1. Mayor Robert Mezzo called the meeting to order at 7:00 p.m. with the following

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the minutes of the regular meeting of December 7, 2010. Each
member received a copy for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the monthly reports of December. Each member received copies
for review.
5. Public Comment
Inland Wetlands Chair M. Davis expressed her support for the Inland Wetlands
Commission reappointments.
6. Burgess Comments/Sub-Committee Reports
Burgess Scully wished everyone a Happy New Year.
Burgess Burns wished everyone a Happy New Year.
Mayor Mezzo thanked the Public Works Department for their work during the
past snow storm. He thanked all the residents for their patience.

Deputy Mayor Rossi wished everyone a Happy New Year. She echoed the
Mayor’s sentiments regarding the past storm. She commended the emergency
personnel that responded to the recent bad accident on New Haven Road.
Burgess Ciacciarella wished everyone Happy New Year. He encouraged people
to attend the upcoming budget meetings.
Burgess Kuczenski said he is upset with crosswalks not shoveled.
Burgess Fragoso wished everyone a healthy and Happy New Year. She feels a
retiree from a town department should not be a commissioner on the commission
from which they retired. She also thinks all board/commission meetings should be
held at Town Hall not at individual department buildings.
7. Mayor Mezzo appointed Robert B. Allen (D), 438 Field Street, Naugatuck, CT
06770 as a regular member of the Fire Commission, filling the unexpired term of
M. Bogis, term to expire May 1, 2011.
8. Mayor Mezzo appointed Thomas McKirryher (D), 99 Tanglewood Lane,
Naugatuck, CT 06770 as an alternate member of the Fire Commission, filling the
expired term of R. Allen, term to expire December 1, 2015.
9. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the reappointment of Joseph Bakstis (D), 972 May Street,
Naugatuck, CT 06770 as a regular member of the Inland
Wetlands Commission, term to expire January 1, 2015.
10 VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the reappointment of Lars Johnson (D), 83 Dorman Drive,
Naugatuck, CT 06770 as an alternate member of the Inland
Wetlands Commission, term to expire January 1, 2015.
11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the reappointment of Katherine Carten, 23 Coventry Lane,
Naugatuck, CT 06770 as a member of the Saunders Trust
Advisory Board, term to expire January 1, 2014.
12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the reappointment of Lorraine Shea, 88 Rockwell Avenue,
Naugatuck, CT 06770 as a member of the Saunders Trust
Advisory Board, term to expire January 1, 2014.

13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses authorize
Mayor Mezzo to execute all contracts and related documents for
the Sanitary Sewer Easement with Chemtura Corporation
based on a favorable report from the Planning Commission
pursuant to Section 8-24 of the General Statutes; in a form
approved by the Borough Attorney and subject to Land Use
approvals.
14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses authorize
Mayor Mezzo to execute all contracts and related documents for
the Access Easement with Chemtura Corporation (successor to
Crompton Manufacturing Company, Inc.) based on a favorable
report from the Planning Commission pursuant to Section 8-24 of
the General Statutes; in a form approved by the Borough Attorney
and subject to Land Use approvals.
15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses authorize
Mayor Mezzo to execute all contracts and related documents for
the First Amendment to Discharge and Access Agreement with
Chemtura Corporation (successor to Crompton Manufacturing
Company, Inc., original agreement dated April 12, 2001) based on
a favorable report from the Planning Commission pursuant to
Section 8-24 of the General Statutes in a form approved by the
Borough Attorney and subject to Land Use approvals.
16. Motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of
Mayor and Burgesses hereby appoints the following electors as members of a
Charter Revision Commission:

Mayor Mezzo said snow removal is another area for enforcement and they will
be working with the Police Department.

Burgess Burns would like an update on the WWI Monument fundraising effort.
Burgess Fragoso thanked the Republican Town Committee for meeting her
challenge to donate $250.00 to the WWI Monument. She is sad to see that Mike
Bogis resigned from the Fire Commission and thanked him for his time. She
thanked Steve Macary for following through with her request to have Halloween
decorations removed from a residence this past week.
Burgess Scully said the snow crew did an excellent job.
21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Campbell to adjourn the meeting at 8:00 p.m.
