THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, May 7, 2025 Council of the Municipality of Murrysville held a Regular Voting Meeting on Wednesday, May 7, 2025, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Eli Diacopoulos, Dayne Dice, Jamie Lingg, Mac McKenna, Matthew Olszewski, Carl Stepanovich, and Mayor Synan. Also present were Chief Administrator Michael Nestico and Solicitor Wes Long. Council member Jason Lemak was absent. REGULAR VOTING MEETING AGENDA ROLL CALL/VOTING ORDER: Dayne Dice, Carl Stepanovich, Jamie Lingg, Jason Lemak-absent, Mac McKenna, Eli Diacopoulos, Matthew Olszewski, and Mayor Synan. PLEDGE OF ALLEGIANCE: Council President, Dayne Dice led the audience in the Pledge of Allegiance. UNISTED AMENDMENTS: Mr. Dice stated that Kat Neidig, Murrysville Community Library Director, will give an overview of the grant that the library just received. MURRYSVILLE COMMUNITY LIBRARY – ARPA GRANT: Ms. Neidig, Library Director, stated that The Murrysville Community Library was recently awarded nearly $350,000 as part of the Multi-Purpose Community Facilities Program, a competitive grant program funded under the Coronavirus Capital Projects Fund established by the American Rescue Plan Act of 2021, with the main purpose of providing communities with greater access to broadband services. On October 10, 2024, the PA Broadband Development Authority (PBDA) approved a total of $45 million to community anchor institutions and units of local government for community projects to construct, acquire, or improve facilities that are, or will be open to the public and will directly enable work, education, and health monitoring at the respective facility. With this grant, the Murrysville Community Library will undergo renovations to promote access to broadband services by underserved demographics in the community, such as teens, senior patrons, patrons in the workforce, and patrons with disabilities. In order to promote the use of Broadband Services to enable workforce development, education, and health monitoring, including remote options following the public health emergency of COVID-19, the Murrysville Community Library will fulfill the program requirements by committing to the following: 1) Renovate the concrete entryway, 2) Update the existing front door mechanisms and install a bathroom handicap mechanism, 3) Install quiet rooms, 4) Purchase new furniture, 5) Replace some of the book stacks, 6) Replace the carpet in the adult and teen sections of the library. Approval of April 15, 2025 Council Meeting Minutes. Mrs. Lingg made a motion to approve the April 15, 2025, Minutes. Mr. McKenna seconded. All those present voted aye. Motion approved. MAYOR’S COMMENTS: Mayor Synan stated that Emergency Services started off busy last Tuesday morning around 7 a.m. with two houses on fire in the Village of Clover Ridge, which kept everyone busy most of the day. Then around 5:30 p.m. an epic storm rolled through here. This was the most trees and electric poles we have ever had down on the roads. Many of our roads were blocked in multiple locations. He thanks the Public Works Department, Fire Departments, EMS and staff for their quick response. This was not going to be a quick cleanup. There were approximately 6,500 homes without power and most of northern Murrysville was without cell service. Clearing roadways to gain emergency access was first priority, but if there were wires in the trees that were across the road, public works and fire departments had to wait until the power company cleared their wires. By 2:00 p.m. on Wednesday, any road that did not have wires down were open. Now we were just waiting for the power company to clear the wires so that we could then get the roadways clear of trees. Thursday morning, we started receiving calls from residents asking where they could get water, as many of our residents have well pumps and no power. We quickly got a water buffalo from the county and put it in Veterans Field. The Emergency Management Director then opened three water filling stations – at the Police Station, Murrysville Medic One, and Export VFD. Thankfully West Penn Power called for assistance and power companies from all around us started to show up here in Westmoreland County and Murrysville. Mayor Synan noted that he is honored to be Mayor of this town