MURPHY PARKS AND RECREATION BOARD AGENDA September 9, 2024, AT 6:00 PM COUNCIL CHAMBERS 206 NORTH MURPHY ROAD MURPHY, TEXAS 75094 NOTICE is hereby given of a meeting of the Park and Recreation Board of the City of Murphy, Collin County, State of Texas, to be held on September 9, 2024, at Murphy City Hall for the purpose of considering the following items. The Park and Recreation Board reserves the right to meet in Executive Session closed to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the City); §551.072 (discussing purchase, exchange, lease or value of real property); §551.074 (discussing personnel or to hear complaints against personnel); and §551.087 (discussing economic development negotiations). CALL TO ORDER Chair, Robin Reeves, called the meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE AND INVOCATION Vice Chair, Diana Cain, led the Pledge of Allegiance and Invocation 3. MEMBERS ABSENT: Board Member Clay Dethloff 4. PUBLIC COMMENTS No public comments. 5. PRESENTATIONS a. Master Plan Priorities updated list and notable changes. Matt Foster, Director of Parks and Recreation Matt Foster, Director of Parks and Recreation, noted the current priority list compared to the previous one. Based on the last meeting's discussion, he combined the top priorities into a streamlined plan. 1. Mustang Park due to its age, being the oldest park in the city. 2.Central Park will focus on enhancing the experience for events due to high usage. 3. Murphy Community Center potential renovation, remodel, and expansion. 4. Trail Connectivity that will include widening the existing trail from McCreary to McMillan and McMillan to Betsy, filling in the missing segment, and extending Lonesome Dove to North Murphy Road, north of Betsy Lane. This will be a combined project. 5. Timbers Nature Preserve will be an ongoing project involving renovation of retention pond areas, improvements to the baseball field, overflow and outflow upgrades, and silt removal from the creek to improve drainage. 6. Railway Crossing on 544 we will need to prepare for potential work by KCS. 7. Aviary and Brentwood Parks will be due for updates as they reach their 20-year anniversary. 8. North Hill Park replacing the playground and adding lights to the basketball court. 9. Liberty Ridge Park includes dredging and leveling the pond as well as a playground update as the last was in 2012. Page 3 of 5  Agenda Item 5. A. Page 2 of 3 Parks and Recreation Board August 12, 2024 b. Discussion regarding E-bike usage in parks. Matt Foster, Director of Parks and Recreation Matt Foster, Director of Parks and Recreation, discussed that there are increasing concerns about conflicts between e-bike riders and walkers on the trails. The plan is to start a conversation about how to manage this issue effectively. He outlines the following points. 1. E-bike Classes: Class 1: Motor-assisted, no throttle, maximum speed of 20 mph. Class 2: Pedal-assisted with throttle, maximum speed of 20 mph. Class 3: Motor- assisted, no throttle, maximum speed of 28 mph, and must be at least 15 years of age to ride. 1. Safety Requirements: 1.E-bikes must have a working horn or bell. 2.Visible headlights and rear reflectors or lights that can be seen from 500 feet away are required. Due to Murphy’s location and its proximity to other towns, it is important to keep the regulations consistent and abide by the state mandate. 15 mph speed limit signage will be placed along the trails for public awareness. 6. INDIVIDUAL CONSIDERATION a. Consider and/or act on the approval of July 8, 2024, regular meeting minutes. BOARD ACTION: (Item 6. A.) APPROVED Diana Cain moved to approve July 8, 2024, regular meeting minutes. Keyla Kirton seconded the motion. For: Unanimous. Absent: Clay Dethloff. The motion carried by a vote of 6-0. 7. STAFF REPORTS a. Event Updates. Kayla McFarland, Manager of Recreation Services. Kayla McFarland, Manager of Recreation Services, updated that Murphy Maize Days takes place on Saturday, October 5, 2024. Tickets are already on sale for the attractions, as well as the VIP whiskey tasting sponsored by Yard Dawgs and Herman Marshall. The Moonlight Movie Skelebration Trunk-or-Treat will be held in front of City Hall. Fall/Winter classes have officially opened on CivicRec. The floors at the Murphy Community Center have been redone. The search for Youth Advisory Committee members continues. b. Park Updates. Matt Foster, Director of Parks and Recreation Matt Foster, Director of Parks and Recreation, announced that the Irrigation Technician position has been offered and accepted and will hopefully add them to the Parks crew in the coming weeks. Also, a truckload of sod is set to be placed around City Hall. If all goes well, additional truckloads will be purchased to address other areas. Numerous irrigation repairs are needed and are currently being addressed. In the next few weeks, new fitness equipment, including a 30x30 area of artificial turf, will be installed at Timber Nature Preserve. Mowing operations will continue. Several projects are in progress, including the addition of a tennis practice backboard at North Hill Park. Soccer, basketball, and volleyball nets will be replaced throughout the parks. 8.
