BOARD OF MAYOR AND BURGESSES
SPECIAL MEETING
July 14, 2009
1. Mayor Robert Mezzo called the special meeting to order at 6:00p.m.with the
following in attendance:

2. Mayor Mezzo led in the Pledge of Allegiance to the Flag
3. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns to recess to Retirement Board at 6:35 p.m.
4. Mayor reconvened the meeting at 6:41 p.m.
5. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns to recess to Executive Session at 6:42 p.m. for
discussion on the following: Pending Litigation, Personnel and
Collective Bargaining inviting in Controller Wayne McAllister.
6. Mayor Mezzo reconvened the meeting at 7:15p.m.
7. The following motion emanated from Executive Session.
VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns to enter into a Memorandum of Agreement
between the Borough of Naugatuck and the Borough of Naugatuck
Supervisors Chapter 90, C.S.E.A., Local 2001 SEIU.
8. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Bulk Refuse Containers-Street Department” to CT
Waste Transfer, LLC, 46 Oliver Terrace, Shelton, CT 06484
without material restrictions, in the amount of $489.00 per
container. The bid price includes all costs associated with
container hauling and proper disposal for the fiscal year period

9. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Bulk Metal Containers-Street Department” to Albert
Brothers, Inc. 225 East Aurora Street, Waterbury, CT 06708, in
the amount of $0.00 per metal container haul and a rebate price
of $76.00 per gross ton of metal to be paid to the Borough of
Naugatuck for the fiscal year period 2009-2010, as
recommended by Street Superintendent Hank Witkoski Jr.
10. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Asphalt Paving-Street Department” to Cocchiola
Paving, Inc. 18 Falls Avenue, Oakville, CT 06779 in the amount
of $73.50 per ton of Class 1 & 2 bituminous concrete in-place.
This award shall include liquid tack coat pricing of $4.95 per
gallon, machine laid asphalt curb at $3.50 per foot and hand
work at $149.50 per ton, as needed and as directed for the
fiscal year period 2009-2010 inclusive as recommended by Street
Superintendent Hank Witkoski Jr.
11. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Tires-Street Department” to Tire Pro, 486 Rubber
Avenue, Naugatuck, CT 06770. This bid includes new tire
purchases, tire re-capping and all service costs for the fiscal
year period 2009-2010 inclusive. Tire Pro is servicing our
department fleet and we are very pleased with their service and
product line as recommended by Street Superintendent Hank
Witkoski Jr.
12. VOTED: Motion by Deputy Mayor Rossi and seconded by Burgess Burns
that the Board of Mayor and Burgesses waive the bid and award
“Evictions” to Intown Property Development LLC, P.O. Box
43, Middlebury, CT 06762. Intown Property Development LLC
has been the sole bidder for many years to provide this service at
$450.00 per each scheduled and completed eviction occurrence.
They have agreed to hold this price for the fiscal year period
2009-2010 inclusive, as recommended by Street superintendent,
Hank Witkoski Jr.
Burgess Fragoso opposed this motion.

13. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses adopt the
LOCIP (Local Capital Improvement Program) for the five-year
fiscal year period 2009-2010 through 2013-2014, as
recommended by Street superintendent, Hank Witkoski Jr.
14. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bids for “General Construction Equipment-Material & Labor
Rates” to the following:
15. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
following bid for “Field Clay” to Keegan Brothers of North
Haven, 75 Valley Service Road, North Haven, CT, 06473 in the
amount of $40.00/yd. as recommended by Borough Engineer
James Stewart.
16. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
following bid for “Mason Sand” in the amount of $22.00/Ton, ¾”
Stone for $10.75/Ton, 1 1/4” Stone for $9.75/Ton, 2”Stone for
$9.00/Ton, Topsoil for $14.00/CY to Capital Heavy Hauling, 60
Kingswood Drive, Naugatuck, CT 06770 as recommended by
Borough Engineer James Stewart.
17. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Play Ground Wood Fiber” for $24.00/CY, ½” Stone for
$12.00/Ton, Stone Dust for $9.00 /Ton to HI Stone & Sons, 313
Main Street North, Southbury, CT 06488 as recommended by
Borough Engineer James Stewart.
18. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Cedar Mulch” for $31.11/CY, “Portland Cement” for
$8.37/Bag, ¾”Processed Aggregate for $9.00/Ton, 1 ¼”
Processed Aggregate for $8.00/Ton, Modified Rip-Rap for
$9.50/Ton, Decorative Retaining Wall Block $5.83/Block to
G&L Excavating Inc. P.O. Box 429, Naugatuck, CT 06770 as
recommended by Borough Engineer James Stewart.

Class 1” for $74.00/Ton, “Bit Asphalt Class 2” for $80.00/Ton
to Tilcon Connecticut, Inc. 301 Hartford Avenue, Newington, CT
06131 as recommended by Borough Engineer James Stewart.
20. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Mulch” for $18.00/CY to Green Cycle Grillo Services
LLC 1183 Oronoque Road, Milford, CT 06460-1714 or HI Stone
& Sons, 3l3 Main Street, Southbury, CT 06488, as recommended
by Borough Engineer James Stewart.
21. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “2’ x 2’ x8’ Concrete Waste Block” for $30.00 to Haynes
Material Company, 30D Progress Avenue, Seymour, CT 06483,
as recommended by Borough Engineer James Stewart.
22. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “3’ x 6’ x 18”Concrete Waste Block” for $35.00 to O &
G Industries, 112 Wall Street, Torrington, CT 06790, as
recommended by Borough Engineer James Stewart.
23. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Extruded Concrete Curb” for $7.15/lf to Concrete
Crafters, P.O. Box 1311, Naugatuck, CT 06770, as recommended
by Borough Engineer James Stewart.
24. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for SDR-35 Sewer Pipe 8” for $2.40/lf, HDPE Drainage
Pipe 10” for $4.86/lf, HDPE Drainage Pipe 12” for $5.34/lf,
HDPE Drainage Pipe 15” for $6.87/lf, HDPE Drainage Pipe
18” for $10.63/lf, HDPE Drainage Pipe 24” for $16.03/If, 24”

Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “PT Wood guide Rail” for $31.00/If, 4’ Chain Link
Fencing installed for $23.26/If, 6’ Chain Link Fencing installed
for $29.60/If, 8’ Chain Link Fencing installed for $34.46/If to
AC Fencing, Inc. 24 Brook Street, North Haven, CT 06473 as
recommended by Borough Engineer James Stewart.
26. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Labor and Equipment” from The Stone Construction
Co, Inc. 168 Main Street, Southbury, CT 06488 and G&L
Excavating Inc. P.O. Box 429, Naugatuck, CT 06770 as
recommended by Borough Engineer James Stewart.
27. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns that the Board of Mayor and Burgesses approve the
bid for “Rental of Equipment” from Superior Products
Distributors, Inc. P.O. Box 57, Milldale, CT 06467 and Tyler
Equipment Corporation, 94 Union City Road, Prospect, CT
06712 as recommended by Borough Engineer James Stewart.
28. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by
Burgess Burns to adjourn the meeting at 7:36 p.m.
