The following motion emanated from Executive Session. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Campbell that the Board of Mayor and Burgesses authorize Mayor Bronko to enter into an Agreement and to sign the Memorandum of Agreement between the Borough of Naugatuck and the United Public Service Employees Union, Local 424-Unit 15. 7. Mayor’s Monthly Report The Senior Center held its annual corned beef dinner with our Tax Collector Jim Goggin doing a fine job once again cooking 300 pounds of beef. Congratulations to Mr. Clarence Lennon for being honored as our Irish Mayor of the Day. Naugatuck Schools participated in the Read Across America campaign and the Mayor was pleased to be able to read to different classes at Salem and Maple Hill Elementary schools. It was extremely satisfying to join teachers in getting the message out to our children of the importance and fun of reading. The Republican and Democratic mayoral primaries took place and Mayor thanked the voters who came out to give him the Republican endorsement. He also congratulated Bob Mezzo on winning the Democratic primary. The Mayor encouraged everyone to vote in the regular election on May 4th. The Naugatuck High School Band held its annual indoor color guard and percussion competition and he thanked them for the invitation to give out the trophies to the winners. Mayor met with Congresswoman Rosa DeLauro to discuss the stimulus funds coming from the American Reinvestment Act. Naugatuck is slated to receive stimulus funding for various projects but the bills are still on the floor for discussion and we are not sure of the timing of the funds disbursements. Once again Mayor Bronko participated in this year’s Mayors for Meals program. Mayor helped deliver meals to Naugatuck residents who participate in this program and he was thankful for the opportunity to meet and speak to them about this much needed service.  -3- Minutes-Board of Mayor and Burgesses Regular Meeting –April 7, 2009 The Exchange Club held its annual Community Champions dinner and the Mayor congratulated this year’s honorees: Policeman of the Year, Carmine Fidanza; Citizen of the Year, Robert Froelick; Co-Teachers of the Year, Kathy Schacht and Nancy LaGrave; Firefighter of the Year, Todd Gallino. Mayor Bronko had a great time coaching the faculty in the annual Student vs. Faculty basketball game. The game was close but with a last second shot by High School Principal Fran Serratore, the faculty came out victorious and once again has bragging rights for another year. Naugatuck’s school music department put on a wonderful show in this year’s Borough Music Festival. Students from grades 4 through 12 demonstrated their singing talent and ended with all four hundred students coming together to sing the finale. It was truly excellent. A kick off meeting was held for the Senior Home Work Project. Last year 40 senior residents were helped with home maintenance and repair. The project will be expanded this year to help more seniors and save them more money. Applications can be found on the Borough website or in the Mayor’s office. Mayor Bronko was very happy to report that this year a budget was adopted with no tax increase. Mayor thanked the Finance Board and Burgesses for working together to accomplish this goal for our residents in the time of national economic turmoil. It will take time for stimulus funds to be distributed to create jobs and because of this residents are facing problems they may have never experienced before so the Mayor is launching a Mayor’s Community Initiative to help residents during this time called the Resident Economic Resource Initiative. The Mayor’s Office will team up with the Naugatuck Social Service Network and the Whittemore Library to provide resource information to residents who are having trouble with home foreclosure, bill collectors, job seeking, resume writing and other economy related issues. The library will provide space as well as materials to be used for this initiative that will be available to the public Friday, April 17th. 8. Public Comment Six residents spoke on the following issues: Need for sports fields, Gunntown property (support and opposition), kudos to Mayor for a zero budget. 9. Monthly Update by Human Resource Director Jeannette Deschesnes. Human Resource Director Jeannette Deschesnes provided the Board with her Human Resource Annual Report, April 2008 through March 31, 2009 and asked  -4- Minutes-Board of Mayor and Burgesses - Regular Meeting –April 7, 2009 the Burgesses to please take the time to digest and review this report. She wants to make sure that everyone is on the same page in terms of where we are going with our Human Resource Management functions and the progress that we have made and the future strategic directions. In her report page 11 shows the examples of strategic initiatives for the next two years. She asked if there was any feedback, they could e-mail her. April is her one year anniversary. 10. Motion by Deputy Mayor Rossi and seconded by Burgess Campbell that the Board of Mayor and Burgesses approve the appointment of Christopher J. Ford, 85 Joseph Road, Naugatuck, CT 06770 as a regular member of the Finance Board filling the unexpired term of Rosa-Rebimbas-Linares, term to expire June 1, 2010. After much discussion from the Burgesses, this motion was withdrawn. 11. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Campbell that the Board of Mayor and Burgesses approve the reappointment of Robert E. Stauffer, 53 Coventry Lane, Naugatuck, CT 06770 as a regular member of the Board of Assessment Appeals, term to expire 1/6/2012. 