THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, August 6, 2025 Council of the Municipality of Murrysville held a Regular Voting Meeting on Wednesday, August 6, 2025, at 7:00 p.m. in the Municipal Building. Present at the meeting were Council members Eli Diacopoulos, Dayne Dice, Jamie Lingg, Carl Stepanovich, and Mayor Synan. Also present were Chief Administrator Michael Nestico, Director of Recreation Carly Greene, and Solicitor Wes Long. Council members Jason Lemak, Mac McKenna, and Matthew Olszewski were absent. INTRODUCTION OF YOUTH SERVICES LIBRARIAN SYDNEY ANDERSON Kate Neidig introduced the new Youth Services Librarian, Sydney Anderson from Wisconsin. Sydney has a passion for building community and feels that she embodies the library’s mission to inspire ideas, enrich lives, and create life-long opportunities for learning literacy and enjoyment. Ms. Anderson stated that she joined the library in the middle of the summer reading program, which is a very exciting time at the library. Even in the short amount of time she has been here, they had brought in a pigeon to learn about messenger pigeons from World War II, there was a butterfly release, and there was a program called the Wonders of Wildlife with the zoo. The library has also had several story times which include pre-school story time, baby story time, dogs reading pal program, and a puppet show. Over 200 people attended the Summer Reading Party. More programming is being planned for the fall. She placed a mailbox outside of her office so that kids can write a letter to a librarian and let them know what programs and ideas that they would like to see and have. Approval of July 15, 2025 Council Meeting Minutes Mr. Stepanovich made a motion to approve the Consent Calendar Items. Mrs. Lingg seconded. All those present voted aye. Motion approved. MAYOR’S COMMENTS: Mayor Synan made the following announcements: The Murrysville Concert in the Park is this weekend, Saturday, August 9th, from 4 p.m. to dusk. There will be food, games, live music, and fireworks. The location is Murrysville Community Park, 4056 Wiestertown Road, Export. vmp -1- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, August 6, 2025 The Murrysville Recreation Department presents Tuesdays at Townsend. This is the last one of the season, which will be August 19th with The Adorabulls, Cousins Main Lobster, and Devout Brewing. Live performances are from 6:30 p.m. - 8:00 p.m. Murrysville Farmers’ Market is held Thursdays, June 5 – September 25, from 3:00 p.m. – 7:00 p.m. at 3235 Sardis Road, by Murrysville Fire Department. There will be live music, weekly food trucks, local vendors and more! There is going to be an American Red Cross Blood Drive on Thursday, September 11th from 10:00 a.m. – 3:00 p.m. at the Murrysville Community Center. CHIEF ADMINISTRATOR’S COMMENTS: Mr. Nestico mentioned that the National Night Out was cancelled last night due to a police matter. While we can’t share many details of the incident, the public is safe. All of our resources were tied up through the police department. The officers and equipment would not have been available for the event. In talking with the Mayor and Police Chief, we may look to reschedule that event. The paving project should be wrapped up soon. The gas company that was working on Old William Penn has finished their work, but road restoration is a few weeks away. COMMUNITY INPUT: Mr. Dice stated that individuals can speak about whatever they would like, as long as it is 3 minutes or less. William Ott, 127 Pheasant Run Drive: Mr. Ott wanted to talk about properties that he grew up in located in Murrysville. They are adjacent to Tarr Hollow Extension on Old William Penn Highway. They have had those properties since 1947. The addresses are 4529, 4539, 4549, and 4559. He has had issues with sewage backing up on three of the properties and in the building that he purchased from his father. Mr. Ott showed pictures of the problem and stated he was flooded in 2003, 2007, 2012 and again in June this year. He talked with Mr. Kerr of FTMSA about the manhole cover lifting and was told they were not at fault. There is a dip in the lateral behind his building. He had an engineer calculate the dip which he said was 10 inches deep. Mr. Ott stated that he received a bill today from Mr. Kerr that is charging him for every person in that building. He has several renters there who have main offices elsewhere. Is he doing this on every site in Murrysville? vmp -2- THE MUNICIPALITY OF MURRYSVILLE Regular Voting Meeting – Wednesday, August 6, 2025 Tom Moser, 4301 Bulltown Road: Mr. Moser stated that he has been working with Mr. Ott for around 20 years on these sewage problems. There is an identified problem of a dip that is being filled with sediment causing problems. FTMSA won’t fix it. As a result of the rainstorms in June, Mr. Ott was flooded again with sewage coming up through the sewer line with 4 to 6 inches of water in the basement of the property. The letter Mr. Ott received today means that every property owner in Murrysville who has any type of office on their property could be subject to additional tap-in fees that go back 3 years. That is not a good situation. Mr. Dice stated that he will talk with FTMSA about this. LIAISONS COMMENTS AND COMMITTEE REPORTS: Mr. Stepanovich: Murrysville Parks and Recreation Foundation is going to be meeting after the Concert in the Park noting that they are in favor of the Disc Golf. Medic One will meet on the 3rd Thursday of this month. Mrs. Lingg: Planning Commission meets August 12th. Mr. Diacopoulos: The Pension Committee meeting on Thursday, August 14th. Mr. Dice: FTMSA has a project going on at Logan Ferry and Sardis which will take 3-4 months to complete with stoppages between 8:00 p.m. – 6:00 a.m. WORKSHOP ITEMS ADMINISTRATION: None ENGINEERING: None COMMUNITY DEVELOPMENT: None PUBLIC WORKS AND PARKS: None COUNCIL ACTION ITEMS ADMINISTRATION: 13.A. Renewal of the fiduciary liability insurance coverage with Chubb for the period September 1, 2025 to August 31, 2026 Mrs. Lingg made a motion to renewal of the fiduciary liability insurance coverage with Chubb for the period September 1, 2025 to August 31, 2026. Mr. Diacopoulos seconded. Mr. Nestico stated that the renewal premium is $6,163, which is $327 (5.6%) more than the current premium of $5,836. This is the first premium increase following three consecutive years without an increase. The premium is funded from the pension assets. All those present voted aye. Mr. Stepanovich seconded. Mr. Nestico noted that the Finance Director is putting the packets together and will have them in council mailboxes soon. All those present voted aye. Motion approved. 13.C. Approval of a proposed Disc Golf course at Murrysville Community Park Mr. Stepanovich made a motion to approve a proposed Disc Golf course at Murrysville Community Park. Mrs. Lingg seconded. Mr. Nestico stated that Mr. Dan Flannigan was here at the last meeting and gave a rough proposal of the disc golf course design and the project concept of utilizing currently unused land above the Wetlands area. The question on the agenda this evening is for approval of the course at MCP. If it does receive approval from Council, we would then talk to the Parks and Recreation Foundation who may fund a portion or all of the project. If the Municipality has to share in the cost of the installation, this would be brought back to Council for approval of the amount which was not budgeted in the current year’s budget. Authorize advertisement of DPW-8-25, the MS4 Basin Project Mrs. Lingg made a motion to authorize advertisement of DPW-8-25, the MS4 Basin Project. Mr. Diacopoulos seconded. Mr. Nestico stated that this item and the next item are similar. They are both MS4 projects relating to storm water and are both basin projects with approved budgets of $150,000. All those present voted aye. Motion approved. 15.B. Authorize advertisement of DPW-9-25, the MS4 Retrofit Project Mr. Diacopoulos made a motion to authorize advertisement of DPW-9-25, the MS4 Retrofit Project. Mr. Stepanovich seconded. All those present voted aye.
