CS1. Conference with Real Property Negotiator
The City Council will conduct a closed session, pursuant to Government Code section
54956.8, to enable the City Council to consider negotiations and to give direction to its
negotiators regarding that certain real property, at 42670 Juniper Street, APNs
906-250-018; 906-250-019; and 906-670-004. The City’s real property negotiators, the
City Manager, Assistant City Manager, and City Attorney, will seek direction from the
City Council regarding the price and terms for this property.
CS2. Conference with Legal Counsel - Existing Litigation
The City Council will conduct a closed session, pursuant to Government Code section
54956.9(d)(1), to confer with legal counsel regarding 1 litigation case to which the City
is a party. The title of such litigation is as follows: Procko v Murrieta; Case Number
5:22-cv-00005-JGB-SP; District Court of the Southern District of California.

City Manager Administrative Updates is the opportunity for the City Manager to provide
community updates, as well as Department or Commission announcements on current or
upcoming projects.

GOVERNING BODY COMMISSION/COMMITTEE/BOARD (CCB) REPORTS
Governing Body CCB Reports is the opportunity for the City Council to provide a brief report
on conferences, seminars, and Commission, Committees, and/or Boards meeting attendance.
Reports shall not exceed three minutes. The City Clerk will use the computerized timer.
PUBLIC COMMENTS
At this time any person may address the governing bodies on any subject pertaining to City
business, which does not relate to any item listed on the printed agenda. Normally no action
may be considered or taken by the governing bodies on any matter not listed on the agenda .
Each speaker will be limited to three minutes.

Recommended Action:
Waive reading, by title only, of all Ordinances and Resolutions. Said Ordinances and
Resolutions which appear on the public agenda shall be determined to have been read by title

Recommended Action:
Approve the minutes of the February 20, 2024 City Council Regular Meeting.
3. Check Register January 2024
Recommended Action:
Adopt Resolution No. 24-4725 entitled: A Resolution of the City Council of the City of Murrieta,
California, Ratifying the Check Register for the Month of January 2024, in the amount of
$3,597,967.51 (Check Numbers 157873-158231).
4. Monthly Investment Transaction Report for January 2024
Recommended Action:
Receive and file the Monthly Investment Transaction Report for January 2024.
5. Second Reading of Ordinance No. 602-24 for the Establishment of Medicinal Cannabis
Delivery Location and Operational Standards and Miscellaneous Updates to Existing
Cannabis Standards (MCA-2023-00008) to amend Sections 16.08.010, 16.10.010,
16.11.010, 16.12.010, 16.13.010, 16.14.010, and 16.44.250 of the Murrieta
Development Code
Recommended Action:
Conduct the second reading and adopt Ordinance No. 602-24 entitled: An Ordinance of the
City Council of the City of Murrieta, California, Amending Title 16 of the Murrieta Development
Code to Revise Sections 16.08.010, 16.10.010, 16.11.010, 16.12.010, 16.13.010, 16.14.010,
and 16.44.250 for the Establishment of Medicinal Cannabis Delivery Location and Operational
Standards and Miscellaneous Updates to Existing Cannabis Standards.

6. Adoption of 2024 Legislative Platform
Recommended Action:
Approve the 2024 Legislative Platform, as presented.
7. Type 1 Fire Engine Purchase
Recommended Action:
Adopt Resolution No. 24-4726 entitled: A Resolution of the City Council of the City of Murrieta,
Authorizing the Purchase of a Type 1 Engine through a Cooperative Purchasing Program in
Accordance with Municipal Code Section 3.08.295 and Establishing an Appropriation in the
Fiscal Year of Delivery Using the Measure T Fire Fleet Replacement Reserve to Fund Costs
Associated with the Purchase and Upfitting of the Type 1 Engine; and
Authorize the City Manager to approve the South Coast Fire Equipment proposal and
zero-dollar purchase order to initiate the Type 1 Engine construction.

8. Fiscal Year 2023/24 Second Quarter Financial Status Report
Recommended Action:
Receive and file the report;
Authorize an appropriation using Measure T Facility Repair Reserves for CIP project 21035 in
the amount of $83,000; and
Approve the Updated Schedule of Authorized Positions List.
9. Consideration of a Resolution Supporting the Need for Expanded Public Higher
Education Institutions within Southwestern Riverside County
Recommended Action:
Adopt Resolution No. 24-4727, entitled: A Resolution of the City Council of the City of Murrieta,
California, Supporting the Need for Expanded Public Higher Education Institutions within
Southwestern Riverside County and State and Regional Funding for the Cost of Tenant
Improvements to Create an Expanded Presence for California State University, San Marcos at
the Mt. San Jacinto College Campus in Temecula Valley.