12. Mayor appointed Charles Marenghi, 241 City Hill Street, Naugatuck, CT 06770 as a member of the Arts Commission, term to expire 4/1/2010. 13. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses in conjunction with the Naugatuck Day Care Center and the National Association for the Education of Young Children designate the week of April 19-April 25, 2009, as Week of the Young Child. 14. Presentation by Margie Paul-Gaston regarding an appeal for assessed alarm violation fees. After much discussion by the Burgesses and information from Chief Edson, the following motion was made: VOTED: Unanimously on motion by Burgess Campbell and seconded by Deputy Mayor Rossi that the Board of Mayor and Burgesses send back to the Alarm’s Fine Committee the appeal decision of Margie-Paul Gaston and have it reopened for consideration. 15. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid for “Handguns-Naugatuck Police Department” to Interstate  -5- Minutes-Board of Mayor and Burgesses Regular Meeting –April 7, 2009 Arms Corporation,6G Dunham Road, Billerica, MA 01821, in the amount of $28,340.62, as recommended by Police Chief Christopher Edson. 16. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Campbell that the Board of Mayor and Burgesses approve the Natural Hazard Pre-Disaster Mitigation Plan for the Borough of Naugatuck, as recommended by the Naugatuck Emergency Management Advisory Committee. 17. Chobian, 117 Thunderbird Drive, Naugatuck, CT 06770 in the amount of $4,310.02 as recommended by Tax Collector James Goggin. 19. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid for “Renovations at the Davis Auditorium at the Naugatuck High School –Installation of a Wheelchair Lift” to A.  -6- Minutes-Board of Mayor and Burgesses Regular Meeting –April 7, 2009 Secondino & Son Inc., P.O. Box 622, Branford, CT 06405 in the amount of $42,000. as recommended by David O. Prendergast. 20. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses adopt the following resolution: WHEREAS, pursuant to Chapter 127c and Part VI of Chapter 130 of Connecticut General Statutes, the Connecticut Department of Economic and Community Development is authorized to extend financial assistance for economic development projects; and WHEREAS it is desirable and in the public interest that the Borough of Naugatuck make an application to the State for $300,000. , in order to undertake the Town –Wide Housing Rehabilitation Revolving Loan Program and to execute an Assistance Agreement. NOW, THEREFORE, BE IT RESOLVED BY THE Borough of Naugatuck 1. That it is cognizant of the conditions and prerequisites for the state financial assistance imposed by chapter 127c and Part VI of Chapter 130; of Connecticut General Statutes; 2. That the filing of an application for State financial assistance by the Borough of Naugatuck in an amount not to exceed $300,000 is hereby approved and that Mayor Michael Bronko is directed to execute and file such application including a Program Income Reuse Plan, if applicable, with the Connecticut Department of Economic and Community Development, to provide such additional information, to execute such other documents as may be required, to execute an Assistance Agreement with the State of Connecticut for State financial assistance if such an agreement is offered, to execute any amendments, decisions, and revisions thereto, and to act as the authorized representative of the Borough of Naugatuck; 3. That it hereby adopts or has adopted as its policy to support the following nondiscrimination agreements and warranties required under subsection (a)(1) of Connecticut General Statutes sections 4a-60 and 4a-60a, respectively, as amended by Public Act 07-245 and sections 9(a)(1) and 10(a)(1) of Public Act 07-142 and, for which purposes the “contractor”is the Borough of Naugatuck and “contract” is said Assistance Agreement:  -7- Minutes-Board of Mayor and Burgesses Regular Meeting –April 7, 2009 The contractor agrees and warrants that in the performance of the contract such contractor will not discriminate or permit discrimination against any person or group of persons on the grounds of race, color, religious creed, age, marital status, national origin, ancestry, sex, mental retardation or physical disability, including, but not limited to, blindness, unless it is shown by such contractor that such disability prevents performance of the work involved, in any manner prohibited by the laws of the United States or of the State of Connecticut. Wagner & Associates, 51 Lakeside Boulevard East, Waterbury, CT 06708 as the Small Cities Program & Related Services Contractor for the Borough of Naugatuck as recommended by Mayoral Aide Al Pistarelli. 23. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses adopt the following resolution:  -8- Minutes-Board of Mayor and Burgesses Regular Meeting –April 7, 2009 BOROUGH OF NAUGATUCK FAIR HOUSING RESOLUTION Whereas, All American citizens are afforded a right to full and equal housing opportunities in the neighborhood of their choice; and Whereas, State and Federal Fair Housing laws require that all individuals, regardless of race, color, religion, sex, national origin, ancestry, marital status, age, mental or physical disability, lawful source of income, sexual orientation, familial status, be given equal access to rental and homeownership opportunities, and be allowed to make free choices regarding housing location; and Whereas, The Borough of Naugatuck is committed to upholding these laws, and realizes that these laws must be supplemented by an Affirmative Statement publicly endorsing the right of all people to full and equal housing opportunities in the neighborhood of their choice. NOW THEREFORE, BE IT RESOLVED, That the Borough of Naugatuck hereby endorses a Fair Housing Policy to ensure equal opportunity for all persons to rent, purchase and obtain financing for adequate housing of their choice on a non- discriminatory basis; and BE IT FURTHER RESOLVED, That the Mayor of the Borough of Naugatuck or his/her designated representative is responsible for responding to and assisting any person who alleges to be the victim of an illegal discriminatory housing practices in the Borough of Naugatuck. Public Comment Chris Ford thanked the Board for their consideration and hopes he will be able to serve in some capacity. Condition of Fawn Meadow field. 