Mayor Mezzo reconvened the meeting at 7:13p.m.  -2- Minutes-Board of Mayor and Burgesses Regular Meeting- August 4, 2009 6. The following motion emanated from Executive Session. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to enter into a Memorandum of Agreement between the Borough and Local 1219 International Association of Fire Fighters, AFL-CIO. 7. VOTED: Motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess the meeting to Retirement Board at 7:13 p.m. Mayor reconvened the meeting at 7:19 p.m. 8. Burgess Comments - Open Topic -M. Ciacciarella -I would like to wish a happy retirement to Judy with lots of luck in the future. We will all miss her. On Monday, July 20, I received a phone call from Helen Northrup, a resident of Nettleton Avenue. She contacted me with regard to the flooding problem at her home. I visited with her and met other residents in her areas on several occasions to discuss the problem. We have had numerous phone conversations as well, especially during the frequent rainstorms. The circumstances in their neighborhood are due to excessive rain in a short amount of time. The stormwater infrastructure is old and not sized to handle these weather scenarios. This is something that we’ve known about for 30 years and have not addressed. This is a high priority that we must address now. This woman’s home is being ruined because of our negligence in fixing the problem. Her neighbors are having the same problem as well as a serious mold issue. This is unacceptable and we have to fix this. I did speak to Congresswomen DeLauro’s office to obtain information on getting some funding to resolve these issues. They have been a tremendous help and they have directed me to the right people who are investigating a couple of different programs through the FEMA and Homeland Security Offices in Washington DC. I have also been in touch with the State DEP who is investigating a possible federal grant we might qualify for. They have indicated to me that there are possibly two assistance programs we qualify for. According to my contact at the DEP, I should have information within 1-2 weeks with regard to the release of those federal funds so that we may begin the grant application process. I’ve also  -3- Minutes-Board of Mayor and Burgesses Regular Meeting- August 4, 2009 spoken to Jim Stewart who will also pursue a Small Cities Grant which is a state funded grant, although there are restrictions. July 26 At their request, I met with Cherry St residents and others involved in the RAWS group to discuss the odor issues at the treatment plant. I explained the current study that is being undertaken by Veolia water to resolve these issues. The residents had numerous questions many of which were technical in nature. I provided them with a packet of materials that I created that detailed some of the concerns and issues regarding the plant, as well as information on the RAWS group, the procedure for complaints and what I have been doing to assist in resolving the problem. Of course, the primary concern is when this issue will be resolved. They have asked for an informational meeting with Veolia water to address their particular questions and concerns. Jim Stewart and I have set a public forum for this on Aug. 20 in the Town Hall. On Wed. Night July 29, cars on June St and May Street spray painted. I received a phone call from resident Mimi Cappoziello who lives on June St. She had a car that was vandalized with obscenities spray painted on her Mustang that had a for sale sign on it. Obviously, she was quite upset. She wanted me to pass along a recommendation that we look into Neighborhood Watch Programs. I believe this to be something that the Police Dept would have jurisdiction over and I’d like to talk to Chief Edson and the Police Commission about what options we have to organize such a program with the community. The same evening we had a similar instance in my neighborhood on Donovan Road – a stop sign was spray painted with similar graffiti and one of the kids bikes was stolen from our yard, which was reported to police. On August 1, I attended the car show on Church St. It was a beautiful day and nice to see so many people line the streets of Church St. We ended the evening at Carrie Welton’s for dinner. I encourage people to try the restaurant if they haven’t already. It’s important for our local businesses to be visited and it was obviously a good night for the restaurant because it was packed. The owner, George, was delighted that night and commented that he wished there were more events like this to bring so many people into downtown. The next meeting of the Union City Revitalization Subcommittee will be held on August 13 in Town Hall. I’ve received a tremendous outpouring of support from both residents and business owners. Many residents have emailed me to volunteer to help out. We are still working on future plans and meetings and would encourage anyone to email or call me if you are interested in helping out. At our next meeting, we will be discussing some exciting ideas I have in utilizing the people power on this project.  -4- Minutes-Board of Mayor and Burgesses Regular Meeting- August 4, 2009 I just wanted to note that we have a new Blight and Beautification Council that is having their first meeting tomorrow night. I think this is a good step in the direction of handling the problem we have here in the borough. Without a blight ordinance that is enforceable, however, there is little we can do, so I am confident that through the efforts of the Zoning Commission and the Borough Board, we can develop and adopt an ordinance so that the goal of the Council is met. One observation we must keep in mind as government and community leaders– many of these foreclosed upon homes are people who are in dire straits to begin with – they’ve lost their jobs, are losing their homes and struggle daily with the financial demands of raising families. I ask that when dealing with our residents who are facing difficult times we do so in the most professional and compassionate way and perhaps as neighbors, we can offer helping hands to those in need. My next quarterly meeting will be Saturday, September 26 from 9-noon at Rachel’s Bistro & Catering on 205 Church Street. More information is available on my website, mikeciacciarella.com. I encourage residents to come down and talk to me, have some coffee and breakfast and check out Rachel’s, which is right next to the new April’s Consignment Shop, which I understand from the owners is doing very well. -R. Woodfield stated that since he is a burgess he never brought complaints before the board because he didn’t want special treatment but he has been having water problems on his front lawn as Bert Emery has stated for fifteen years. -T. Rossi - She extended congratulations to the Borough Engineer on the accomplishment of becoming a licensed Surveyor. She thanked Nella Canle of Z&A Insurance for volunteering and purchasing all of the plants for the newly repaired and erected “Welcome to Naugatuck” sign at exit 25. She appreciates this resident’s efforts to beautify Exit 25 and recognized her hard work with the planters running along Cotton Hollow Filed as well. In addition she thanked the Park and Rec Department for building the “planter the “Welcome to Naugatuck” sign now sits in. She commended them on a beautiful job. Thursday, July 23rd She attended the Grand Opening of What’s the Scoop, a new ice cream shop on Church Street. She congratulated this new business and was glad to see another new business opening on Church Street. On August 1st she attended the Car Show and wanted to congratulate all of the volunteers and thank them for their efforts in making this years car show a great success.  -5- Minutes-Board of Mayor and Burgesses Regular Meeting- August 4, 2009 NAUGATUCK BUSINESS MERCHANTS ASSOCIATION The Association held their meeting July 13th. They will participate in the Car Show and are sponsoring a Tag Sale and Merchant Fair Saturday August 22nd from 9:00 AM – 2:00 PM – The rain date is set as Saturday August 29th Set up will begin at 7AM and there are roughly 40 – 45 spaces available Naugatuck Residents can rent space for $15.00 and Dealers pay $20.00 Spaces for NMA members will be free The Association will be holding their next meeting on Monday, August 10th at Rachel’s Bistro and Catering at 5PM. NAUGATUCK TRIAD The August Meeting scheduled for Wednesday, August 5th has been cancelled. The TRIAD will again be promoting the Yellow Dot Program on the green during the concert on the Green Series on the 11th. Upcoming events for Naugatuck TRIAD September 17th 9am-1pm- block party at the Naugatuck Senior Center there will be a table set up for Yellow Dot August 11th 6pm- Concert on the Green there will be a table set up for Yellow Dot, anyone who is available to help out should arrive at the green around 6pm. Fashion Show Oct. 8th – will be held at the Portuguese club Sub Committee Reports Assessor Interview Committee Tamath served on the panel that conducted job interviews for the Assessor position on Monday July 27th and Monday August 3rd. The Committee scored interviewees on a set of questions that was asked of each candidate and was assigned a scoring system. It was performed with great integrity and consistently and she thanked the HR Office for their hard work in coordinating this process. Elderly Tax Credit Sub Committee The group will next meet on August 17th. The goal of the group is to make a presentation to the Board in September.  -6- Minutes-Board of Mayor and Burgesses Regular Meeting- August 4, 2009 Blight and Beautification Council The group is scheduled to meet on Wednesday August 5th and Tamath stated she will be unable to make the meeting and had already discussed with the Mayor that she had an interest in serving on the Legal subcommittee. Naugatuck Economic Development Corporation Deputy Mayor Rossi attended the Special Meeting of July 13th. She reported being nominated to the NEDC as an Ex-Officio Member. She looks forward to serving with the Board. The NEDC is working hard on a two pronged marketing approach and there will be more evidence of that in upcoming months via newsprint and radio. A new Vice Chair to the NEDC will be appointed in October. A Business to Business Expo was discussed to connect the Businesses located in the Industrial Park together. Very often they are not aware of the other businesses operating in the Park and how they might be able to network. This event will allow the businesses to network and this could result in partnerships and enriched business opportunities for them as well. The NEDC monthly update was provided at the meeting and the Burgesses had the same in their packet tonight. Tamath stated, in order to save on time she would be willing to discuss any of those updates with the Burgesses at their request, rather than go over the report line by line during Borough Board. VNA The VNA will not have its next meeting until September 28th NAUGATUCK SCHOOL READINESS COMMITTEE The Committee will next meet in September. SENIOR CENTER There will be a Flu Shot Clinic held at the Naugatuck Senior Center on Tuesday, September 22 from 9AM to 11AM No appointment is necessary but participants must present their medicare card and photo id. This event is sponsored by the Naugatuck Valley Health District. Any questions – contact the Naugatuck Senior Center 720-7069. Elderly Commission Harvey asked that Tamath mention the weekly “Bread Basket” Program at the Senior Center. Volunteers pick up bakery products twice a week and bring them to the Senior Center which is then offered to Seniors free of charge. There is a varied selection of bakery items from rolls, loaves of breads, cakes etc. Harvey is  -7- Minutes-Board of Mayor and Burgesses Regular Meeting- August 4, 2009 asking that the community take advantage of this program that is free of charge. The bakery products are dropped off on Monday and Wednesdays and are available from 9:30 AM on a first come first serve basis. If you have questions, please contact the Senior Center directly. Carriage House Board of Directors: The group met July 27th. Currently there is scheduled a presentation at the Senior Center on September 10th for discussion of the requirements of establishing a 501c non for profit registered group. A presentation was made approximately 5 years ago but with the continued growth and fundraising taking place by the seniors it was felt it would be beneficial to explore this again. The coordination of this presentation is being put together and will take place on September 10th at 1PM at the Senior Center. -Mayor Mezzo stated his heart goes out to the residents of Nettleton Avenue, and the Borough has been working around the clock to rectify this issue. There are many areas in town with such problems. This is not an easy fix and it becomes very complex and the federal funding becomes very complicated. The stimulus dollars are for projects ready to go. The problem on Nettleton Avenue will be fixed. The Borough Engineer as well as our State senator is working on it now. We may have to bond this project. We have to find out exactly where the problem started. This is a high priority for my office. The Mayor supports open passive space at Gunntown. There is a committee with the heads of all sport groups to investigate the sights that can be developed. Within two months we will be able to categorize and rank these sights as to what is the size, the neighborhood, where are the roads, etc. -R. Burns gave kudos to Ed Carter for responding so quickly with regard to the wall at Linden Park. He is happy to hear that it is coming down. Pleased with the Beautification Committee for Union City and believes there is a lot of work to be done. Thanked Borough Engineer Jim Stewart for correcting a hazard on Maple Street. He has received calls regarding lights on the green being on all night. He knows of water problems also on Sharon Avenue. He hopes the situation on Nettleton Avenue can be fixed. He sympathizes with the families. -M. Fragoso reported that the Street Commission meeting was canceled this month. The Jesse Camille’s meeting did not meet this month due to people’s vacations. The Farmer’s Market