MINUTES BOARD OF MAYOR AND BURGESSES SPECIAL MEETING – February 10, 2009 1. Mayor Mike Bronko called the meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: RESIDENTS: 3 T. K. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the Regular Meeting of January 6, 2009, each member having received copies for review. 4. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the monthly reports of January, each member having received copies for review. 5. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:03 p.m. for discussion on the following: Pending Litigation, Real Estate, Collective Bargaining, and Personnel inviting in Attorney N. Grello, Attorney N. Warren Hess III, Human Resource Director J. Deschesnes and Borough Engineer J. Stewart. Mayor Bronko reconvened the meeting at 7:33p.m. 6. There were no motions emanating from Executive Session.  -2- Minutes- Board of Mayor and Burgesses Meeting Special Meeting - February 10, 2009 7. Mayor’s Monthly Report Renaissance Place is making progress and last Thursday, February 5th. the State DECD held a public hearing on the draft Environmental Impact Evaluation for the project in the Hall of Burgesses at 6:30 p.m. Our MDP consultants are currently working on our Municipal Development Plan and will be ready to submit its draft by the end of this month. The Mayor attended William Gullotta’s Eagle Scout ceremony. He is a fine young man whose family the Mayor has known for many years. He congratulated them on William’s accomplishment of attaining the highest honor in scouting. The Historical Society provided a large crowd with a “piece of history” regarding Peter Paul. The presentation provided interesting facts of the evolution of chocolate in the Borough. Various former Hershey employees were given the opportunity to share some of their memories of working in the Peter Paul Factory. The Mayor thanked the Historical Society for a very fine event. Mayor Bronko and his family attended the presidential inauguration and departure ceremony for President Bush and Mrs. Bush at Andrew’s Air Force Base in Washington. It was an honor to witness such a historical event and his son Seth actually shook President Bush’s hand before he left to get on the presidential plane to return home to Texas. The Mayor attended the second of a series of Waterbury Branch Line planning meetings to discuss the improvements and service upgrades of our rail line to Bridgeport and Stamford. These improvements are important to the success of our Renaissance Place Project which is the reason the Mayor is personally taking part in the process. Currently, we are looking at a new station in Devon for transfers onto the main New Haven line and double tracking up to the Shelton station to create a shuttle service. The remaining run up to Waterbury would include several sidings to allow trains to pass which could increase the service times to 20 minutes between trains. This increase in service is vital to attracting potential business and residents to Renaissance Place. The town held its first Fire and Ice event of this winter season and it was a great time for all who attended. The new location at the recently renovated Salem Court proved to be a success. Thanks to the Park Department and Fire Department for watching over the bon fire. Mayor gave kudos to Al Pistarelli for providing all of the skaters with free hot chocolate.  -3- Minutes- Board of Mayor and Burgesses Meeting -Special Meeting - February 10, 2009 Mayor attended the round table discussion with 30 other mayors and First selectmen at the State Capital which provided our state legislators with concerns and issues about the upcoming state budget. Mayor provided the Burgesses with information from the meeting and will also make it available to residents upon request. The Naugatuck Fire Department held the 3rd. annual Fire Prevention Poster contest and Mayor Bronko congratulated the two 4th & 5th. grade 1st. place winners as well as the 2nd and 3rd place runner-ups. A special presentation was held at the Maple Street Fire house for the winners. The two 1st. place winners are now entered in the state wide contest and the Mayor feels they will fare well in the next level of competition Mayor had the pleasure of attending the Naugatuck Hall of Fame dinner and congratulated the 2009 inductees for their contribution to Naugatuck sports and the great tradition of winners within the Hall of Fame. 8. Mayor Bronko presented Municipal Service Awards to the following employees who have worked for the town 25 years and over. Mayor appointed Louise Morgan, 71 Osborn Road 5J, Naugatuck, CT 06770, as a member of the Naugatuck Housing Authority, filling the vacancy of Mario Schiaroli, term to expire October 1, 2010. 12. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Fragoso that the Board of Mayor and Burgesses approve the reappointment of Robert Villano, 39 Oak Street, Naugatuck,  -4- Minutes- Board of Mayor and Burgesses Meeting - Special Meeting - February 10, 2009 CT 06770 to the Water Pollution Control Authority, term to expire February 1, 2012. 13. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Fragoso that the Board of Mayor and Burgesses approve the reappointment of Steven Cote, 195 Graham Ridge Road, Naugatuck, CT 06770 to the Water Pollution Control Authority, term to expire February 1, 2014. 14. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Mary Ann Reilly, 170 Meadow Street, Naugatuck, CT 06770 as a member of the Human Resource Development Board, term to expire October 1, 2011. 15. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the reappointment of Steven Rosenblatt, 1 Elaine Court, Naugatuck, CT 06770 as a member of the Human Resource Development Board, term to expire October 1, 2010. 16. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Franklin Johnson, 51 Little River Drive, Naugatuck, CT 06770 as a member of the Human Resource Development Board, term to expire October 1, 2010. The following presentation will be held at a future date. 17. Presentation by Borough Engineer Jim Stewart and Mayoral Aide Al Pistarelli regarding Pocket Communications to install cell phone antennas on existing water tank towers located on Conrad Street. 18. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses adopt the following resolution: BE IT RESOLVED THAT: Mayor Mike Bronko is hereby authorized to execute and file applications and agreements on behalf of the Borough of Naugatuck with the Connecticut Innovations, Inc. a body politic and corporate, constituting a public and political subdivision of the State of Connecticut under Section 32-35 of the Connecticut State Statutes acting solely as the administrator of the Connecticut Clean Energy Fund  -5- Minutes- Board of Mayor and Burgesses Meeting Special Meeting - February 10, 2009 AND TO EXECUTE on behalf of the Borough of Naugatuck all the applications, instruments and documents and accept payments and do all other things that may be necessary for the Photovoltaic Project at Naugatuck High School, 543 Rubber Avenue, Naugatuck, CT 06770 ROLL CALL VOTE: FOR: OPPOSED: ABSTAIN: Mayor M. Public Comment-None 23. Burgess Comments/Sub-Committee Reports -Burgess Hoff – inquired about letter she sent to the Mayor to go to the State regarding binding arbitration. She believes this should come from the Mayor and Burgesses especially with the Teacher’s Contract going to Binding Arbitration. The Mayor will restructure the letter, give it to the burgesses for review and send it to the State. There should be a replacement appointed to the Greater Waterbury Transit District since one of our commissioners has resigned and the other commissioner has not been able to attend meetings because of an illness. Fees were raised at their last meeting and we had no representation. Burgess Hoff attended the EIE meeting. She found it to be very detailed and very well thought out. She inquired when the Saunders Trust Committee was going to meet. On February 19th the YMCA will be having a fund raiser at the Elks. It will be $25.00 per person. This will help raise funds for the benefit of the YMCA. -Burgess Neth represented the Borough Board at the Arbitration Meeting for the BOE Teacher’s Contract. He listened to both sides make their presentations. He hopes the arbitrators can see our side and that we are in some very tough times. -Burgess Kogut queried about the status of the High School Solar Roof and if the switch had been turned on. He also asked Mayor Bronko about the town’s  -17- Minutes- Board of Mayor and Burgesses Meeting Special Meeting - February 10, 2009 Pension Fund and if we could get a report on this for the next meeting from our controller. -Burgess Woodfield thanked everyone for their prayers and support during his difficult time with his wife’s illness. -Deputy Mayor Rossi - I want to congratulate Mr. Johnson on being honored by the State Legion. I can think of no one more deserving! NAUGATUCK TRIAD The TRIAD meeting took place on Wednesday, February 4th. We have two new business partner members. Mr. Voetz, the new security officer for NSB and Ms Youle from CT Community Cares. We welcome them aboard! We have a Shred It Program scheduled for this Spring and we will be promoting that in the coming months. In addition we will be discussing with Lt Harrison a used cell phone program. We are also working on another pocketbook program. We did one almost two years ago at the Stop and Shop and we are hoping to run another one at the Naugatuck Big Y. She will have more information in the months ahead. VNA The VNA took place for the first time in the new VNA building on January 26th. The VNA is fully staffed and the revenue as of January 2009 is at $90,055.74. This amount is $30,778.56 under last year’s levels. Despite the amount being lower than last year. With this pace, the projected amount should be realized within the fiscal year. The VNA’s accountant was in for the 5 month report and is currently exploring a possible rate increase. This will not impact Title 19 and Medicare payments but it will bring the VNA in line with other servicers. The plumbing problem at the VNA resulted from silt in the pipes in the road and the VNA temporarily had a portable toilet in order to allow it to remain open. Anne Butler commended the work that was done to resolve the problem in a very fast manner. The VNA purchased three cell phones for use by the on call nurse Monday through Friday, the weekend nurse and the holiday coverage nurse. Both Anne Butler and Terry Stiber are using their own cell phones. The beepers were ineffective and problems were experienced with reception – the VNA building is in a dead zone. The contract was made with Verizon which is the same company used by the Naugatuck Police Department. The contract was on the Borough discount plan. I want to commend not only the VNA but the HRD and Naugatuck Youth and Family Services for all of their hard work to coordinate all of the holiday baskets that went out to Naugatuck families over the holidays. Anne Butler spoke highly of Kelly’s coordination efforts from the VNA Office. The VNA was sad to learn of the death of Frances Moss RN. Frances had been the former supervisor and Director of the VNA for many years. I want to send my condolences to Frances’s family on their loss.  -18- Minutes- Board of Mayor and Burgesses Meeting Special Meeting - February 10, 2009 The Next VNA meeting will take place on March 23, 2009 9AM at the VNA building. NAUGATUCK SCHOOL READINESS COMMITTEE Deputy Mayor attended the School Readiness meeting this. The Program had the opportunity to do their hearing testing with new equipment that was borrowed from New Opportunities. This equipment operates on vibration and is small, less intrusive and intimidating to the children. The group is hoping to secure a grant to get their own equipment which costs approximately $4,000.00. Meg McCreedy who works with the Foster Grandparent Program has a foster grandparent to work with our children and is looking for a local foster grandparent as well. Rene Vitali a Social Worker with St Mary’s Collaborative is working with Naugatuck children who have special medical needs. There is a parent meeting tomorrow and Jane Lobdell from Naugatuck Youth and Family Services will be presenting a program on Healthy Family Relationships. The children continue to learn about letters through cooking lessons with healthy snacks to coordinate with the letter of the week. Snow days have taken their toll yet the group is having a good week with our good weather and getting back on track. Lastly the meeting went late with talk of the disconnect with the transition from Pre k to Kindergarten and then on to first grade. Jane Lobdell and I spoke of the great partnership with the Social Services Network. The Discovery group has been trying to create this unity but it has been a slow project. A statistical fact was shared with the group: prison beds in Connecticut are determined by how many 3rd graders are reading below level. This reflects the importance of Early Education! The next meeting will be April 14th 4:00 PM at the BOE building. SENIOR CENTER Elderly Commission Attended the Elderly Commission Monday January 26th. The only remarkable item to report is the loss of Louise Morgan as an Elderly Commissioner. Issue with her being Commissioner on Housing and Elderly. Members are older – difficult to get active members and attendees. Louise is an asset for both boards and it is a shame to lose her on one of these boards and the Elderly Commission was very disappointed to lose her. Carriage House Board of Directors: Attended meeting on Monday January 12th and January 27th. The Board is still in the process of choosing a bank for the Carriage House Account. I anticipate a special meeting being called but I am not sure when. Still no new policies released.  -19- Minutes- Board of Mayor and Burgesses Meeting Special Meeting - February 10, 2009 Hall of Fame She attended the Naugatuck Hall of Fame Dinner on Saturday night. It was a great event and Deputy Mayor congratulated all of the recipients this year: Bob Sagendorf, Patricia Dietelbaum Bethin, Robert Sullivan, JR; Bob Summa and Tom Burns. Congratulations to our Municipal Employees who have shown incredible dedication for the years of service. Thank you for your service. Constituent Call Deputy Mayor received a call from Debra Miller, a woman who lives on Celentano Drive. She has been experiencing a problem with her neighbors’ dogs defecating on her property. This has become a problem for her over the past three years. She told her she would bring it to this board and to the Mayor but did recommend for her to present this situation to the Police Commission regarding this problem. Citation Hearing Officers Lastly I was wondering if we could get a report at the next Borough Board of the Citation Hearing Officers. I was concerned over the recent story in the paper regarding residents that had fines levied against them. She checked with one of the hearing officers and they have not met since July of 2007. She is concerned over what is happening. Have we had no issues in two years? It would be helpful to have a review of that especially due to the fact that the fines are a revenue stream for us as well. She would like to know if we are functioning the way we should to maximum efficiency and would appreciate a report at next Borough Board Meeting. -Burgess Burns congratulated Mr. Johnson for his award from the State American Legion. He gave kudos to Burgess Neth for answering questions from the arbitrators for BOE. This is not an easy task. He congratulated all of the inductees into the Hall of Fame. The attendance was great and a good time had by all. The committee did an excellent job. He has received many phone calls from taxpayers complaining about the sand used by the Street Department this year -Burgess Fragoso – The Burgesses have been very busy with the budget hearings and this is not an easy task. We can identify with those people who are having a difficult time and many are and it is not easy to tell department heads that they have to deal with less. We are trying to do our best to lighten the burden for everyone. She attended a Board of Education Finance meeting along with Finance Board member Diane Scinto. They went to a workshop to listen how they put their budget together and to understand their process to bring back to the Board. There are agencies in town that are going to feel the pinch and one of them is our library. We hope some of these agencies can raise funds to help supplement what the Borough gives them. We have to address sidewalks not being shoveled within 24 hours after the storm. We also have to enforce the  -20- Minutes- Board of Mayor and Burgesses Meeting Special Meeting - February 10, 2009 Parking Ban during these winter months. Burgess Fragoso believes that Naugatuck has to be pro-active and get together with other communities and try to regionalize anything and everything that we can, the Dog Pound being one area. The State of Connecticut is having a sale on equipment so if we are looking for any items in our capital budget, maybe the town should look into this. Asked what the situation was with the pool in the front yard. She congratulated all of the recipients with 25 years or more service. It’s not easy dealing with the public on a day to day basis. Naugatuck is lucky to have such dedicated great employees as you all are. -Burgess Scully congratulated Frank Johnson on his State award. He is more than deserving. Questioned the Mayor on the Little League Parking Lot and if we heard from Matthews. He attended the Hall of Fame Dinner and gave kudos to the five recipients. He had a great time at the High School attending the swim fest between the Borough and the Board of Education. He gave his sympathy to the Jordan family. Jim Jordan, chairman of the Planning Commission, lost his father this past week-end. -Burgess Campbell congratulated all of the recipients who received awards tonight for all of their dedication to the Borough working 25 years and over. 24.
