MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES MARCH 22, 2011 1. Deputy Mayor Rossi called the special meeting to order at 7:17 p.m. with the following in attendance: BURGESSES: RESIDENTS: None T. K. Rossi H. Kuczenski, Sr. R. Burns R. Neth, absent PRESS: A. Zirolli, Borough Engineer Lt. T Brouillette S. Baummer, Recycling Coordinator P. Nonnenmacher, CRRA R. Gingerich, CRRA T. Kirk, CRRA P. Egan, CRRA 2. Deputy Mayor Rossi led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into an agreement and to execute all contracts and related documents between the Connecticut Department of Correction and the Naugatuck Police Department with respect to an Inmate Work Crew. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer the proposed Temporary Access and Construction Easement for the purpose of drainage repairs to the property of Medine Etemi to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses refer the proposed Temporary Access and Construction Easement for the purpose of drainage repairs to the property of Ian K. and Jennifer R. Umland to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. -2- Minutes – Board of Mayor and Burgesses Special Meeting – March 22, 2011 6. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses refer the proposed Permanent Easement from Cosgrove on Warren Avenue to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. 7. Recycling Coordinator Sheila Baummer presented the Board with literature regarding the Borough of Naugatuck’s Trash and Recycling Options. The current agreement with Connecticut Resources Recovery Authority (CRRA) Mid- CT Project for municipal solid waste and recycling disposal will expire in November 2012. Ronald Gingerich from CRRA gave a slide presentation reviewing the five different municipal service agreement options for renewal of the contract. He stated the Borough needs to decide by July 1, 2011. Mayor Robert Mezzo arrived 7:40 p.m. 8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully to adjourn the meeting at 8:32 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review. Motion by Burgess ___________ that the Board of Mayor and Burgesses refer the proposed Permanent Easement from Cosgrove on Warren Avenue to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. 7. Presentation regarding the Borough of Naugatuck’s Trash and Recycling Options by Public Works Director James Stewart, Recycling Coordinator Sheila Baummer and CRRA followed by a question and answer session. 8.
