Burgess Comments - Open Topic -Burgess Ciacciarella June 11 and June 12 I visited the Naugatuck Treatment Plant with Mayor Mezzo, Water Pollution Control Board chairman Ron Merancy, Borough Engineer Jim Stewart with members of Veolia Water and Wright Pierce Engineers to discuss the odor issues at the plant. As the liaison to the Water Pollution Control Board, I am very familiar with this subject as well since I work as an engineer in the wastewater treatment industry and understand the processes and the technology. On June 17, I attended the Zoning Commission meeting as its liaison. As the former chair of this commission, I am very much at home with this board. The commission continues to discuss possible changes to Section 44 of the Naugatuck Zoning Regulations. This is the section that stipulates rules on establishments which serve or sell alcohol. The rules generally dictate how far from places of worship and schools that these establishments are located. Borough attorney Ned Fitzpatrick is helping the commission with this revision. Currently, the regulations stipulate that alcohol serving establishments cannot go within 1500  -3- Minutes-Board of Mayor and Burgesses - Regular Meeting – July 7, 2009 feet of a church. The Commission agrees this is too close and will continue to discuss this. At my suggestion at the last Zoning Commission I chaired in April, the commission has future plans to create a Union City Business District, which would be beneficial to our Union City Revitalization project. On June 18, I attended the Water Pollution Control Board as its liaison. I have the following to report: • The study of the odor issues is about halfway done with a report expected by the end of summer. This should detail the types of corrective action that will need to take place to abate the odor. The DEP has mandated that the Borough undertake this study and correct the problem due to odor complaints. We have also been fined $2600 for violations. The Meadowbrook Place residents have started a neighborhood committee to continue to voice their concerns. The name of their committee is RAWS – Residents Against Wastewater Smell. I have been in contact with the group’s organizer and Meadowbrook Place resident Peg Sheehy several times, as well as other residents and will continue to address their concerns with any information or updates on the progress. • Discussions took place between the board and Attorneys Hess and Fitzpatrick on the possibility of a sewer use fee. Attorney Hess has suggested that Mayor Mezzo, myself and another burgess meet with him and the Water Pollution Control Board to gather some background info on this subject. The discussions will center around the pros and cons of such a sewer use fee and its effect on residents. It should be noted that $1.2 million dollars in tax dollars is already allocated to the operation of the treatment plant. • The NPDES permit has expired for operating the plant. The DEP has stipulated that the phosphorus removal level is too high for Naugatuck. They want this corrected before they will renew the permit. Borough engineer Jim Stewart expects that we will need to do this upgrade within 3 years. The approximate cost for this is around $2-5 million depending on the types of treatment. The Union City Revitalization Subcommittee organizational meeting was held on July 1. I will deliver the subcommittee report later on in the agenda. I also attended part of the Inland Wetlands Commission meeting the same night, after the Union City meeting. This meeting ended up going past 11 p.m. On the agenda were discussions of a wetland permit on Great Hill Road in the Industrial Park. The commission denied the permit. The application is still before other land use boards. .  -4- Minutes-Board of Mayor and Burgesses - Regular Meeting – July 7, 2009 -Burgess Campbell - supports using Gunntown for both conservation and recreational. The town would be using approximately seven acres for a field. He believes there should be a compromise between the two groups. The conservationists will have enough acreage to enjoy walking paths etc. and the kids who play sports will have another facility to play on that is much needed. The board voted to spend the money out there and it should be up to the board to stop any work that is going on. Gunntown was taken to court and the town won the case so that we could do what we wanted to do. My feelings are not against anyone but I would just like to see a compromise on both sides and think that this is a perfect opportunity to have another field. -Burgess Neth – stated that being a member of the Union City Revitalization Committee, he feels we need both the residents and business owners of Union City to participate in this endeavor. The town has taken an initiative to correct issues in Union City and if the business owners and residents don’t want to participate it will become a useless effort and a waste of our time. He feels it is imperative that the newspaper pushes this issue to get the business owners and people to listen to what we have to say. -Deputy Mayor Rossi- Deputy Mayor had the following remarks: She thanked the Park and Rec. Street Department, Fire