27. Burgess Comments/Sub-Committee Reports -Burgess Campbell hopes that all the burgesses running for re-election wins. It has been great working with this group. Even times of disagreement we came together and made the right decision for our citizens. -Burges Scully – This is our last monthly meeting before the election. He wishes everyone luck. He thanked everyone and has enjoyed working with this group. -Burgess Fragoso stated the Arts Commission have all of their coming events on their website. They have some wonderful events coming up. Burgess Fragoso thanked Superintendent of Schools J. T. Gibson for not taking an increase in his pay and to Deputy Fire Chief Ken Hanks for taking a zero increase. She also thanked Jeannette Deschesnes for an outstanding year and for all of her hard work putting such a comprehensive report together. Good Luck. -Deputy Mayor Rossi - I attended the Naugatuck Untied Way Dinner on March 5th. I wan to congratulate Caren Bouchard on being recognized as well as the outgoing President, Kevin DelGobbo and all of the incoming officers. NAUGATUCK BUSINESS MERCHANTS ASSOCIATION The Association met on March 9th and put together a Business Merchants After Hours Event. This event is to promote the Business Merchant Association and encourage all Businesses located in Naugatuck to join this social event to network and learn more about the Business Merchant Association. The web site is up and the members are anxious to have people check it out and encourage the entire community to rediscover the wonderful businesses that are located in Naugatuck! NAUGATUCK TRIAD The TRIAD meeting took place April 1st . We have a Shred It Program scheduled for Thursday, April 30th. from 9:00 Am to 11:00 AM at the Naugatuck Senior Center. This is an event open to everyone in the community. This event is to help aid the community to get rid of personal information and protect against identity theft. I urge everyone to take advantage of this program. We are also working on being present at the Duck Race and the Summer Concert Series. VNA I attended the Advisory Committee Meeting of the VNA on March 23rd at the VNA building on Rubber Avenue. Mrs. Butler reported that Referrals are comparable to last year. The total visit numbers were down, however, recovered in most areas including nursing, therapies and home health aide visits. Revenue through March 19th was at $838,737 with Title 19 Medicare reimbursements pending. This amount leaves $311,263 necessary to meet the budgeted $1,150,000 goal for this fiscal year. The CPA that reviews and does the cost report for the VNA has reviewed and made suggestions for increases in fees as follows: Skilled Nursing from !110 to $125 per visit, Physical Therapy from $110 to $125 per visit, Occupational Therapy from $110 to $125 per visit, Speech Therapy from $110 to $125 per visit, Medical Social Worker and Home Health Aide visit cost will remain the same: $175 and $38 per visit respectively. These increases will bring the VNA in line with other VNAs and the going rate for these services. Ms. Butler mentioned the cost savings that the new teleconference telephone has been great and many have taken advantage of this system and teleconference training sessions at the VNA Building. The alarm system was still being resolved in the building. Mrs. Butler is feeling confident it will be resolved.  -14- Minutes-Board of Mayor and Burgesses Regular Meeting –April 7, 2009 NAUGATUCK SCHOOL READINESS COMMITTEE The next meeting will be April 14th 4:00 PM at the BOE building. SENIOR CENTER Elderly Commission I Attended the Elderly Commission Monday March 23rd. The Yearly fundraiser for the Senior Center – the Corned Beef and Cabbage Dinner took place on March 5th . Carriage House Board of Directors: A Special Meeting was called on Tuesday March 10th . A meeting took place today at the Senior Center. The future meetings will take place at Town Hall. I attended the Ancient Order of Hibernians Irish Mayor for the Day parade as well as the Mass. It was another wonderful event and I congratulate them on putting it together. The reception afterwards was wonderful as well as all the Irish Soda Bread! I also attended the Champions’ Banquet and I congratulate all of the honorees. -Burgess Woodfield recognized a great athlete and who was dedicated to our town, being Robert Markovic who passed away last week. Good Luck to everyone in the coming election. -Burgess Kogut hopes that everyone on the Board is back again. He is very proud of this Board because in the two years there has never been a vote taken that has been political. Everyone has always voted to the best of their conscience and he is proud of each and everyone of the burgesses. -Burgess Hoff thanked the residents and everyone on the Board for making her first term as burgess so enjoyable.
