THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Tuesday, April 15, 2025 Council of the Municipality of Murrysville held a Regular Voting Meeting on Tuesday, April 15, 2025, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Eli Diacopoulos, Jason Lemak, Mac McKenna, Matthew Olszewski, Carl Stepanovich and Mayor Synan. Also present were Chief Administrator Michael Nestico, Director of Public Works Bill Paiano, and Solicitor Wes Long. Council members Dayne Dice and Jamie Lingg were absent. REGULAR VOTING MEETING AGENDA PLEDGE OF ALLEGIANCE: Council Vice President, Mac McKenna led the audience in the Pledge of Allegiance. ROLL CALL/VOTING ORDER: Mac McKenna, Matthew Olszewski, Carl Stepanovich, Eli Diacopoulos, Dayne Dice-absent, Jamie Lingg-absent, Jason Lemak, and Mayor Synan. UNISTED AMENDMENTS: None CONSENT CALENDAR ITEMS: A. Approval of April 2, 2025 Minutes B. Accounts Payable C. Cash Investments and Transfers Mr. Diacopoulos made a motion to approve the Consent Calendar Items. Mr. Lemak seconded. All those present voted aye. Motion approved. MAYOR’S COMMENTS: Mayor Synan made the following announcements: Curbside Leaf Collection Program: This is the last leaf pickup for spring. To schedule a pick-up, please fill out the “Curbside Left Collection Program Form” on the website. There is a 20-bag limit. The deadline to sign up is the Thursday before the pickup date: Spring pickup is Saturday, April 26th. S.L.A.M Fishing Derby will be May 17th with 8:00 am Kid’s stocking and 9:00 am start at 4121 Sardis Road, Murrysville. This is for ages 15 and under. If you have any questions, go to murrysville.slam@gmail.com. Red Cross Blood Drive will be Wednesday, May 14th from 12:30 – 5:30 p.m. at the Murrysville Community Center, 3091 Carson Avenue. For more information go to www.murrysville.com. Office Closure – Friday, April 18th. The Municipality of Murrysville offices will be closed on Friday, April 18th in observance of Good Friday. CHIEF ADMINISTRATOR’S COMMENTS: Mr. Nestico stated that MRM Trust, in which the Mayor is a trustee, released their annual dividend notice. The Municipality will receive dividends for the Worker’s Comp Trust in the amount of $77,000. Under the Property and Liability Trust, we will receive a dividend of $15,000. Thank you to the Mayor and MRM for their continued efforts as our trust provider. vmp -1- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Tuesday, April 15, 2025 The 2027 TIP Project submittals (Transportation Improvement Program) are due in June of 2025. We will attempt to submit applications for projects for our various bridges that the Municipality needs to repair. COMMUNITY INPUT: None LIAISON COMMENTS AND COMMITTEE REPORTS: Mr. Diacopoulos: The Pension Committee will meet before Council’s next meeting in May. He will then give an update on Q1 performance. Mr. Olszewski: The Environmental Action Committee did not meet in March because there were no new items. The next meeting will be April 29th. Mr. Stepanovich: Medic One will meet on Thursday, April 17th. Parks and Recreation Foundation hasn’t rescheduled their next meeting. Mr. Lemak: The Library Committee will meet on Thursday, April 17th. The Library is in need of an additional Board member. If you are listening or watching and interested, please apply. Mr. McKenna: The Parks and Recreation meeting last week was cancelled and has not been rescheduled so the next meeting will be on the second Tuesday in May. WORKSHOP ITEMS ADMINISTRATION: None ENGINEERING: None COMMUNITY DEVELOPMENT: None PUBLIC WORKS AND PARKS: None COUNCIL ACTION ITEMS ADMINISTRATION: 13.A. Appoint Chevy Nave as Zoning Officer for the Municipality of Murrysville Mr. Lemak made a motion to appoint Chevy Nave as Zoning Officer for the Municipality of Murrysville. Mr. Stepanovich seconded. Mr. Nestico stated that Chevy is our current Code and Property Maintenance Officer in the Municipality. She has been doing a great job in that role. She does have the capability of taking over some of the zoning responsibilities. Right now, those are being filled by Dave Jobe, who serves as a third-party contractor. Appointing Chevy as Zoning Officer will give her the official title so that she can sign permits, etc. All those present voted aye. Motion approved. COMMUNITY DEVELOPMENT: None ENGINEERING: 15.A. Approve Ordinance No. 1102-25 FTMSA Easement at Tax Map Number 49-10-00-0-128 Mr. Olszewski made a motion to approve Ordinance No. 1102-25 FTMSA Easement at Tax Map Number 49- 10-00-0-128. Mr. Stepanovich seconded. Mr. Nestico stated that this is to approve the ordinance for the Haymaker Run Interceptor Rehabilitation project. A portion of the project does go through municipal land and hence the need for this easement. All those present voted aye. Motion approved. PUBLIC WORKS AND PARKS: 16.A. Consider awarding Material Bids to the lowest responsible bidder for 2025-2026 Mr. Stepanovich made a motion to consider awarding contracts for various road materials and line painting for the Department of Public Works for the contract year of June 1, 2025 to May 31, 2026. Mr. Diacopoulos seconded. Mr. Paiano stated that this is their yearly bids for materials that are used in-house. Bids were open April 2nd. Asphalt came down a little bit, pipe and stone remained pretty much the same, but the cost of signs really went up. They will work to budgetary constraints that they follow to stay within budget. Mr. Diacopoulos asked if we ever did a more than one year contract or ever considered it. Mr. Paiano answered probably not. The vendors are going to give him a price today and they are going to be held for that price till next year. He doesn’t feel it would be in our best interest to try going for a more than a one- year contract. All those present voted aye. Motion approved.