is going well and attended by many citizens. Burgess Fragoso was extremely disappointed that the Safer Grant was voted down. She respects the voice of the majority but she feels she has to voice her disapproval and disappointment. Our firefighters do not have rescue training in the water and were ordered not to go into the water for an attempted rescue. Two fire commissioners were able to help with a river rescue that happened recently. Now that the river is being used more frequently, we should correct this situation. She is also looking into getting  -8- Minutes-Board of Mayor and Burgesses Regular Meeting- August 4, 2009 no swimming signs put up along the river. She put FOI information into the burgess boxes regarding who can be invited into executive sessions at meetings. She is extremely upset with the BOE over the deficit of over $904,000. We have to find out where the responsibility is. Something has to be done. She would like to see monthly reports on Renaissance Place. What is taking so long to purchase property that is needed for Phase I. She stated before voting on anything for Gunntown, she would like to read the easement. Burgess Fragoso asked Mayor Mezzo if something could be set up in the Mayor’s Office so that one could see the complaints that come into the office on a monthly basis. There are some issues right now on Ruela Drive. Feels we should definitely have a Grants Co-ordinator. -P. Scully – We heard that there are many water problems in town. Curtiss Street is also one of those areas. Somehow we should fix these areas but to fix all of these problems it is going to cost a lot of money. We have asked for Federal Funding and have not received it. We need at least $435,000. People do not want their taxes to go up but at some point in time, we will have to do these projects. I will not spend one more penny on Renaissance until Mr. Conroy purchases GDC. Our Industrial Park is a major taxpayer in our town and many of the companies have trucks coming and going up the hill. During the winter months we have to make sure the roads are kept clean and plowed better than we did last year during some of the snow storms or we will be loosing some of the tenants. We should be thinking about this now, not in November and December. Fawn Meadow should be completed for a field. You have everything up there as far as water, sewers etc. You could put in a sprinkler system and a parking lot. We could have used the $75,000. to finish Fawn Meadow. Burgess Scully mentioned that he was a member of the Polish American Club and as a member of the security committee they were going to donate a camera and computer to be placed on the bridge to protect the neighborhood and club against vandalism but CL&P will not allow any camera on their poles so we are still working on this idea. -A. Campbell paid a nice tribute to Judy on her forthcoming retirement. He thanked the Mayor for the portable basketball courts back at Salem School. They are working out great. He supports a field at Gunntown and still believes that there should be a compromise. He believes if there were a referendum on this issue it would win hands down to build a field at Gunntown. 9. Presentation by Bob Gregorski, President of the Naugatuck River Watershed Association, Inc. regarding a River Steward Partnership. 11. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses appoint Louise Sheedy, 6 Culver Street as a member of the Chapter 90 and UPSEU Pension Board filling the vacancy of Hank Witkoski, Jr. 12. Mayor appointed Wendy Hozer, 140 Fulkerson Drive, #13A, Waterbury, CT 06708 as a member of the Greater Waterbury Transit District, filling the unexpired term of Sally Schilke, term to expire 12/1/2011. 13. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the bid for General Construction Equipment, Labor and Material Rates (for concrete) to Haynes Materials of Seymour, 30D Progress Avenue, Seymour, CT 06483, in the amount of $85.00/Cubic Yard as recommended by Borough Engineer James Stewart. Burgess Mindy Fragoso gave kudos to Borough Engineer James Stewart on achieving a surveyor’s license. 14. