Speakers shall be given three (3) minutes to speak. A speaker needing a translator and/or interpreter may be given six (6) minutes to speak. Members of the public wishing to address the Council on non- agenda items may do so pursuant to the same time constraints as agenda items. The Council will not comment on items not on the agenda; however, the Council may refer the item to City Staff for research, resolution, or referral of the matter to the Council as a future agenda item.” Agenda: E. Consideration and/or possible action to approve minutes from March 10, 2025, Regular Council Meeting. F. Oath of Office to re-elect Councilmember Place Two Jimmy Norwood and Councilmember Place Three Dale Vickers. G. Consideration and possible actions on all matters incident and related to the issuance and sale of “City of Nash, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2025”, including the adoption of Ordinance 04-2025 authorizing the issuance of such certificates of obligation.  H. Consideration and/or possible action to approve Resolution R04-2025; A Resolution of the City Council of the City of Nash, Texas, suspending the effective date for ninety days in connection with the application to increase natural gas rates filed by Summit Utilities Arkansas, Inc., on or about March 10, 2025; Requiring reimbursement of Municipal rate case expenses; Authorizing participation in a coalition of similarly situated cities; Authorizing the retention of Special Counsel and Experts; Finding that the meeting complies with the Open Meetings Act; Making other findings and provisions related to the subject; Containing Severability and Superseding Clauses; Containing Legislative Findings; and Declaring an effective date.
