MINUTES BOARD OF MAYOR AND BURGESSES REGULAR MEETING MARCH 1, 2011 1. Mayor Robert Mezzo called the meeting to order at 6:30 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. K. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of February 1, 2011. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of February. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:31 p.m. for discussion on the following: Pending Litigation (Michael James Co. vs. Naugatuck Housing Authority), Personnel (Fire Chief) inviting in Attorney E. Fitzpatrick. Mayor Mezzo reconvened the meeting at 7:04 p.m. 6. There were no motions emanating from Executive Session.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – March 1, 2011 7. The Borough obtained an EPA Grant to do a site assessment investigation on the General DataComm Parcel B Property. Glen Stefaniak, Technical Director for AKRF Inc., Environmental, Planning and Engineering Consultants gave a presentation regarding their preliminary findings. He said high levels of ash were detected near the pump house. There are also smaller areas of petroleum compounds in the northern end of the property. Ground water is not impacted. AKRF Inc. is in the process of creating a remedial action plan that should be completed in a few weeks. 8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses designate the week of March 6, 2011 as Girl Scout Week with the following Proclamation: WHEREAS, March 12, 2011 marks the 99th anniversary of Girl Scouts of the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and WHEREAS, throughout its distinguished history, Girl Scouting has inspired millions of girls and women with the highest ideals of courage, confidence, and character; and WHEREAS, through the Girl Scout leadership experience girls develop the skills and lessons that will serve them a lifetime so that they may contribute to their communities; and WHEREAS, Girl Scouting takes an active role in increasing girls’ awareness of the opportunities available to them today in math, science, sports, technology and other fields that can expand their horizons; and WHEREAS, more than 3 million current Girl Scout members nationwide will be celebrating 99 years of this American tradition, with nearly 50 million women who are former Girl Scouts and living proof of the impact of this amazing movement; NOW, THEREFORE, I, Mayor Robert A. Mezzo, do hereby applaud the commitment Girl Scouting has made to support the leadership development of America’s girls and proudly proclaim the week of March 6, 2011 as Girl Scout Week. 9. Public Comment A resident complained about the narrow roadway on May Street with the record snowfall this winter.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – March 1, 2011 10. Burgess Comments/Sub-Committee Reports Burgess Ciacciarella commended the volunteers and National Guard for the snow removal efforts on the school roofs. He said he erroneously reported at the last Borough Board meeting that snow was being removed from school roofs when in fact structural engineers were in the process of reviewing the roofs at that point. Burgess Fragoso commented if residents removed their vehicles from Borough roads during the parking ban, it would assist the Public Works Department with snow removal. She believes if the Police Department ticketed violators of the parking ban, other residents would quickly remove their vehicles off the street. Mayor Mezzo said police officers ticketed and towed cars that were in violation of the parking ban. Burgess Scully reported the renovations at Jesses Camille’s Restaurant are progressing. The handicapped bathrooms have been installed and the restaurant will be offering the full menu when the kitchen is done in a few weeks. The project is slightly over budget due to unforeseen circumstances. Burgess Campbell commended everyone involved with removing the snow on school roofs. He thanked Mayor Mezzo for the countless hours he spent overseeing the snow removal operation. 11. Hugh Sullivan of Bennett Sullivan Architects gave a presentation on the Expansion of the Naugatuck Day Care Facility. He said the Day Care needs to meet state certification requirements. A twenty foot addition will be added to the existing building. There are three areas that need to be addressed: handicapped restrooms, a separate cot area with storage, and a room for private/confidential discussions. The existing porch will be enclosed to create a snack area and a new porch will be installed to connect the two outside play areas. The project should be completed by September. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the naming of the field located near the Fawn Meadow Development as Paul Bendler Field as recommended by the Park Commission. 13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Mary Johnson, 63 Radnor Avenue, Naugatuck, CT 06770 as a member of the Human Resource Development Board, filling the expired term of F. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Leslie Mengacci, 134 Craig Circle, Naugatuck, CT 06770 as a member of the Non Union Pension Board, filling the vacancy of C. Ford, indefinite term. 15. Mayor Mezzo appointed Carol Butler, 25 Hillview Street, Naugatuck, CT 06770 as a member of the Carriage House Account Committee, filling the expired term of H. Lang, term to expire December 1, 2012. 16. Mayor Mezzo appointed Dorothy Knowles, 157 Park Avenue, Naugatuck, CT 06770 as a member of the Carriage House Account Committee, filling the expired term of D. Ostrander, term to expire December 1, 2012. 17. Public Comment – None 19. Burgess Comments/Sub-Committee Reports Burgess Fragoso reported the Fire Department responded to 175 incidents in the month of January. There were an unprecedented number of roof concerns and collapses. The Fire Commission is in the final stage of choosing a Deputy Fire Chief. Burgess Fragoso asked her fellow burgesses to consider replacing her as the Farmers Market liaison. Burgess Scully wished everyone a Happy St. Patrick’s Day. Burgess Burns thanked the Mayor for recognizing an African American Mayor for the Day. He said he did an excellent job choosing Jesse Ballenger for that honor. Mayor Mezzo told everyone the Long Term School Facility Planning Committee is conducting a survey requesting input from the public. He congratulated Jesse Ballenger as Naugatuck’s African American Mayor for the Day. Mayor Mezzo said the Cultural Council hopes to enhance the tradition of choosing Mayors for the Day from all ethnicities.  -7- Minutes – Board of Mayor and Burgesses Regular Meeting – March 1, 2011 Deputy Mayor Rossi said the Senior Center is holding its Annual Corn Beef Dinner on Thursday, March 3rd from 3-6 p.m. The Naugatuck TRIAD is sponsoring a SHRED-IT event on May 6, 2011 at the Senior Center. She wished everyone a Happy St. Patrick’s Day. Burgess Neth asked about the Maple Street Bridge bid. Burgess Ciacciarella wished his fellow Democrats good luck in the upcoming Burgess primary. 20.