Department, Police Department and all volunteers who helped to make the July 4th celebration such a great success. She congratulated all of the graduates Hill Side and City Hill who graduated a couple of weeks ago. She attended the Naugatuck High School Graduation and congratulated all of the graduates on a great graduation and wished them all the very best in their pursuits and stated that Naugatuck is extremely proud of all of them. On June 4th she attended the Public Service Awards Ceremony hosted by Secretary of State Susan Bysciwiecz. She stated it was a moving tribute to our greatest Generation and was honored to share such an inspiring and wonderful afternoon with incredibly humble and courageous men and women. June 6th – attendee the Gold Star Ceremony for Saba Shahid. She congratulated this incredible young lady who through hard work and persistence established and supplied a full Pediatric Art Therapy Program at Bridgeport Hospital. She stated that Ms. Shahid was a wonderful representative for Naugatuck youth and again congratulated her. June 7th – Another GREAT Duck Day celebration! She acknowledged and congratulated all of the volunteers, the Chamber and our Street and Park and Rec Departments as well as the Fire and Police Departments for their efforts to make it a safe and clean event!  -5- Minutes-Board of Mayor and Burgesses - Regular Meeting – July 7, 2009 June 14th – she attended the Elks Flag Day Celebration and thank them for being so dedicated to recognizing our flag every year. She mentioned that she enjoyed attending these events over the years and thank them for making such a great effort to recognize our Flag. She attended the recognition ceremony on June 16th of the 165th Birthday of the Borough of Naugatuck. The event took place prior to the Naugatuck Community Band’s concert. She thanked the Historical Society for the promotion of a great celebration for the Borough. Saturday, June 27th. She attended the Grand Opening of April’s, a new shop on Church Street and the 115th Birthday of the Whittemore Library. She congratulated the Library and thanked them for a wonderful event. She mentioned that the Children’s Library had great events for the children and so much effort went into their celebration. She also thanked the Naugatuck Community Jazz ensemble for a fantastic job. June 11th She attended the update meeting for the new software program (BMSI) being used by the Land Use Departments. Great progress has been made and the system is in the final stages of being adjusted for highest efficiency. This has been an almost 3 year long project and she thanked all of those involved in making it as smooth a transition as possible and for all of the Land Use and IT Departments for their valuable input to make this undertaking a success. June 12th. she attended the COG Monthly Meeting with Borough Engineer James Stewart. There was discussion of the funds coming into the State of CT for DOT projects. CT DOT Deputy Commissioner Jeffery Parker answered many questions. The big problem with the spending of stimulus dollars will be the time line placed on this process and the need for following of guidelines. The State Attorney General is involved with assisting and review of processes to ensure compliance while making every attempt to streamline the process. There is a definite challenge with different projects, but Deputy Commissioner Jeffrey Parker assured the attendees that the DOT is doing everything they can to stream line the process. $450M is coming into the state with $8.5M coming directly into our area. The subject of Capital Purchasing came up and several members of the COG reported taking advantage of this project. NAUGATUCK BUSINESS MERCHANTS ASSOCIATION The Association held their meeting on Monday, June 1st. They are looking forward to possible upcoming events. Some that are on the table for consideration include a Firemans’ Chili cook off as well as a Taste of Naugatuck.  -6- Minutes-Board of Mayor and Burgesses - Regular Meeting – July 7, 2009 NAUGATUCK TRIAD The TRIAD promoted the Yellow Dot Program on the green during the first concert on the Green Series on the 17th. The response was fantastic and we look forward to being on the green again in August. The group wanted to especially thank the Police Department. Lt. Harrison and Officer Pugliese were on the green to assist with taking and printing out of pictures for the Yellow Dot Profiles. She also mentioned that the Naugatuck TRIAD wanted to thank Lisa D’Andrea and the Arts Commission for allowing the TRIAD to be a part of a great and entertaining evening. Upcoming events for Naugatuck TRIAD September 17th 9am-1pm- block party at the Naugatuck Senior Center there will be a table set up for Yellow Dot August 11th 6pm- Concert on the Green there will be a table set up for Yellow Dot, anyone who is available to help out should arrive at the green around 6pm. Fashion Show Oct. 8th – will be held at the Portuguese club -Mayor Mezzo – Mayor thanked Police Chief Edson and Fire Chief Doback and Street Superintendent Hank Witkoski for their work today during the rain and wind storm. The workers in the departments did an excellent job under