BOARD OF MAYOR AND BURGESSES
REGULAR MEETING
FEBRUARY 1, 2011
1. Mayor Robert Mezzo called the meeting to order at 6:06 p.m. with the following

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the minutes of the regular meeting of January 4, 2011 and the
special meeting of December 28, 2010. Each member received a
copy for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the monthly reports of January. Each member received copies for
review.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth to recess to Executive Session at 6:07 p.m. for
discussion on the following: Collective Bargaining (Naugatuck
Administrative Negotiating Association Agreement) inviting in
Attorney N. Grello, Attorney R. Padulla, School Superintendent
Dr. Tindall-Gibson and Controller W. McAllister.
For the record:
Mayor Mezzo: “I will be recusing myself from executive session for the record.”
Mayor Mezzo reconvened the meeting at 7:00 p.m.

6. There were no motions emanating from Executive Session.
7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses waive the
bid and authorize Public Works Director James Stewart to utilize
the list below of additional Snow Plow and Snow Removal
Contractors at the following rates until April 15, 2011:
Loader Three Yard $130.00/hr.
Large Single or Multi-Axle Dump Truck with Plow and Sander $120.00/hr.
Tri Axle Dump (snow removal) $110.00/hr.
Skid Steer Loader $ 95.00/hr.
Small Dump or Pickup Truck with Plow and Sander $ 90.00/hr.
Truck and Plow Only $ 60.00/hr.

8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses waive
the bid and authorize Public Works Director James Stewart, with
approval by the Mayor, to interview and utilize qualified and
properly insured Snow Plow Contractors at the following rates
as the need arises until March 31, 2011:
Large Single or Multi-Axle Dump Truck with Plow and Sander $120.00/hr.
Small Dump or Pickup Truck with Plow and Sander $ 90.00/hr.
9. Public Comment
Residents spoke about an incident with a private snow plow driver and a resident.
10. Burgess Comments/Sub-Committee Reports
Burgess Ciacciarella received phone calls from parents concerned about snow on
school roofs. The School Superintendent told him there is a plan in place to
address the roofs.

Burgess Ciacciarella questioned how the parking ban is being enforced. He is
concerned about residents walking in the streets.
Burgess Neth said the Charter Revision Commission Public Hearing is next
week. He would have voted against the Administrative Contract on principle. He
said if the private snow plow contractor has been a good company for three years
then a sit down needs to take place.
Deputy Mayor Rossi is upset with police officers working events at the high
school and not enforcing the fire lane parking ban. She said we need to insure that
emergency vehicles can get through if needed. She would hate to loose a valued
snow contractor and feels there should be an investigation.
Burgess Burns thanked the Mayor for his call regarding a light out on Morning
Mist Road.
Burgess Scully said Jesses Camille’s has reopened for business. The kitchen
work will be completed in approximately three to four weeks.
11. Presentation by AKRF Inc. regarding General DataComm Parcel B Site
Assessment allowing public comment.
Motion tabled.
12. Presentation regarding the Expansion of the Naugatuck Day Care Facility.
Motion tabled.
13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
and adopt the Borough of Naugatuck, Connecticut HIPAA
Policies and Procedures, as prepared by Corporate Benefit
Consultants, LLC, 6 Main Street, Durham, CT 06422 with an
effective date of January 31, 2011.
14. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Robert Mezzo, on behalf of the Borough of Naugatuck, to
enter into the Business Associate Agreement between Corporate
Benefit Consultants, LLC and the Borough of Naugatuck
reviewed today by the Board of Mayor and Burgesses with an
effective date of January 31, 2011.

15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses approve
the appointment of Ms. Jeannette Deschesnes as the Borough of
Naugatuck, HIPAA Privacy Officer effective January 31, 2011,
in accordance with the terms set forth in the Borough of
Naugatuck, Connecticut HIPAA Policies and Procedures.
16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses designate
the month of February 2011 as African American History
Month in the Borough of Naugatuck.
17. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the bid and authorize the Mayor to execute all contracts and
documents for the “Demolition of Davis Auditorium” to NJR
Construction, 56 N. Harwinton Avenue, Terryville, CT 06786 in
the amount of $8,700.00 as recommended by Michael Lynch, BOE
Facility Engineer.
18. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Campbell that the Board of Mayor and Burgesses
authorize Mayor Robert Mezzo to execute all contracts and
documents for the following resolution as recommended by James
Stewart, Public Works Director:
RESOLVED, that Robert A. Mezzo, Mayor, and hereby authorized to sign the
Agreement entitled:
“Agreement between the State of Connecticut and the Borough of Naugatuck
for the Design, Construction, Inspection and Maintenance of Safety
Improvements to the Intersection of Maple Street and Old Firehouse Road
utilizing Federal Funds under the Hazard Elimination Component of the
Surface Transportation Program.”

Deputy Mayor Rossi said the Elderly Tax Subcommittee will continue the parent
program but is looking for a new program next year.
Burgess Neth said he has voted no on the Maple Street and Old Firehouse Road
street light since day one.
22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Campbell to adjourn the meeting at 7:55 p.m.
