MINUTES BOARD OF MAYOR AND BURGESSES REGULAR MEETING – May 5, 2009 1 Mayor Mike Bronko called the meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: RESIDENTS: 8 T. K. Rossi, R. Burns, M. Fragoso, H. Kuczenski. P. Scully, A. Campbell, R. Woodfield and R. Neth. M. Ciacciarella was sworn-in by Attorney Kevin McSherry. 3. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the minutes of the regular meeting of April 7, 2009, and the special meetings of April 1, 2009 and April 2, 2009 each member having received copies for review. 4. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of April, each member having received copies for review. 5. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth to recess to Executive Session at 6:02 p.m. for discussion on the following: Cell Tower Contract inviting in Attorney N. Warren Hess III.  -2- Minutes- Board of Mayor and Burgesses – May 5, 2009 - Regular Meeting Deputy Mayor Rossi stated the sub-committee for Jesse Camilles feels that given the fact that we have two new burgesses and they have not had the opportunity to review the extensive package of information that was handed out last month in Executive Session and out of respect to the new Mayor, the committee feels they should not go into Executive Session at this meeting, but rather have the packages given to the new mayor and burgesses so they can review everything before any further options are discussed regarding this matter. Mayor Bronko reconvened the meeting at 7:00 p.m. 6. There were no motions emanating from Executive Session. 7. Mayor’s Monthly Report Mayor Bronko congratulated the incumbent burgesses and the two new burgesses on their election. He knows they will all do a fine job for the Boro. The Mayor thanks all of the incumbents that he has worked with for the great job they have done the past two years and knows the newly elected burgesses will do the same in the future. The Mayor congratulated Mayor Elect Bob Mezzo on his win and for running a fine campaign. He is a very capable gentleman and will do a great job for our town. Mayor thanked the residents of Naugatuck for giving him the opportunity to serve as Mayor for the past two years. It was a great experience and he enjoyed working with all of the burgesses, commissions and residents. The Mayor said “Thank you for allowing me to be your servant.” 8. Public Comment - None 9. Human Resource Yearly Report - Director Jeannette Deschesnes. Jeannette congratulated all of the burgesses. At the last meeting she handed out the Yearly Report but now that we have some new people on the board. She will give them the report to review. If you have any questions you can e-mail them to her and she will come prepared to the next meeting with the answers. One of the important points of the report is the strategic initiatives for the coming year. It has been her privilege to have worked with this Mayor who has been very supportive and her friend. She thanked him for giving her this honor. 10. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Matthew R. Katra, (R) 84 Walnut Street, Naugatuck, CT 06770 as a regular member of the Finance Board filling the unexpired term of Rosa Rebimbas –Linares, term to expire June 1, 2010.  -3- Minutes- Board of Mayor and Burgesses – May 5, 2009 Regular Meeting 11. Mayor appointed Christopher Ford, ( R) 85 Joseph Road, Naugatuck, CT 06770, as an alternate on the Police Commission, filling the vacancy of Yvette Ciarcia, term to expire October 2013. 12. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burrgess Scully to add to the agenda a Mayor’s appointment to the Fire commission. 13. Mayor Bronko appointed Susan Thorton-Ruggeri, 35 Woodruff Road, Naugatuck, CT 06770 as a regular member to the Fire Commission, filling the expired term, of Joseph Rotella, term to expire May 1, 2014. 14. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses abate the taxes on a mobile home located at #6 Idleview Park, Shadduck Road, Naugatuck, CT 06770, Account #CO112603, Bill 2006- 03-0041711, Bill 2007-03-0046730, Bill 2007-03-#0077100 in the amount of $1,087.96 as recommended by Tax Collector James Goggin. 15. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid for “VNA Server-Information Technology” to NSI, 102 Great Hill Road, Naugatuck, CT 06770 in the amount of $13,357.23,as recommended by Jim Kallipolites, Information Technology Director. 16. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses reappoint UHY, LLP, Maritime Center, 555 Long Wharf Drive, New Haven, CT 06511 as Borough Auditors for the Fiscal Year ending 6/30/09. This appointment is for one year only, recommended by Chairman of the Audit Committee Robert Neth. 17. Public Comment Two residents spoke on the following issues: cost of winter overtime, balance of contingency fund. 21. Burgess Comments/Sub-Committee Reports -Burgess Campbell congratulated the two new burgesses as well as the incumbents. It was a pleasure to work with a real gentleman for the past two years and wishes him well in the future. -Burgess Scully congratulated everyone on their victories. He enjoyed working with Mayor Bronko. He will be missed. He thanked all the citizens who came out and voted but wished there could have been more. -Burgess Fragoso – The Arts Commissionhjad a Poetry Jam at Rachel’s Coffee House which was open to everyone. They would love people to bring down their poetry and read. Musicians are wanted for the Arts Commission’s new recital series to be held at the library on Wednesdays, the starting date to be announced. All of the Arts commission’s upcoming events are on their website NaugatuckArts.org. Mindy thanked Lisa Levesque in the Mayor’s Office for a great job done. She thanked Al Pistarelli, Mayor’s Aide for all of his help, his expertise and how he handled the public always being a fine gentleman. Burgess Fragoso thanked Mayor Bronko for always conducting himself in a manner she was always proud of. He was a perfect gentleman and