difficult circumstances and I thank them for that. Mayor congratulated all of our graduates and was happy to share in their graduation. We have some fine young men and women in our community. -Burgess Burns - attended graduation and wished all the graduates well in their future endeavors. He has received constituent calls complaining about graffiti at Linden Park. It has become a disaster as far as he is concerned and we should look into this problem. He feels the graffiti wall should be taken down because it is an eyesore. All of the fields and parks should be checked after the Fourth of July holiday for debris, broken glass etc. Some child could get seriously hurt. -Burgess Fragoso - met with a representative of the Department of Transportation to get permission to cleanup areas and get signs denoting where our fields are at Rotary and Breen’s Field. People have problems of knowing where to locate the fields because you can see them from the highway but there are no signs telling you how to get there. Fran McMullen is aware of this problem and we are working on it. Burgess Fragoso attended the Naugatuck Youth and Family Services. Jane Lobdell is very busy with the Headstart Readiness Program. There will be 73 children from this program entering kindergarten this fall. Jane is continuing to have interns. Their new by-laws will be finished this fall. The Council of Churches sponsored by New Beginnings is  -7- Minutes-Board of Mayor and Burgesses - Regular Meeting – July 7, 2009 having a project to outfit children for the first day of school from clothes to shoes. It has been suggested that the Food Bank be opened one evening during the week for those who do not have access during the day. Dr. G. Drawbridge has been elected chairman of Youth Services, Jane Walsh is Vice Chairman and John Roman is Secretary. She attended the Open-Space Committee meeting on June 29th. and Boro. Engineer J. Stewart is putting together a format designating different areas in town that are possible recreational facilities or maybe sports fields. These areas will be ranked and then she will bring this information back to the board. The Farmer’s Market is starting tomorrow and there will be two new vendors, a meat producer and a fish vendor. The Fire Commission reports that Naugatuck will be able to apply for the Safer Grant. Thanks to Deputy Fire Chief Hanks for a great job putting together the grant. She is very happy to be appointed to the Blight and Beautification Council. -Burgess Scully - paid tribute to Clarence Lennon, (this year’s Irish Mayor for the day), Virginia Martin and Lucille Graziano. All three were friends who recently passed away. Burgess Scully attended the High School Graduation and gave kudos to those students who received Certificates of Achievment. He congratulated Johnna Hunt on her new position as principal of Hop Brook School. Congratulated the Naugatuck Youth Soccer girl’s traveling team who has won back to back state titles. 8. Public Comment Thirteen residents spoke on the following issues: Land Use Department issues, Safety issue on corner of Maple Street and Firehouse Road, blinking traffic light at end of Church Street, Police Commission appointment, Classic Car show to be held on August 1st., Blight Ordinance needed, Borough Board Meetings should be shown on AT&T U-Verse, why parking garage on Parcel C, town should look into Bridle Trail acres, should establish conservation committee. 9. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the following bid for “Lewis Circle Housing Development Vinyl Window Replacement-Naugatuck Housing Authority.”to Radovich Builders, LLC, 156 Roosevelt Drive, Seymour, CT 06483 in the amount of $93,972.00 as recommended by the Naugatuck Housing Authority. 10. NOW, THEREFORE, BE IT RESOLVED BY THE Board of Mayor and Burgesses 1. That it is cognizant of the conditions and prerequisites for the State Assistance imposed by Connecticut General Statutes 66-c Urban Act Grant 2. Mayor reconvened the meeting. 23. Presentation for Gunntown Nature Preserve and Passive Park by Derek Ljongquist and Len Yannielli/Discussion possible action. A brief history and a Plan for the Future was presented to the board and reasons Gunntown should remain Passive Open Space. They also briefed the board on the current state of condition the park is in.  -13- Minutes-Board of Mayor and Burgesses - Regular Meeting – July 7, 2009 This item will be revisited at next month’s meeting and a conservation easement will be discussed at this time. This easement will codify the use of the Gunntown Property on the land record. 