CS1. Conference with Real Property Negotiator
The City Council will conduct a closed session, pursuant to Government Code section
54956.8, to enable the City Council to consider negotiations and to give direction to its
negotiators regarding that certain real property, at the corner of Murrieta Hot Springs
Road & Sparkman Court, Murrieta, CA, APN 901-031-011 and -020 with the property’s
owners. The City’s real property negotiators, the City Manager, Assistant City
Manager, Development Services Director, and City Attorney, will seek direction from
the City Council regarding the price and terms for this property.

Governing Body CCB Reports is the opportunity for the City Council to provide a brief report
on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.
Reports shall not exceed three minutes. The City Clerk will use the computerized timer.

At this time any person may address the governing bodies on any subject pertaining to City
business, which does not relate to any item listed on the printed agenda. Normally no action

Adopt a Resolution 24-4721 entitled: A Resolution of the City Council of the City of Murrieta,
California, Ratifying the Check Register for the Month of November 2023 in the amount of
$3,651,372.19 (Check Numbers 157008-157497).

6. Formation of Landscaping and Lighting District No. 31 Willow Springs - Public Hearing
Recommended Action:
Adopt Resolution No 24-4722 entitled: A Resolution of the City Council of the City of Murrieta,
California, Ordering the Formation of Landscaping and Lighting District No. 31 (Willow Springs)
and the Concurrent Annexation and Consolidation of Said District into the Murrieta
Consolidated Landscaping and Lighting District; Confirming the Diagram and Assessment; and
Providing for Annual Levy and Assessments Commencing in Fiscal Year 2024/2025.
7. Continuation of Urgency Ordinance Pursuant to California Government Code Section
65858 Prohibiting the Establishment of Medical Cannabis Delivery Businesses for an
Additional 45 Days, to Include an Exemption from the California Environmental Quality
Act
Recommended Action:
Receive the staff report and conduct the public hearing;
Waive full reading and adopt by four-fifths vote Interim Urgency Ordinance No. U-601-24
(Attachment 1), entitled: An Interim Urgency Ordinance of the City Council of the City of
Murrieta, California, Extending Urgency Ordinance No. U-600-23 Which Instituted A 45-Day
Temporary Moratorium on the Establishment or Expansion of Medical Marijuana Dispensaries
or Facilities and Mobile Medical Marijuana Dispensaries Within City Limits for an Additional Ten
Months and Fifteen Days, Declaring the Urgency Thereof, and Finding An Exemption Under
the California Environmental Quality Act extending for ten months and fifteen days the
temporary moratorium prohibiting medical marijuana facilities and mobile medical marijuana
dispensaries within City limits, as read by title only;
Find that Interim Urgency Ordinance No. U-601-24 is exempt from CEQA; and
Direct staff to continue to study appropriate modifications to the Murrieta Municipal Code to
mitigate the conditions outlined in this staff report and Section 2 of the Urgency Ordinance
arising from developing, maintaining, and expanding medical marijuana facilities and mobile
medical marijuana dispensaries. The Development Services Director is further directed to
report back to the City Council with his findings at least 10 days prior to the expiration of this
ordinance.

Recommended Action:
Review and discuss the current City Council Subcommittees and City Affiliated
Agencies/Organizations and reaffirm or update as needed;
Appoint delegates/representatives and alternates to the City Council Subcommittees
and City Affiliated Agencies/Organizations; and
Consider and provide direction to City staff as appropriate.
GOVERNING BODY ANNOUNCEMENTS
