VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of February, each member having received copies for review. 5. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the Memorandum of Agreement with the Naugatuck Supervisors, Chapter 90, C.S.E.A., Inc./SEIU, AFL-CIO, Local 760 and the Memorandum of Agreement with S.E.I.U., Local 2001/760 C.S.E.A. 8. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the Memorandum of Agreements with Human Resource Director Jeannette Deschesnes, Senior Center Director Harvey Frydman, Police Chief Christopher Edson, and Deputy Fire Chief Kenneth Hanks. 9. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses recess to Retirement Board at 7:41 p.m. Mayor Bronko will reconvene the meeting at 7:46 p.m. 10. Mayor’s Monthly Report Mayor Bronko announced that the United Way will be honoring our Human Resource Director Jeannette Deschesnes and her assistant Marco Gaspar for all of their efforts in raising the most municipal contributions in last years pledge drive. He offered his congratulations to both of them for the great work they have done for our community. The Town vs the Board of Education swim meet brought many spectators to the high school pool to watch a very interesting competition. The evening was capped off by a cannon ball competition won by the Strongest Man in the World, one of Naugatuck’s finest, Officer Derrick Poundstone. The event raised $400. for the swim teams. Mayor met with DOT officials to discuss plans for the Route 68 bridge replacement. The construction schedule is set for early 2011. We are looking at ways to improve the intersection at Bridge Street and Prospect Street. He reported that the Police Commission is considering the use of tasers by Borough officers. The new equipment is estimated to cost $30,000 and would be purchased through the Federal Asset Forfeiture Fund Program Our newly appointed Saunders Trust Advisory Committee will meet with the CT Community Foundation this month to discuss plans for granting $66,000. to  -3- Minutes- Board of Mayor and Burgesses -Regular Meeting – March 3, 2009 agencies helping Naugatuck’s sick and infirmed. The grants are expected to be awarded this Fall. Mayor congratulated newly elected State Representative Rosa Rebimbas Linares. Rosa and Kevin McSherry ran respectful campaigns and worked very hard for this election. Mayor is looking forward to working with Rosa in her new position and is sure she will do a fine job representing Naugatuck in Hartford. 11. Public Comment Three residents spoke on the following topics: billing for repetitive alarms going off in homes, Oak Street sidewalk needs repair, drainage and ice problems at Gunntown entrance, concerns about new development off Route 68. 12. Mayor Bronko presented the Girl Scouts a proclamation designating the week of Sunday, March 8, 2009 through Saturday, March 14, 2009 as Girl Scout Week. The Girl Scouts received a standing ovation. 13. Mayor reappointed Sally Schilke, Conrad Street- Apt. 24D, Naugatuck, CT 06770, to the Greater Waterbury Transit District, term to expire December 1, 2011. 14. Presentation by Naugatuck Social Service Network Sandy Porteus gave an update of the Network citing their history, goals, tasks and mission statement. They have created a Task Force concentrating on three basic needs areas: food, energy assistance and a diaper bank. Their organization continues to meet monthly. They provided the burgesses with a copy of the Social Service Providers and their phone numbers. 15. Human Resource Director Jeannette Deschesnes gave a comprehensive report for the month of February. She thanked the Employees Activities Committee for all of their hard work in planning many fun events. 16. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the amended Personnel Policy Manual for Non-Union Employees. 17. Motion by Deputy Mayor Rossi and seconded by Burgess Campbell that the Board of Mayor and Burgesses approve the bid for “Contract No.09-01; Naugatuck Downtown Revitalization Site Cleanup Project: Parcel C-South Soil and Groundwater Remediation.” to Manafort Brothers, 414 New Britain Avenue, Plainville, CT 06062, in the amount of $1,389,975.00. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Fragoso to add to the agenda discussion on snow removal on sidewalks.  -9- Minutes- Board of Mayor and Burgesses -Regular Meeting – March 3, 2009 Mayoral Aide Al Pistarelli reported that we have received complaints from citizens about the new sidewalks on City Hill Street not been shoveled and kids have to walk in the street on their way to City Hill School. The owners of the properties have been given notices to have their sidewalks cleared of snow. Two options were discussed on how to solve this problem. They can be issued a state fine in the amount of $53.00 and if not paid you would have to appear in court; or the town would shovel the walks and the owners would then be billed a certain amount, not yet established. 22. Burgess Comments/Sub-Committee Reports -Burgess Hoff inquired about the letter to be sent to Governor Rell regarding Binding Arbitration. She announced that the United Way Dinner honoring Caren Bouchard of the Naugatuck Savings Bank will be held this Thursday at Leary’s Crystal Room. There will also be special recognition bestowed upon our own Human Resource Director Jeannette Deschesnes and Marco Gaspar for all of their work in helping them reach their goal. Color of Thunder, the Naugatuck High School Percussion and Winter Guard competition will take place March 14th. -Burgess Neth expressed to the Board his concerns about a couple of projects the town is going to have to address soon, that being new roofs for Central Avenue School and Andrew Avenue School. He is upset because Connecticut Clean Energy Fund will not fund any more projects in Naugatuck. They will not fund anything over 200 kilowatts because it is the maximum and Naugatuck is at 384 kilowatts. Any solar project Naugatuck has in the future, the Clean Energy Fund will not reimburse. The state