MURPHY PARKS AND RECREATION BOARD AGENDA MONDAY, JANUARY 13, 2025, AT 6:00 PM COUNCIL CHAMBERS 206 NORTH MURPHY ROAD MURPHY, TEXAS 75094 NOTICE is hereby given of a meeting of the Park and Recreation Board of the City of Murphy, Collin County, State of Texas, to be held on Monday, January 13, 2025, at Murphy City Hall for the purpose of considering the following items. The Park and Recreation Board reserves the right to meet in Executive Session closed to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the City); §551.072 (discussing purchase, exchange, lease or value of real property); §551.074 (discussing personnel or to hear complaints against personnel); and §551.087 (discussing economic development negotiations). Any decision held on such matters will be taken or conducted in Open Session following the conclusion of Diana Cain the Executive Session. Board Member Mike Jenkins Board Member 1. This portion of the agenda is the public's opportunity to address the Council about any item listed on the agenda, except public hearings, or to provide a general comment. Comments related to public hearings will be heard when the specific hearing begins. Public comments are limited to five (5) minutes per speaker, unless otherwise required by law. Per the Texas Open Meetings Act, the Council is not permitted to act on or discuss any item not listed on the agenda. ADJOURNMENT I certify that this is a true and correct copy of the Murphy Park and Recreation Board Meeting Agenda and that this notice was posted on the designated bulletin board at Murphy City Hall, 206 North Murphy Road, Murphy, Texas 75094; a place convenient and readily accessible to the public at all times, and said notice was posted on January 8, 2025 by 5:00 p.m. and will remain posted continuously for 72 hours prior to the scheduled meeting pursuant to Chapter 551 of the Texas Government Code. Notice of Possible Quorum: There may be a quorum of the Animal Shelter Advisory Committee, the Board of Adjustment, the Building and Fire Code Appeals Board, the City Council, the Ethics Review Commission, the Murphy Community Development Corporation, the Murphy Municipal Development District Board and/or the Planning and Zoning Commission members who may be present at the meeting, but they will not deliberate on any city or board business. CALL TO ORDER Chair, Robin Reeves, called the meeting to order at a 6:01 p.m. 2. PLEDGE OF ALLEGIANCE AND INVOCATION Vice Chair, Diana Cain, led the pledge of Allegiance and Invocation. 3. ROLL CALL AND CERTIFICATION OF A QUORUM MEMBERS Chair Robin Reeves PRESENT: Vice Chair Diana Cain Board Member Mike Jenkins Board Member Clay Dethloff Board Member Keyla Kirton Board Member Jeff Brettnacher . MEMBERS ABSENT: Board Member Felicia Zimmer 4. PUBLIC COMMENTS There were no public comments. 5. INDIVIDUAL CONSIDERATION a. Consider and/or act on the approval of August 12, 2024, regular meeting minutes. BOARD ACTION: (Item 5.a.) APPROVED Diana Cain moved to approve the Regular Meeting Minutes from the August 12, 2024, meeting. Mike Jenkins seconded the motion. For: Unanimous. Absent: Felicia Zimmer. The motion carried by a vote of 7-0. b. Consider and/or act on recommendation to Council for approval 2024 Parks, Recreation, Trails and Open Space Master Plan. BOARD ACTION: (Item 5.b.) APPROVED Robin Reeves moved to approve the recommendation to Council to approve the 2024 Parks, Recreation, Trails and Open Space Master Plan. Diana Cain seconded the motion. For: Unanimous. Absent: Felicia Zimmer. The motion carried by a vote of 7-0. 6. STAFF REPORTS Page 3 of 4 Agenda Item 8. A. Page 2 of 2 Parks and Recreation Board September 9, 2024 a. Park Updates. Cody Clark, Parks Superintendent Cody Clark, Parks Superintendent, shared that another truckload of Zoysia grass has been delivered around City Hall. The installation of new fitness equipment at Timbers Nature Preserve is almost complete. Fertilizing is ongoing for the next couple of weeks. The Irrigation Position has been filled, with the new hire starting on September 23rd. Efforts are also underway to secure a new crew leader. b. Recreation and Event Updates. Kayla McFarland, Recreation Superintendent Kayla McFarland, Recreation Superintendent, updated the board that new Fall/Winter programs have started. Several new programs have been introduced, including the Enlightenment Art Academy, a new dance program, and both indoor and outdoor pickleball. Maize Days will take place on October 5th as an all-day event. Tickets will be available for a VIP whiskey tasting, and wristbands will be offered for children to access larger rides. City Council has approved the budget for 2025. Upcoming events include the Halloween event, Arbor Day, and the Murphy Family Campout. Easter Palooza has been rebranded as Hop N' Hunt. Christmas in the Park will now be held on the first Saturday of December instead of a weeknight. Plans are also underway to add a holiday 5K run on that day. Voting will take place at the Murphy Activity Center this year instead of the Murphy Community Center. 7. FUTURE AGENDA ITEMS No future agenda items. 8.
