent: Keyla Kirton and Felicia Zimmer. The motion carried by a vote of 5-0. 7. STAFF REPORTS a. Park updates. Cody Clark, Parks Superintendent, updated the board that a Parks Maintenance Tech I position will open on July 18th. The bid opening for contract mowers is July 15th at 2:00 p.m. at City Hall. City Hall landscape will be underway next week including new crepe myrtles and ornamental plants. The big river birch will be removed as well. Central Park irrigation pump was destroyed by rats, and will be repaired as soon as possible. b. Recreation and Event updates. Kayla McFarland, Recreation Superintendent, provided updates on the activities held in celebration of Parks and Recreation Month this July. The month kicked off with a proclamation at City Hall before Council on July 1, followed by the Glow in the Park event that evening at North Hill Park. The event was well- attended and featured laser tag, a bubble truck and foam party, and glow-in-the- Page 4 of 6  Agenda Item 6. A. Page 3 of 4 Parks and Recreation Board July 14, 2025 dark games for all ages. A Mario Smash Brothers tournament was held at the Murphy Community Center, with winners receiving a $10 gift card. The Parks team also hosted Rooted in the Park, where participants created planter boxes. On Saturday, July 12, Murphy Games took place, offering a nostalgic family field day experience with traditional and water-based games. A 3-point contest was held in the gym at the Community Center. On July 15, the city hosted “Jammin with Jared” at the Murphy Community Center, featuring Murphy’s first canning class led by Parks Maintenance Supervisor Jared McDonald. Additional events include Power wheel racing on Saturday, July 19, and a pickleball Tournament on Tuesday, July 22, where winners will receive trophies and gift cards. Jared McDonald will also host two sourdough-making classes on July 29 and July 31. The final Park and Play day is scheduled for July 31 at Travis Farm Park. Looking ahead, every Friday night in August, the Murphy Community Center gym will host glow-themed events including glow sports and glow bingo. On Friday, July 18, there will be a movie night at Aviary Park featuring Sonic 3. The annual Back 2 School event is scheduled for Thursday, July 24, outside of the Community Center, with an indoor open house in the gym to showcase upcoming classes and programs. Upcoming events also include a Food Truck Friday on September 5, a movie night on September 19, and Murphy Maize Days festival on October 4. The month of October will conclude with the Skelebration. In regard to Recreation, as summer camps come to a close, staff is beginning to shift focus toward planning for the upcoming Fall and Winter programs. Information is currently being gathered for potential offerings, and the responsibility for these programs is being transitioned to Melvin Capers, the Recreation Center Supervisor. In support of special events, a new Special Events Assistant position has been created to assist Ashley, and the team is hopeful that the new hire will be in place soon. Additionally, the department is actively seeking to fill a full-time Recreation Aide position at the front desk. 8. FUTURE AGENDA ITEMS Parks and Recreation Board Members may request topics for future agenda meetings. No member of the Parks and Recreation Board may discuss any of the requested subjects until such matter has been properly placed on the agenda. a. No future items. 9.