has been preaching to towns to go green and now they are being ridiculous not allowing us to continue to look forward to being green. The town could move forward on these two projects by getting estimates and projected costs. In order to do the project we have to go to referendum for a vote and because of the economic time right now, chances of this happening are very slim. We would have to look at what is beneficial to the town and the buildings. The roofs are in bad shape and shame on us if we do nothing. Right now the State reimbursement rate is at 75%. We would analyze these facilities and if we find it is not economically feasible to do solar, you don’t go in that direction. He has some concern that the Grant used for the tasers in the Police Department will include also the training. Burgess Kogut congratulated Rosa Rebimbas on being elected for State Representative and gave kudos to both her and Kevin McSheery for running such a positive and high-level campaign. They stayed with the issues. He asked if there was an update on the Town’s Pension Fund. -Deputy Mayor Rossi - I want to congratulate our New State Representative – Rosa C. Rebimbas. She wishes her much luck and looks forward to working with her. I want to congratulate both Rosa and Kevin McSherry for running an issues oriented campaign. They both did a great job.  -10- Minutes- Board of Mayor and Burgesses -Regular Meeting – March 3, 2009 It has been so wonderful to witness the level of interest in the Mayoral Election and to see that people are so engaged and interested. We had an enormous crowd show up for the first debate and she wanted to thank Burgess Fragoso for acting quickly and securing the Portuguese Club as a secondary location after the Fire Chief closed down the first debate due to overcrowding. She wanted to take this moment to recognize the efforts of Sgt. Brian Newman and Officers Jim Cegielski and Chip Schofield for their hard work on the recent graffiti case. We have had local businesses loose money due to this problem and it has done significant damage to our image here in Naugatuck and the efforts of these Police Officers as well as Lt Bob Allen for nominating them is much appreciated and I want to thank them for the hours put into this case. NAUGATUCK TRIAD The next TRIAD meeting will take place on Wednesday, March 4th. We have a Shred It Program scheduled for Thursday, April 30th from 9:00 Am to 11:00 AM at the Naugatuck Senior Center. This is an event open to everyone in the community. This event is to help aid the community to get rid of personal information and protect against identity theft. I urge everyone to take advantage of this program. VNA The next VNA meeting will take place March 23rd at the VNA building on Rubber Avenue NAUGATUCK SCHOOL READINESS COMMITTEE The next meeting will be April 14th 4:00 PM at the BOE building. SENIOR CENTER Elderly Commission I Attended the Elderly Commission Monday February 23rd . The Yearly fundraiser for the Senior Center – the Corned Beef and Cabbage Dinner will take place on March 5th. The cost is $8 per person and I want to encourage everyone to come out. It is the best corned beef you will ever have and it is benefitting the Senior Center. A Free Health Screening is coming up on Wednesday April 15th from 9AM to 12:00 PM at the Senior Center and will include Fall risk, Podiatry – nail clipping, Dental, Lung Capacity (Breathing Test) and Bone Density. This is a wonderful program and has been very well attended. Please register early as several of the testings have limited space available. Carriage House Board of Directors: No meetings have taken place this past month.  Lastly I want to congratulate the Girl Scouts. As former Girl Scout and mother of a Girl Scout, I know what a fantastic organization this is for girls to learn about good citizenry and giving back to their communities. -11- Minutes- Board of Mayor and Burgesses -Regular Meeting – March 3, 2009 I also want to congratulate Jeannette Deschesnes and Marco Gaspar for their upcoming recognition by the United Way for their outstanding efforts in this years campaign. -Burgess Burns welcomed backed Jeannette Deschesnes. He gave kudos to Burgess Neth for all of his work on the Solar Roof at the High School. Wants to know which attorney is representing the town with regards to the Peter J. Foley Parking Lot and how long has this been going on. He congratulated Rosa and Kevin for a great campaign. He attended both Mayoral Debates and thought the first one was a disgrace. He thought it was horrendous with the republican candidates. There is no reason for this kind of debate. The second debate was much better. It was just the opposite. The moderator should have more control in these debates to keep them civilized. -Burgess Fragoso complimented Jeannette and Marco for doing such a great job with the employees for the United Way and also thanked them for all of the projects that have been done with the employees. It makes for great morale. She reported that the Arts Commission is sponsoring a concert by the United States Air Force Band in March. She thanked Mayor Bronko for the list of cars used by employees she had asked for. Burgess Fragoso reported that there may be a presentation to the Board by Youth Services in the near future regarding charges and fees. Regarding the NECD report, it would be a lot clearer if they would just mention their active projects and not the old projects. She congratulated the Girl Scouts and their leaders for their ongoing outstanding service to the community. -Burgess Scully had calls complaining about the sand used by the Street Department this year having too much mud and rocks. The roads in the Industrial Park should be cleaned better especially near Coca- Cola. Driving down Rado Drive today was like driving over a washboard. He questioned the status of the Uniroyal property. He congratulated Rosa Rebimbas and Kevin McSherry for running a great campaign and knows Rosa will do a fine job in Hartford for Naugatuck. 23.
