Recap discussion of Murphy's Backyard Barbecue Event Kayla McFarland, Recreation Superintendent, provided a recap of the first Murphy’s Backyard Barbecue, which was held at Murphy Central Park on Saturday, May 10th from 11:00 a.m. to 3:00 p.m. She noted that barbecue teams arrived the evening before to set up their smokers, complete training, and meet with the health inspector. The setup process turned into a fun overnight event that fostered camaraderie among the participants. Only 100 tickets were made available for the public and were sold out the night before Page 3 of 9  Agenda Item 6. A. Page 2 of 7 Parks and Recreation Board June 9, 2025 the event. Most teams distributed nearly all of their food, with approximately 99% of their product being shared with ticket holders. Although 12 teams initially registered, 9 teams participated on the day of the event. Entertainment included a DJ in the morning, with live music performances by Kirk Holloway and Buffalo Ruckus. A panel of judges was assembled and included Mayor Scott Bradley, Tim Lepage, owner of Backyard Murphy, and Jared McDonald, Parks Maintenance Supervisor, who also has a culinary background. The Brisket Champion award was presented to Off on Que, who received $1,000 sponsored by Backyard Murphy and a championship belt. Remarkable Barbecue was selected as the People’s Choice winner and received $500, a small trophy, and recognition on the large People’s Choice trophy housed at the Murphy Community Center. The trophy will remain on display and will have the names of future winners added each b. Budget Discussion Matt Foster, Director of Parks and Recreation, discussed the department's current transition regarding mowing responsibilities. He shared that the Parks crew currently consists of 12 people and is struggling to keep up with both mowing duties and ongoing projects. To address this, the department is planning to contract out mowing services for the smaller parks. This change is expected to free up the existing crew to focus on other priorities such as playground maintenance and park improvement projects. The bidding process for the mowing contract is scheduled to take place this summer, with implementation projected for October if the budget and bids align. Matt explained that expanding the Parks crew is not financially feasible at this time. In order to complete all mowing and project work at an ideal standard, the department would need to add six additional positions, which is not currently possible. Contracting the mowing services is ultimately more cost-effective and will allow the department to maintain quality service across all park responsibilities. c. Discuss Parks and Recreation Month Matt Foster, Director of Parks and Recreation, announced that National Parks and Recreation Month begins on July 1st. A proclamation will be presented at the upcoming City Council meeting, and all are invited to attend. Immediately following the meeting, the kickoff celebration will take place at North Hill Park with an event called Glow in the Park, featuring glow sticks, glow foam, music, and other interactive elements. A variety of events are scheduled throughout the month to celebrate, including a Super Smash Brothers tournament at the Murphy Community Center and Rooted in the Park, where participants will build small planter beds. Additional activities include a 3-point basketball contest and a new program titled Jamming with Jared, where Parks Supervisor Jared McDonald will lead a canning class and a sourdough starter class. On July 12th, a new event called Murphy Games will be introduced, offering a nostalgic Field Day-style experience complete with water slides. Power Wheels racing is set to take place at City Hall on July 19th, followed by a pickleball tournament on July 22nd. Parks and Recreation Board 4.14.2025 Meeting Minutes BOARD ACTION: APPROVED Felicia Zimmer moved to approve the April 14, 2025, regular meeting minutes. Clay Dethloff seconded the motion. For: Unanimous. Absent: Owais Khan, Diana Cain, and Keyla Kirton. The motion carried by a vote of 5-0. 