24. Update on Union City Revitalization Committee. Second Deputy Mayor Mike Ciacciarella, Chairman of the committee, announced the following members: Stacy Jagello, Burgess Hank Kuczenski, Burgess Robert Neth, Dave Prendergast CEO, NEDC and Joseph Zembruski. The first meeting was held on July 1, 2009 and it was discussed that they will concentrate their efforts on revitalization on the North Main Street corridor and a small portion of Prospect Street (Route 68). Dave Prendergast is investigating grant funding monies for the project. They discussed inviting additional members to the committee including a Zoning commission member and a representative of the Police Department. A Public Forum was discussed for September 15th to be held at Prospect Street School. Their next meeting is scheduled for August 13th. 25. Update on Senior Property Tax Review Committee. Deputy Mayor Rossi reported that the committee met. The Controller is in the process of obtaining information from OPM (Office of Policy and Management) and she is contacting CCM to have them provide information as to what other towns are using to implement their Elderly Tax Credit programs. The committee will be meeting again in early September and will discuss possibilities available for our town. 26. Discussion/clarification of policy regarding distribution of Burgess information at town facilities. There is a policy in place for distributing or posting information in our public buildings. If you were to distribute information to the Senior Center, the Senior Center Director should be asked permission to do so. 27. Update- Discussion/possible action regarding Jesse Camille’s negotiations. Mayor Mezzo stated that the Borough has to have some discussion as to what the Borough has to do to maintain the building and what the options are. Mayor Mezzo referred to our Borough Ordinance, Article 5, Section 2. He has someone who is interested in serving on the Finance Board in an alternate position that is open; however he is registered as an unaffiliated voter. The ordinance reads that such vacancy shall be filled from the political party from which the former incumbent was appointed. There are two republican alternate positions and one democratic alternate position. Mr. Sheridan will register as a democrat and then convert back to an unaffiliated voter which would allow an unaffiliated voter (9,000 in the Borough) to be a member of our Finance Board. Discussion/possible scheduling of a special, public session meeting inviting Veolia Water North America to make a presentation to the Borough Board about the current status of operations at the treatment facility. Mayor Mezzo announced that Veolia will be at the Joint Boards of Mayor and Burgesses on July 14th with a presentation of the treatment facility and will entertain questions from the Board members. 30. Burgess Comments/Sub-Committee Reports -Burgess Ciacciarella - On June 3, I attended the Retirement Party for Jack Tavares, a longtime Naugatuck teacher and administrator who retired last year. I’d like to recognize his commitment to the Borough, thank him for his service to our youth community and wish him the best in his new endeavors. He is also an asset to the Town, serving as Vice-Chair of the Finance Board. On Friday, June 19, I had the honor to attend the Naugatuck High School graduation ceremony. I had the privilege of presenting Deana Costa, a hardworking young lady and longtime family friend, her diploma. I wish to congratulate all of the graduates of the Class of 2009 – I wish them a lifetime of success and I would especially like to recognize Marcus Melchionno, a young man who’s courage and determination is an inspiration to all of us. I held my first burgess quarterly meeting on Saturday, June 20 at Rachel’s Bistro on Church Street. It was very successful. Seventy five people attended and I spoke to residents on a variety of issues and regarding concerns of theirs, all of which I am following up on. The largest group of people who attended spoke to me regarding the Treatment Plant. Other residents discussed the following topics with me: taxes, blighted properties, Union City, sidewalks, alleged logging on Hunter’s Mountain, contaminated wells off Union City Road and progress on Renaissance Place. I am following up with each of these residents personally, referring them to the appropriate people and offering solutions where I can. I plan to hold another open meeting in September but advise residents that I am always available to them to discuss their concerns or help them with their issues. Residents can contact me by phone, email or through my website. On June 27, I attended the grand opening of April’s Consignment Shop on Church Street. I’d like to welcome the new business to town and hopefully, it is a sign of a renewed interest in our downtown area and its existing storefronts I attended the last two concerts on the green which brought out a number of residents, although the Italian Night had to take a “rain break” in between songs. I hope that we could get through the rest of the summer concert series rain-free. The Fourth of July celebration had its usual spectacular display of fireworks and was enjoyed by many -Burgess Neth - stated he would be interested in being on any committee dealing with a sewer tax since this will be a finance issue. He would like to be on the turf committee.  -20- Minutes-Board of Mayor and Burgesses - Regular Meeting – July 7, 2009 -Deputy Mayor Rossi - Elderly Tax Credit Sub Committee The group met last week to discuss the direction and fact gathering. It was agreed that Wayne would gather information from OPM, Tax Assessor Joyce Alegi would put together a package of all of the programming available her in Naugatuck and Tamath would contact CCM and enlist their Research Department to provide information as to what other Municipalities have utilized for Elderly Tax Credit programming. CCM just supplied information to the group today and the group is still awaiting the information from OPM. The group will meet again in early September to discuss the findings and to explore the possibilities available here in Naugatuck. The goal of the group is to make a presentation to the Board in September. VNA The VNA meeting took Place on May 18th at the VNA. There was no quorum so just a general discussion of business at the VNA. Referrals have been coming in and are usually substantial ones with very sick patients. Despite overall visits were down in the last month there was an increase in visits. The projected revenue of 2008-2009 was $1,150,000 and was met this month and exceeded. Anne Butler is hoping for it to be remarkable exceeded by the close of June. Staffing is still a problem due to staff members out with surgical procedures. Interviews are ongoing for one position at the VNA and Anne hopes to have someone hired soon The VNA was present at the Spa Fair at the Senior Center and offered great exposure for them. The VNA will be off for the Summer and next meet September 28th NAUGATUCK SCHOOL READINESS COMMITTEE June 16th, The Committee met with a great and diverse group which included several new members. The Early Childhood program is level funded at $107,000.00 and filled to capacity. They have been running a social Skills program for the children and a big difference has been noticed by those in the program as well as by Jane Lobdell of Naugatuck Youth and Family Services. A Mothers Day picnic was hosted by the children and they invited their mothers. It was a great program and very much enjoyed by the moms. The program was having their family picnic on the same evening of our meeting and a huge crowd was expected. In addition an asthma program has been presented for the staff and it is hoped to make a big difference in asthma awareness.  -21- Minutes-Board of Mayor and Burgesses - Regular Meeting – July 7, 2009 The Committee will next meet on Tuesday, June 16th at 4:00 PM at the BOE. SENIOR CENTER Tamath reported she attended the Strawberry Festival June 4th . This is an annual event and she wanted to thank Harvey and Carole for a successful continuation of this tradition. In addition she was invited to attend the Volunteer Recognition Luncheon. She said is was her honor to share the day with so many volunteers that achieve wonderful goals for the benefit of the Senior Center and its members. She recognized and thanked all of the volunteers for all of their hard work and dedication that makes the Naugatuck Senior Center a special place and she thanked Harvey for his hard work and Carole’s to make this such a successful event. There will be a Flu Shot Clinic held at the Naugatuck Senior Center on Tuesday, September 22 from 9AM to 11AM No appointment is necessary but participants must present their medicare card and photo id. Elderly Commission She reported she attended the Elderly Commission Monday June 22nd . There was no quorum and just general discussion of updates. Burgess Hank Kuzinski was in attendance and Tamath introduced him to the group as the new co-liaison to the Senior Center. Harvey reported he has secured 600 Coupons for the Farmers market and is looking for them to arrive in the next week or so. He stated there is substantial paperwork that is required but that he feels it is worth it in order to allow Seniors to be exposed to locally grown produce. Harvey asked that Tamath mention the weekly “Bread Basket” Program at the Senior Center. Volunteers pick up bakery products twice a week and bring them to the Senior Center which is then offered to Seniors free of charge. There is a varied selection of bakery items from rolls, loaves of breads, cakes etc. Harvey is asking that the community take advantage of this program that is free of charge.  -22- Minutes-Board of Mayor and Burgesses - Regular Meeting – July 7, 2009 The bakery products are dropped off on Monday and Wednesdays and are available from 9:30 AM on a first come first serve basis. The Mayor and Mayoral Aide Ed Carter as well as Controller McAllister were all in attendance. There was discussion about the future of this Board and it was agreed to have a presentation by the Borough Attorney to the seniors to explore and discuss the option and possibilities that would exist with becoming a 501c non for profit registered group. A presentation was made approximately 5 years ago but with the continued growth and fundraising taking place by the Seniors it was felt it would be beneficial to explore this again. The coordination of this presentation is being put together and will more than likely take place in September and be promoted and advertised to ensure a high attendance at the presentation of the Senior Center Members. -Burgess Fragoso - reminded the seniors that they can receive vouchers through the Senior Center for the Farmer’s Market held every Wednesday and Sunday mornings on the green. She gave kudos to Senior Center Director Harvey Frydman for doing the work to get the $9,000. in vouchers. 36.
