YOUTH ADVISORY COMMITTEE AGENDA NOVEMBER 17, 2025, AT 5:30 PM MURPHY COMMUNITY CENTER - HOMER & MARIE ROOM 205 NORTH MURPHY ROAD MURPHY, TEXAS 75094 NOTICE is hereby given of a meeting of the Youth Advisory Committee of the City of Murphy, Collin County, State of Texas, to be held on November 17, 2025, at Murphy Community Room for the purpose of considering the following items. The Youth Advisory Committee reserves the right to meet in Executive Session closed to the public at any time in the course of this meeting to discuss matters listed on the agenda, as authorized by the Texas Open Meetings Act, Texas Government Code, Chapter 551, including §551.071 (private consultation with the attorney for the City); §551.072 (discussing purchase, exchange, lease or value of real property); §551.074 (discussing personnel or to hear complaints against personnel); and §551.087 (discussing economic development negotiations). Any decision held on such matters will be taken or conducted in Open Session following the conclusion of Aiden Tran the Executive Session. Chair Vidyuth Vinodh 1. CALL TO ORDER Vice Chair 2. ADJOURNMENT I certify that this is a true and correct copy of the Murphy Youth Advisory Committee Meeting Agenda and that this notice was posted on the designated bulletin board at Murphy City Hall, 206 North Murphy Road, Murphy, Texas 75094; a place convenient and readily accessible to the public at all times, and said notice was posted on November 10, 2025, by Page 1 of 5 5:00 p.m. and will remain posted continuously for 72 hours prior to the scheduled meeting pursuant to Chapter 551 of the Texas Government Code. Notice of Possible Quorum: There may be a quorum of the Animal Shelter Advisory Committee, the Board of Adjustment, the Building and Fire Code Appeals Board, the Capital Projects Advisory Committee, the City Council, the Murphy Community Development Corporation, the Murphy Municipal Development District Board, the Park and Recreation Board and/or the Planning and Zoning Commission members who may be present at the meeting, but they will not deliberate on any city or board business. CALL TO ORDER Chair, Aiden Tran, called the meeting to order at 5:32 p.m. 2. OATH OF OFFICE A. Administer Oath of Office to Matthew Kirton. Jacy Mitchell, Executive Administrative Assistant, presented the Oath of Office to Matthew Kirton, the newest member of the Youth Advisory Committee. 3. ROLL CALL AND CERTIFICATION OF A QUORUM MEMBERS Chair Aiden Tran PRESENT: Historian Mohammad Syed Board Member Inara Pabani Board Member Athreya Chokani Board Member Matthew Kirton . MEMBERS ABSENT: Board Member Athreya Chokani Board Member Benedict Premilan 4. ELECTION OF OFFICERS A. Consider and/or act on nomination of Youth Advisory Committee Vice Chair. COMMISSION ACTION: APPROVED Vidyuth Vinodh moved to nominate himself as Vice Chair. Matthew Kirton seconded the motion. For: Unanimous. Absent: Athreya Chokani and Benedict Premilan. The motion carried by a vote of 5-0. B. Consider and/or act on nomination of Youth Advisory Committee Secretary. COMMISSION ACTION: APPROVED Mohammad Syed moved to nominated himself for Secretary. Matthew Kirton seconded the motion. For: Unanimous. Absent: Athreya Chokani and Benedict Premilan. The motion carried by a vote of 5-0. 5. PUBLIC COMMENTS No public comments. Comments related to public hearings will be heard when the specific hearing begins. Public comments are limited to five (5) minutes per speaker, unless otherwise required by law. Per the Texas Open Meetings Act, the Council is not permitted to act on or discuss any item not listed on the agenda. Items suggested for action may be placed on a future agenda, at the Council's sole discretion. 6. PRESENTATIONS A. Scholarship program discussion. Kayla McFarland, Recreation Superintendent explained that the city of Murphy does not have funds allocated for sponsorships or scholarships. However, she notes that the city partners with the Murphy Chamber of Commerce, which offers scholarships. She provided the Murphy Chamber of Commerce website, directed attendees to the scholarship tab, and shared Luke Trahan’s contact information for further inquiries noting that he oversees the chamber. B. Work Session – Ideas for New Recreation Programs Staff and board will conduct a collaborative work session to identify and evaluate potential new recreation programs for future consideration. The group brainstormed several new program concepts which included, paid internships and job shadowing opportunities modeled after successful city programs like the Plano Mayor's Internship. Expanding from Pickleball to other sports such as basketball and considering tournaments during school breaks for maximum participation. Organizing a cultural festival inviting school clubs and community groups to share food and traditions. Enhanced tutoring programs utilizing local teachers and students. Business and entrepreneurship workshops, possibly including day trading or college application guidance, ideally as a free or very low-cost offering. The group also noted most event and program information comes via social media, especially Instagram though their awareness of the Murphy Parks and Recreation account is low. They suggested boosting Instagram presence, using funny reels, clear flyers with concise detail events, leveraging school newspapers, newsletters and flyers for broader reach. 7. INDIVIDUAL CONSIDERATION A. Consider and/or approve the minutes from the September 22, 2025, Youth Advisory Committee. COMMISSION ACTION: APPROVED Aiden Tran moved to approve the September 22, 2025, Regular meeting minutes. Vidyuth Vinodh seconded the motion. For: Unanimous. Absent: Athreya Chokani and Benedict Premilan. The motion carried by a vote of 4-0. 8. STAFF REPORTS Page 4 of 5 Agenda Item 5. A. Page 3 of 3 Youth Advisory Committee October 20, 2025 A. Recreation and Event updates. Kayla McFarland, Recreation Superintendent, provided information on upcoming events, which include the Skelebration Trunk or Treat to be held on Friday, October 24, 2025, at City Hall from 6:00 to 9:00 p.m.; the Murphy Campout taking place from Friday, November 14, starting at 4:00 p.m., and ending on Saturday, November 15, at 9:00 a.m., which has already sold out; and the Jingle Jog 5K followed by Christmas in the Park on Saturday, December 6, from 4:00 to 6:00 p.m. Mrs. McFarland also encouraged the board to volunteer and to help spread the word that volunteers will be needed for these events. 9. ADJOURNMENT With no further business, a motion was entertained by the Chair, Aiden Tran, and the Youth Advisory Committee meeting adjourned at 06:12 pm.