served Naugatuck well. She also felt with the size of Naugatuck, more people should have come out to vote. -Burgess Burns congratulated the new burgesses on their victory and know they will do a fine job for Naugatuck. He wished the Mayor the very best in his new endeavors and thanked him for doing a great job for the past two years and did Naugatuck proud. -Deputy Mayor Rossi - I would like to congratulate all of the Burgesses on their win and I look forward to working with you over the next two years. I also congratulate Mayor Elect Bob Mezzo. I also look forward to working with him and for achieving great things for the Borough. Burgess Rossi is sad to see the Mayor leave and thanked him for his service to the town. I want to let Lisa Levesque and Al know how much I appreciate their work and that I will miss working with them. It is a changing of the guards and I am so sorry to see them leaving and I wish them well. Mayor, I thank you for your service to the Borough and I wish you much luck and success with your future endeavors.  -10- Minutes- Board of Mayor and Burgesses – May 5, 2009 Regular Meeting NAUGATUCK BUSINESS MERCHANTS ASSOCIATION The Association is holding their meeting this evening. April 8th the After Hours event took place and was well attended and was a great mixer for local businesses. NAUGATUCK TRIAD The next TRIAD meeting will take place tomorrow May 6, 2009 at 10:00 AM at the Naugatuck PD. The TRIAD Shred It Program took place on Thursday, April 30th from 9:00 Am to 11:00 AM at the Naugatuck Senior Center. This was an event open to the entire community and we had a great showing by many. We also signed people up for the Yellow Dot Program. We are also working on being present at the Duck Race and the Summer Concert Series. VNA The next VNA meeting will take place this month. NAUGATUCK SCHOOL READINESS COMMITTEE The Committee met April 14th. Nothing remarkable. The program continues to flourish. SENIOR CENTER Elderly Commission I Attended the Elderly Commission Monday April 27th. Nothing remarkable to report Carriage House Board of Directors: I attended the monthly meeting this morning. The Committee handled some requests this morning and is settling in well to a routine. I attended both the Peter J. Foley and Union City Little League Opening Days. I congratulate each League on all of their efforts and commend all of the volunteers, coaches and parents for all their time. I attended the Vets Who Care dinner on April 19th and want to commend that organization for their incredible efforts in all they do to assist vets in need.  -11- Minutes- Board of Mayor and Burgesses – May 5, 2009 Regular Meeting I attended the Bob Veillette Pasta dinner, the Relay for Life Pasta Dinner as well as the Pasta Dinner for the Curtis Family. It is wonderful to see our community continue to come out for such great causes. I attended two Public Hearings on April 22nd. The first was for the Transfer Station. I was disappointed that no one showed up and I think the Borough Engineer Jim Stewart as well as Recycling coordinator Shelia Baummer for putting together the presentation which is required every few years for the permitting for the transfer station. The second Public Hearing was for the Bridge replacement for Route 68. The Bridge project will begin in spring of 2011. Only 2 people from the public attended that live in the area. The State is working with the town and officials to ensure it runs as smoothly as possible. April 25th. I attended the Grand Opening of the Road Runners Drive Thru Convenience store and I congratulate this new business Owner and wish him well and much success. I also want to thank State Representative Rosa Rebimbas for coordinating the Earth Day Clean up along Rubber Avenue Many showed up for the event and it was a fun event on a hot day with great results. -Burgess Woodfield congratulated all of the burgesses on their victories and the two new burgesses. He was sad to see Henry Kogut and Dorothy Hoff go off the board and thanked both of them. They served our town well and their experience will be missed. He wished them well in the future and hopes they come and visit. -Burgess Neth congratulated everyone on the election. He stated it has been an honor to serve with Mayor Bronko who is a good person and for someone who didn’t have experience in politics he certainly did a great job. Bob hopes Mayor Elect Mezzo has Al Pistarelli in his sight because he is tremendous and a valuable asset to our town. Now that John Petuch has put in his resignation from the Board of Education Burgess Neth felt that a job of this stature, Mr. Petuch should have been escorted out of the building. We all know that we have some serious issues at the Board of Education. Our controller already has experience at the Board of Education, once serving as Business Manager. That being said I believe our controller should oversee both operations being the town and the Board of Education budgets. This is common sense and the Board of Education should consider this option. There would be a huge savings if this could happen. We just had some vandalism problems at Hop Brook, and I think we should start thinking of investigating the security cameras again.  -12- Minutes- Board of Mayor and Burgesses – May 5, 2009 Regular Meeting -M. Ciacciarella congratulated everyone. He thanked the citizens of Naugatuck for coming out to vote. He is looking forward to working with the burgesses and the Mayor Elect. He is going to have to get use to sitting in a new spot as he sat as Chairman of the Zoning commission for seven years. -H. Kuczenski thanked everyone for their vote. He congratulated all of the burgesses and looks forward to working with this Board. Some of the projects he is interested in is Union City, the tax break for senior citizens, parking fees for students at the High School. It was a pleasure knowing Mayor Bronko and wishes him well in the future. 22. VOTED: Unanimously on motion by P.
