THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Tuesday, June 17, 2025 Council of the Municipality of Murrysville held a Regular Voting Meeting on Tuesday, June 17, 2025, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Eli Diacopoulos, Jason Lemak, Jamie Lingg, Mac McKenna, Carl Stepanovich and Mayor Synan. Also present were Chief Administrator Michael Nestico, Director of Public Works Bill Paiano, and Solicitor Wes Long. Council President Dayne Dice and Council member Matthew Olszewski were absent. BOB MITAL VOLUNTEER OF THE YEAR AWARD Mr. McKenna stated that it is with great honor that tonight we recognize an individual whose dedication and service have profoundly impacted our community – Mr. Robert F. Mitall. Bob is not only a seasoned professional engineer and surveyor with over 40 years of experience but also a steadfast leader in our local government. As the President of RF Mitall & Associates, he has provided invaluable engineering and consulting services to both public and private sectors, enhancing the infrastructure and development of our region. Beyond his professional accomplishments, Bob has been a pillar of civic engagement in Murrysville. Serving as the Chair of the Murrysville Planning Commission, he has guided numerous projects with a focus on safety, sustainability, and community well-being. He continues to ensure that residents' concerns are heard and addressed, emphasizing the importance of safety and compliance in all planning decisions. Bob's commitment to our community extends to his role in providing engineering and plan review services for the municipality, ensuring that all developments meet the highest standards. Bob, your unwavering dedication, professional expertise, and heartfelt commitment to Murrysville exemplify the true spirit of volunteerism. Your efforts have not only shaped our physical landscape but have also strengthened the fabric of our community. Our deepest gratitude and congratulations to Robert F. Mitall, our “Volunteer of the Year”. Thank you, Bob, for your outstanding service and for making Murrysville a better place for all of us. Mayor Synan presented Mr. Mitall with a 2025 Volunteer of the Year plaque for decades of service to the Municipality of Murrysville. His unwavering dedication is to be commended. The Municipality and its residents thank you for your service to the community. Approval of June 4, 2025 Minutes B. Accounts Payable C. Cash Investments and Transfers Mrs. Lingg made a motion to approve the Consent Calendar Items A through C. Mr. Lemak seconded. All those present voted aye. Motion approved. MAYOR’S COMMENTS: Mayor Synan made the following announcements: In regard to the flood response, the Swift Water Rescue Teams actually rescued people from their homes and businesses along Old Route 22. We had Murrysville Medic One, North Huntingdon EMS, Greensburg VFD, Westmoreland Team 175, Lower Kiski Water Rescue, and Armstrong County Team 300 tasked with rescuing the folks in the flood zone. White Valley responded to 33 incidents between when the flood started and 3:00 AM. They were assisted by the next available departments – Slickville, Sutersville and Carbon. Murrysville VFD was busy in the PV area. Our Public Works and Police Department had their hands full with all the flooded and closed roadways. Overall, he would like to thank all involved for the tremendous response. Our Emergency Management Coordinator also handled the situation very well with some support from the County. Mayor Synan stated that he toured much of the area that evening and within a few days visited most of the businesses. There is a planned meeting with the State to see what options we have going forward to possibly stop this from occurring again. Mayor Synan read Proclamation No. 228-25 Recognizing the Penn-Franklin News for Its Dedicated Service to the Murrysville Community. Penn-Franklin News has faithfully served the residents of Murrysville and surrounding communities since its founding on February 6, 1947, by Charles K. Cooper in his home in Level Green, Pennsylvania, providing trusted local news, community updates, and public information for over 75 years. The operation relocated to Murrysville in the mid-1950s and expanded its offerings to include the Delmont Salem News, the Penn Trafford News, and The Market Place advertising circular. The Penn Franklin remains a family operation to this day, led by daughters Georgia Cooper Boring as Managing Editor and Charlene Cooper Word as Advertising Manager; son-in-law Wade Boring as Production Manager; and grandsons Charles Graham Boring, Assistant Editor, and David Kenneth Boring, Circulation Manager. The staff and contributors of the Penn-Franklin have shown a deep commitment to the community supporting local events, highlighting local businesses, and giving voice to the concerns and achievements of Murrysville’s residents. The Penn-Franklin will officially cease operations at the end of June 2025, marking the end of an era in local journalism and leaving a lasting legacy of public service and community engagement. I, Regis J. Synan, Mayor of the Municipality of Murrysville, on behalf of Murrysville Council and the citizens we serve, do hereby express our deepest appreciation and gratitude to the Penn-Franklin News for its many years of devoted service since 1947. June 30, 2025, shall be recognized in the Municipality of Murrysville as: "Penn-Franklin News Day" in honor of the newspaper’s lasting contributions to civic life, public trust, and the history of our region. vmp -2- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Tuesday, June 17, 2025 Glass Recycling “Pop-Up” collection event will be held at Veterans Field parking lot, 4200 Sardis Road, on Saturday, June 28th from 9:00 AM – 2:00 PM. Residents