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses adopt the following resolution: WHEREAS, federal monies are available under Title XII of Division A of the American Recovery and Reinvestment Act of 2009, Public Law 111-005 (approved February 17, 2009) to carry out the program under Title I of the Housing and Community Development Act of 1974, 42 U.S.C § 5301, et. seq., as amended, and administered by the State of Connecticut, Department of Economic and Community Development as the Connecticut Small Cities Community Development Block Grant Recovery Program (CDBG-R); and WHEREAS, pursuant to Chapter 127c, and Part VI of Chapter 130 of Connecticut General Statutes, the Commissioner of the State of Connecticut Department of Economic and Community Development is authorized disburse such federal monies to local municipalities; and  -10- Minutes-Board of Mayor and Burgesses Regular Meeting- August 4, 2009 WHEREAS, it is desirable and in the public interest that the Borough of Naugatuck make an application to the State for $440,000 in order to undertake a Small Cities Community Development Program and to execute an Assistance Agreement. NOW, THEREFORE, BE IT RESOLVED by the Board of Mayor and Burgesses: 1. That it is cognizant of the conditions and prerequisites for the state financial assistance imposed by Part VI of Chapter 30 of the CGS (State Statutory Reference) 2. That the filing of an application for State financial assistance by the Borough of Naugatuck in an amount not to exceed $440,000 is hereby approved and that Mayor, Robert A. Mezzo is directed to execute and file such application with the Connecticut Department of Economic and Community Development, to provide such additional information, to execute such other documents as may be required, to execute an Assistance Agreement with the State of Connecticut for State financial assistance if such an agreement is offered, to execute any amendments, decisions, and revisions thereto, and to act as the authorized representative of Borough of Naugatuck . A formal document will be brought to the board for discussion. 16. Discussion regarding date for Renaissance Place/Joint Boards information forum. A special meeting of the Joint Boards of Mayor and Burgesses and Finance Board will be held on Monday, August 24th. at 7:00 p.m. regarding this issue. 17. Update on Jesse Camille’s negotiations. Public Comment Four residents spoke on the following: Pros and cons for conservation easement on Gunntown property. 20. Burgess Comments/Sub-Committee Reports -Burgess Scully- The Riverwalk was voted on, we have the money and we should be working on this project to get it done. He feels that within the next year a committee should be appointed to look into re-writing the town charter. Hopes there is never a serious problem caused by the use of the tasers the Police Department have received. -Burgess Fragoso stated that the discussions on this Board have been great. Everyone has given ideas and the burgesses have voiced their opinions. -Burgess Burns – He reminded everyone of the St. Paio Feast coming at the Portuguese Club in September. -Deputy Mayor Rossi extended her sympathy to Burgess Campbell on the loss of his father-in-law. -Burgess Ciacciarella - On July 15, I attended the Zoning Commission meeting as its liaison. The commission continues to discuss possible changes to Section 44 of the Naugatuck Zoning Regulations. This is the section that stipulates rules on proximity to schools and churches for establishments which serve or sell alcohol. They will also be talking to a land use consultant to help them with the creation of a Union City zoning. The commission has also asked me to pass along to the board the need for a blight ordinance that is enforceable. On July 16, I attended the Water Pollution Control Board as its liaison. I have the following to report: • The study of the odor issues is a little more than halfway done with a report expected by early fall. This will detail the types of corrective action that will need to take place to abate the odor. The RAWS committee (the resident group that was formed) continues to track the odor complaints • and report them to the plant. Veolia has also set up a hotline to call in or email these complaints. Also, any resident interested in becoming involved in RAWS can email them at rawsgroup@hotmail.com. • There were some further discussions between myself, Burgess Neth, Borough Attorneys Fitzpatrick and Hess, Jim Stewart, Rimas and Ron  -16- Minutes-Board of Mayor and Burgesses Regular Meeting- August 4, 2009 • Merancy on the possibility of a sewer use fee. We agreed to wait until we have a report from ARI on potential upgrades that will be necessary at the plant over the next few years. Last night, August 3, I attended the Planning Commission meeting. It was a short meeting with only one item on the agenda. I remember when these meetings would last until near midnight. This is clearly a sign of the troubled economic times we are having. 21. VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 11:00 p.m. 22 VOTED: Unanimously on motion by Deputy Mayor Rossi and seconded by Burgess Campbell that the Board of Mayor and Burgesses authorize Mayor Robert Mezzo to enter into a Memorandum of Agreement regarding per diem pay post retirement with Assessor Joyce Alegi. Mayor Mezzo reconvened the meeting at 11:51 p.m. 23.