that responds no matter how difficult the situation is. Thanks to all for their truly heroic efforts. CHIEF ADMINISTRATOR’S COMMENTS: Mr. Nestico stated that the S.L.A.M Fishing Derby will be May 17th with 8:00 a.m. Kid’s stocking and 9:00 a.m. start at 4121 Sardis Road, Murrysville. Red Cross Blood Drive will be Wednesday, May 14th from 12:30 – 5:30 p.m. at the Murrysville Community Center, 3091 Carson Avenue. For more information go to www.murrysville.com. PennDOT gave permit approval to begin the traffic signal and roadway improvement project at Route 380 and Saltsburg Road. The current temporary configuration will be made permanent. Construction of that project will begin on Monday, May 19th. COMMUNITY INPUT: None LIAISONS COMMENTS AND COMMITTEE REPORTS: Mr. Stepanovich: He was unable to attend the last meeting of Medic One. Mrs. Lingg: Planning Commission also meets Tuesday, May 13th. Mr. Olszewski: Environmental Action Committee had no new items in April, so the meeting was cancelled. Mr. Diacopoulos: Pension Committee quarterly meeting is tomorrow. In the advance report, Q1 performance was on the negative side by only 1.1% down for the quarter. The fixed income was up and equities were down. He will give a report next week. WORKSHOP ITEMS ADMINISTRATION: None ENGINEERING: None COMMUNITY DEVELOPMENT: None PUBLIC WORKS AND PARKS: None COUNCIL ACTION ITEMS ADMINISTRATION: 13.A. Approve the Settlement Agreement between the Municipality of Murrysville and John C. Manno, Jr. & Dianna A. Manno Mrs. Lingg made a motion to approve the Settlement Agreement between the Municipality of Murrysville and John C. Manno, Jr. & Dianna A. Manno. Mr. Olszewski seconded. All those present voted aye. Motion approved. COMMUNITY DEVELOPMENT: None ENGINEERING: 15.A. Award the contract for DPW-1-25, the 2025 Overlay Project Mrs. Lingg made a motion to award the contract for DPW-1-25, the 2025 Overlay Project to Tresco Paving Corporation, in an amount not to exceed $1,500,000. Mr. Diacopoulos seconded. Mr. Nestico noted that bids were open on April 23rd. The low bidder was Tresco Paving with a bid of $1,400,000. The next lowest bid was $1,552,000. Staff is asking Council to award the contract to Tresco in an amount not to exceed $1,500,000. All those present voted aye. Authorize the release of the bond being held for the completion of the Bowser Collision Center Mr. McKenna made a motion to authorize the release of the $130,898.00 bond being held for the completion of the Bowser Collision Center. Mr. Stepanovich seconded. Mr. Nestico stated that the bond being held for the completion of the Collision Center is $130,898.00. The owner has requested release of the funds. The contractor has completed all of the required improvements. All those present voted aye. Motion approved. 15.C. Advertise for DPW-2-24, the Duff Park parking lot paving project Mr. Stepanovich made a motion to advertise for DPW-2-24, the Duff Park parking lot paving project. Mr. Olszewski seconded. Mr. Nestico stated that this item was included in the 2025 CIP with the budget amount of $300,000. Council approved this in August of last year. It took a little while to get to this phase. They are now ready for paving. All those present voted aye. Motion approved. PUBLIC WORKS AND PARKS: None OLD BUSINESS: None NEW BUSINESS: Mr. McKenna wanted to say thank you to Mayor Synan for keeping them in the loop during the craziness last week. The information was helpful in answering questions from residents. Also, a thank you to former Mayor Brooks for offering hot meals. You saw neighbors helping neighbors which was pretty cool to see. He attended the Flag Retirement Ceremony with the Boy Scouts and the Veterans, which was a great event hosted by the Fire Department. Mr. Diacopoulos stated that he was at Opening Day for Franklin Regional and wanted to recognize Michelle Kish who ran a well-organized day despite the weather. Also last week was National Prayer Day. Helen Elliott was very well-organized there, as well. He appreciated being there on behalf of the Mayor. Mr. Stepanovich noted that he has been without phone, TV, and internet service for five days. The response from Kinetic’s has been very poor. He plans on going to the representative’s office and see if the Public Utility Commission can do anything to move things along.