7. STAFF REPORTS a. Park Updates Cody Clark, Parks Superintendent, provided an update stating that mowing remains the primary focus due to several weeks of rain, which has caused a backlog of work. He noted that the irrigation system has not needed to run thanks to the consistent rainfall, which has been beneficial. Stump grinding is scheduled to take place, and a delivery of 40 pallets of sod is expected soon for installation around City Hall. The installation of the new lights at the pickleball court is anticipated to occur in the middle to end of July. Matt Foster, Director of Parks and Recreation, announced that the Parks and Recreation Board will also assume responsibilities for the Keep Murphy Beautiful initiative. This transition marks a shift from a staff-led program to a community-driven volunteer opportunity. Further discussion is scheduled for July's meeting. Jacy Mitchell, Executive Administrative Assistant, will serve as the primary point of contact. b. Recreation and Event Updates Kayla McFarland, Recreation Superintendent, provided an update on departmental activities. She reported that summer camps are in full force and that there have been numerous weekend reservations since the beginning of the year. The fitness room at the Murphy Community Center is now operational and officially opened on May 23rd. Additionally, the game room is seeing frequent use, particularly by kids and teens. Kayla shared event updates, noting that the Sounds at Sundown concert series takes place every Friday night in June. The series kicked off with a performance by the Emerald City Band, with an estimated attendance of approximately 4,000 people. She also referenced Parks and Recreation Month, which was previously mentioned by Mr. Matt Foster, and shared that a Back-to-School event is in the works. Instead of distributing school supplies, the department is requesting donations. In addition, the City is partnering with Primrose School of Breckenridge, which is supporting the North Texas Food Bank through a food supply drive. Upcoming events also include a Moonlight Movie in July and the Murphy Maize Days festival in October, which staff are excited to bring to the community. 8. Matt Foster, Director of Parks and Recreation, provided a recap of the Park Tour that took place on Saturday, April 12th. He then invited the board to share any thoughts or ask questions related to the tour. During the discussion, it was agreed that the timing of this year's tour was ideal. As a result, the board decided to aim for March or April of 2026 for the next scheduled tour. b. Tree City USA updates. Cody Clark, Parks Superintendent, noted that the Tree USA application has been approved. A total of 100 trees have been trimmed via a contractor throughout the city. Additionally, six large dead trees were removed from Timbers Nature Preserve. Almost all parks and medians have been cleaned and trimmed during the winter months. There are also plans to replace several trees throughout the city. c. Budget Updates. Matt Foster, Director of Parks and Recreation, shared that budget requests will be submitted to the City Manager later this month. Requests include a bunker rake for maintaining sand on courts and fields, a barricade package for event use, and Page 7 of 9  Agenda Item 6. A. Page 6 of 7 Page 2 of 3 Parks and Recreation Board April 14, 2025 replacement of the City Hall fountain, which is operating at 50% and will be upgraded with RGB lighting. Additional items include bike repair stations for trails, solar lighting for the North Hill basketball court, a new picnic table and replacement chairs for the MCC, and a bottle filler to replace MCC’s current fountains. Also proposed are an overhead volleyball system, an inflatable misting arch for event cooling, and replacement of light bollards at Timbers Nature Preserve. An increase in the overtime budget is requested to support weekend maintenance during the high-traffic months of May through September. The new fiscal year budget will be adopted in September. 6. The motion carried by a vote of 6-0. 7. STAFF REPORTS a. Park Updates. Cody Clark, Parks Superintendent, reported a busy spring for the Parks Department. Repairs were completed at Timbers Nature Preserve, including two climbing structures and all swing hardware. The shade structure at Central Park was repaired following windstorm damage, and three new bike racks were installed there. Fertilization and ant baiting have been completed for the season. At The Preserve, the windscreen is now installed, and Lonesome Dove Trail received two new trashcans. Upcoming April projects include applying roll coat paint at Water’s Edge Park and North Hill, pending weather. Routine mowing, irrigation, and leak repairs will continue. b. Recreation and Event Updates. Kayla McFarland, Recreation Superintendent, provided updates on Recreation and Events. Renovations to the old library and the addition of a weight room at the MCC are nearly complete, with a grand debut expected by the end of May. The department is also in the process of hiring a full-time Recreation Specialist to replace two part-time front desk roles. Upcoming events include the Hop N’ Hunt on Thursday, April 17. While online registration is closed, on-site registration will be available. The event will feature bunnies, an Easter Bunny appearance, food trucks, face painting, and an egg hunt with 15,000 eggs. Prizes include Texas Rangers and Texas Legends tickets, gift cards, a Ninja Creamy, and a PlayStation Portal.
