The Park and Recreation Board reserves the right to meet in Executive Session closed to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the City); §551.072 (discussing purchase, exchange, lease or value of real property); §551.074 (discussing personnel or to hear complaints against personnel); and §551.087 (discussing economic development negotiations). CALL TO ORDER Vice Chair, Diana Cain, called the meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE AND INVOCATION Vice Chair, Diana Cain, led the Pledge of Allegiance and Invocation. 3. MEMBERS ABSENT: Chair Robin Reeves 4. PUBLIC COMMENTS There were no public comments. 5. PRESENTATIONS a. Master Plan Priorities Discussion Matt Foster, Director of Parks and Recreation, gave a comprehensive update on the status of the Master Plan for the Parks and Recreation department. Mr. Foster discussed the existing Master Plan, highlighting completed or changed items since 2017. Unaddressed items will be carried over to the new Master Plan. He presented the timeline for when each park was last updated. Potential upgrades discussed included the hope for an expansion of the Murphy Community Center including office spaces for Parks and Recreation Staff. Shade structures were identified as a need in the parks. Upgrading playground equipment and trail widening and connectivity was proposed as an enhancement. The Community Center, Murphy Central Park, Mustang Park upgrades, Timbers Nature Preserve drainage were identified as key priorities for future updates and improvements. b. Parks and Recreation Budget Presentation/Update Cody Clark, Parks Superintendent, reported that the budget is on track with $1.5 million allocated against a projected $1.55 million, which includes $20,000 for repairs at Brentwood from the storm damage in October. The budget for FY25 is set at $1.76 million. Key initiatives include adding a new crew leader position, replacing Mustang cable cords, and potentially installing Cradle Point and Wi-Fi at North Hill and Timbers Page 3 of 5  Agenda Item 6. A. Page 2 of 3 Parks and Recreation Board July 8, 2024 parks for remote bathroom monitoring, which is currently managed manually by the Murphy Police Department. A $40,000 budget has been allocated for mulching on Betsy Road, and overtime has been increased to support weekend trash pickup. Plans are also in place to rewrap Big Belly trash cans in all parks and to address irrigation needs. The entrance sign is expected to be completed by early August. New equipment purchases include a truck for the new crew leader, a replacement for the Toro Batwing mower, a new 3-deck sports field mower for more efficient mowing, and a GPS mower for the Murphy Activity Center and Community Center. Additionally, two new bike racks will be installed at Central Park and the Murphy Community Center. Kayla McFarland, Manager of Recreation Services, discussed the FY25 recreation budget, noting that half of her salary and the full salary for Ashley Hudson, Special Events Coordinator, will be funded by the Murphy Community Development Corporation (MCDC). Additional funding requests were made for Community Center improvements, including a coffee bar, reservation supplies, and a potential back-to- school drive if funds are available. There is also a need for small portable generators for events, upgrades to concert bathrooms, new event equipment, and replacement of event banners. Recent upgrades include the replacement of hallway furniture at the Murphy Community Center and the purchase of a Genie lift for FY24. Looking ahead to FY25, proposals include acquiring a new Gator utility vehicle, converting the Gentry Room into a mini fitness area, and transforming the library area into a game room with gaming systems to attract more teens. c. Discussion regarding storm damage at parks and facilities. Cody Clark, Park Superintendent discussed the storm damage that took place May 27th. There was a total of 606-man hours' worth of clean up. There is still ongoing cleanup including remaining down tree limbs in the parks and along Maxwell Creek. 29 total trees were lost. 6. INDIVIDUAL CONSIDERATION a. Consider and/or act on the approval of June 10, 2024, regular meeting minutes. BOARD ACTION: (Item 6. a. ) APPROVED Felicia Zimmer moved to to approve the meeting minutes from the May 20th Parks and Recreation Board meeting. Clay Dethloff seconded the motion. For: Unanimous. Absent: Robin Reeves. The motion carried by a vote of 7-0. 7. STAFF REPORTS a. Event Updates Kayla McFarland, Manager of Recreation Services, shared upcoming events and activities. The Summer Splash attracted approximately 500 people and was a great success. Continuing through the month of July for Parks and Recreation month the following events will occur, Glow and the Dark Dodgeball will provide fun for both kids and adults. Power Wheel Racing is set to take place at the City Hall parking lot, and Dinks and Donuts will feature an outdoor amateur Pickleball tournament. The Page 4 of 5  Agenda Item 6. A. Page 3 of 3 Parks and Recreation Board July 8, 2024 Community Trail Bike Ride will occur at Maxwell Creek, and Birdhouse Building will be hosted at Timbers Nature Preserve. The Moonlight Movie Back to School event will feature the new Little Mermaid movie and a school supply giveaway. Each Monday in July, Caregiver Camp will be available with an activity box for caregivers to pick up at the Murphy Community Center. Also, a 3-Point Shootout competition is also planned. The concert series concluded successfully the last Friday of June, and future major events include Murphy Maize Days that is scheduled for Saturday, October 5th, 2024. Further updates, please note that the Murphy Community Center will be closed from July 29 to August 3 for floor renovation. All event information will be available on the Parks and Recreation Facebook page and the main city website under Annual Community Events. b. Park Updates Cody Clark, Parks Superintendent, provided an update on ongoing activities. The team continues to mow and fertilize the parks. They are also working on aerating the amphitheater and top dressing it. Fitness equipment is set to be installed at Timbers, with a survey planned to determine the locations for the concrete pads. 8. FUTURE AGENDA ITEMS Parks and Recreation Board Members may request topics for future agenda meetings. No member of the Parks and Recreation Board may discuss any of the requested subjects until such matter has been properly placed on the agenda. a. No future agenda items. 9.