are also encouraged to support the Loaves and Fishes Emergency Food Pantry by donating non-perishable food items. Sponsored by the Municipality of Murrysville and Republic Services. The Murrysville Recreation Department presents Tuesdays at Townsend. There will be free live performances in the park from 6:30 p.m. – 8:00 p.m. on June 24th. Music will be provided by Detention with food trucks Super Dawgs and Yellow Bridge Brewing Co. Any cancellations will be posted on the Facebook event page and on our website. Murrysville Farmers’ Market will be held Thursdays, June 5 – September 25, from 3:00 p.m. – 7:00 p.m. at 3235 Sardis Road, by Murrysville Fire Department. There will be live music, weekly food trucks, local vendors and more! American Red Cross Blood Drive will be Wednesday, July 16th from 10:00 AM – 3:00 PM at the Murrysville Community Center, 3091 Carson Avenue. The Splash Pad at Murrysville Community Park is now open. Daily hours are 11:00 AM to 7:00 PM. CHIEF ADMINISTRATOR’S COMMENTS: Mr. Nestico gave a brief financial update on the storm damage. It is estimated that we have suffered $45,000 worth of damage so far. Public Works estimated that when it’s all over after continued cleanup efforts, we will probably be in the range of around $75,000 for cleanup and repairs. The work on the Overlay Project for the upper Sardis portion of the Municipality, as well as, Lyons Run will start this Thursday or Friday - depending on the weather. COMMUNITY INPUT: None LIAISON COMMENTS AND COMMITTEE REPORTS: Mr. Diacopoulos: Nothing for the Pension Committee. Mrs. Lingg: This month’s Planning Commission meeting was cancelled. The next meeting is July 8 th. Mr. McKenna: There was a Parks and Recreation meeting tonight at MCP Leftwich Pavilion. They will discuss the natural playground and are still working with the scouts. He will give an update at the next meeting. The next Parks and Recreation meeting will be July 8th. Mr. Stepanovich: Medic One meets this Thursday. Parks and Recreation Foundation meeting date has not yet been decided. Approve Ordinance No. 1103-25, the Amended 2025 Salary Ordinance Mrs. Lingg made a motion to approve Ordinance No. 1103-25, the Amended 2025 Salary Ordinance. Mr. Stepanovich seconded. Mr. Nestico stated that this is approval of the ordinance that was advertised to add the position of Assistant Finance Director and Lieutenant into the Salary Ordinance. All those present voted aye. Motion approved. 13.B. Approve the job description for the position of Assistant Finance Director Mr. Diacopoulos made a motion to approve the job description for the position of Assistant Finance Director. Mr. Lemak seconded. Mr. Nestico stated that this item was discussed at the last meeting. The job description must be approved by Council for the position of Assistant Finance Director. The new Assistant Finance Director will be starting on Monday. All those present voted aye. Motion approved. 13.C. Approve renewal of the cyber insurance policy with Travelers Insurance Mr. Lemak made a motion to approve renewal of the cyber insurance policy with Travelers Insurance in the amount of $5,618.00 for the fiscal year August 2025 to July 2026. Mrs. Lingg seconded. Mr. Nestico stated that this is for our cyber insurance policy. The General Fund Budget allocated $6,500 and comes in a little under budget at $5,618. This is a one-year policy. Authorize the advertisement for the 2025 Crack Sealing Project, DPW-5-25 Mr. Stepanovich made a motion to authorize the advertisement for the 2025 Crack Sealing Project, DPW-5- 25. Mr. Lemak seconded. Mr. Nestico noted that the road scheduled for this year is Old William Penn Highway between Export and Delmont. The budget amount in the CIP is $30,000. All those present voted aye. Motion approved. 15.B. Authorize the advertisement for the 2025 Guiderail Replacement Project, DPW-6-25 Mrs. Lingg made a motion to authorize the advertisement for the 2025 Guiderail Replacement Project, DPW-6-25. Mr. Diacopoulos seconded. Mr. Nestico stated that the 2025 CIP has a budgeted amount of $66,000 for the Guiderail Project. The road scheduled for this year is Meadowbrook Road. All those present voted aye. Motion approved. PUBLIC WORKS AND PARKS: 16.A. Consider awarding bids for the sale of used surplus municipal equipment Mr. Diacopoulos made a motion to approve awarding bids for the sale of used surplus municipal equipment. Mrs. Lingg seconded. Mr. Paiano stated that some surplus equipment was sold. One of the dump trucks did yield $37,100. The grand total was $72,541. All those present voted aye. Motion approved. 16.B. Approval of the contract with Kellner’s Fireworks, Inc. to purchase and exhibit fireworks for the 2025 Murrysville Concert in the Park event on August 9, 2025. Mrs. Lingg make a motion to approve the contract with Kellner’s Fireworks, Inc. to purchase and exhibit fireworks for the 2025 Murrysville Concert in the Park event on August 9, 2025. Mr. Lemak seconded. Mr. Nestico stated that this is the eighth annual event taking place August 9th. The 2023 Concert in the Park was cancelled due to weather which allowed us to carry over the fireworks purchase from that year into last year. The 2023 costs were $11,200 less William Yant, Jr. contribution of the shooter’s fee. As we move forward, we now have a shooter’s fee in the fireworks contract because we no longer have William Yant’s contribution. Kellner’s will now be providing the fireworks and shooter. OLD BUSINESS: None NEW BUSINESS: Mrs. Lingg want to note that when the flood occurred, it just happened to be graduation night for Franklin Regional. It was really phenomenal how the rescue teams were able to get those kids and families to graduation on boats and whatever. No one was injured during the rescues.
