BOARD OF MAYOR AND BURGESSES
REGULAR MEETING
APRIL 5, 2011
1. Mayor Robert Mezzo called the meeting to order at 6:02 p.m. with the following

2. Mayor Mezzo led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the minutes of the regular meeting of March 1, 2011 and the
special meeting of March 22, 2011. Each member received copies
for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns that the Board of Mayor and Burgesses approve
the monthly reports of March. Each member received copies for
review.
5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns to recess to Executive Session at 6:04 p.m. for
discussion on the following: Personnel (Fire Chief and Deputy
Fire Chief), Real Estate (Fairchild Park Property), Pending Legal
(Middlebury Agreement and Norton vs. BON) inviting in Human
Resource Director Jeannette Deschesnes, Public Works Director

Mayor Mezzo reconvened the meeting at 7:20 p.m.
6. The following motions emanated from Executive Session.
VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Campbell that the Board of Mayor and Burgesses
authorize Mayor Mezzo to execute a settlement agreement in the
case of Norton vs. the Borough of Naugatuck.
VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses
authorize Mayor Mezzo to enter into an interim agreement by and
between the Borough of Naugatuck a municipal corporation and
the Borough of Naugatuck Water Pollution Control Authority and
the Town of Middlebury acting herein by the Middlebury
Water Pollution Control Authority as presented this evening.
VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Mezzo to enter into an employment agreement by and
between the Borough of Naugatuck and Kenneth Hanks as Fire
Chief.
VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses authorize
Mayor Mezzo to enter into an employment agreement, final draft
was dated March 29, 2011, presented during executive session
between the Borough of Naugatuck and Ellen Murray as Deputy
Fire Chief.
Burgess Mindy Fragoso and Burgess Robert Woodfield are not seeking re-
election to the board in the upcoming May election. Deputy Mayor Rossi spoke
highly of the burgesses and how much their service to the Borough was
appreciated. She gave flowers on behalf of the Board to Burgess Fragoso. Burgess
Woodfield was not present due to illness. Members of the Fire Department and
Fire Commission presented Burgess Fragoso with flowers and a plaque showing
their appreciation for her dedication to the department as a burgess liaison.

7. Public Comment
Hunting along the Naugatuck River’s edge where residents and children could be
in danger. Debris has also been left behind by the hunters.
8. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses recognize
Mary Lou Sharon as the first annual Naugatuck Earth Day
Mayor for the Day.
Mayor Mezzo invited members of the public to the podium to speak about Mary
Lou Sharon and her activism toward the environment in Naugatuck.
9. Burgess Comments/Sub-Committee Reports
Burgess Ciacciarella congratulated Mary Lou Sharon for educating the citizens
of Naugatuck. He reported the Charter Revision Commission formed
subcommittees to learn more about longer term limits for Mayor and Burgess and
also a Town Manager form of government. He congratulated Burgess Fragoso and
said she will be missed.
Deputy Mayor Rossi congratulated Mary Lou Sharon. She’s glad Mary Lou is
being recognized on her environmentalism but she is impressed with her activism.
The Deputy Mayor recognized Pack 115 on their Blue and Gold ceremony. She
told everyone April is Earth Day Month.
Burgess Burns thanked Burgess Fragoso for her outstanding service. Burgess
Woodfield is his friend and will be missed on the Board. He thanked Mary Lou
Sharon for doing an honorable job for the people of Naugatuck.
Burgess Scully congratulated Chief Hanks and Deputy Chief Murray on their
appointments. He congratulated Mary Lou Sharon on being recognized as the
Earth Day Mayor for the Day. His buddy Burgess “Bobby” Woodfield will be
missed on the Board. He told Burgess Fragoso they argued, had fun, argued again
but she will be missed.
Burgess Campbell said he admires Mary Lou Sharon. Many barriers were put in
her path and she persevered and made Naugatuck a better place. Burgess
Campbell said the current Board is an excellent group of people to work with. He
said Mr. Woodfield was a great asset to the Board. He has known Burgess
Fragoso since the second grade and they have remained close friends over the
years. He said she will be missed on this Board.
10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the reappointment of Frances Branco, 56 Lewis Street,
Naugatuck, CT 06770 as a member of the Visiting Nurses
Association Advisory Committee, term to expire April 1, 2014.

11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the reappointment of Peggy Dufresne, 311 Hillside Avenue,
Naugatuck, CT 06770 as a member of the Visiting Nurses
Association Advisory Committee, term to expire April 1, 2014.
12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the reappointment of Howard Rosenblatt, 237 Crestwood Drive,
Naugatuck, CT 06770 as a member of the Visiting Nurses
Association Advisory Committee, term to expire April 1, 2014.
13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the appointment of Attorney Kevin McSherry, 38 Fairview
Avenue, Naugatuck, CT 06770 as a member of the Visiting
Nurses Association Advisory Committee, filling the expired term
of M. Connolly, term to expire April 1, 2014.
14. Mayor Mezzo appointed Marilyn Dempsey, 120 Rado Drive, Naugatuck, CT
06770 as a member of the Local Emergency Planning Committee (NEMAC),
indefinite term.
15. Mayor Mezzo appointed Lucille Morrisette, 318 Quinn Street, Naugatuck, CT
06770 as a member of the Carriage House Account Committee, filling the
expired term of R. Pierce, term to expire December 1, 2012.
16. Mayor Mezzo appointed Cara Munro, 62 Beebe Street, Naugatuck, CT 06770 as
a member of the Day Care Board of Directors, filling the unexpired term of M.
Mallory, term to expire April 1, 2014.
17. Mayor Mezzo reappointed Debbie Manfredi, 39 Olivia Lane, Naugatuck, CT
06770 as a member of the Day Care Board of Directors, term to expire April 1,
2012.
18. Mayor Mezzo reappointed Lois Labriola, 88 Timothy Road, Naugatuck, CT
06770 as a member of the Day Care Board of Directors, term to expire April 1,
2012.
19. Mayor Mezzo reappointed Maria Oliveira, 66 Jolie Road, Naugatuck, CT 06770

20. Mayor Mezzo reappointed Mark Bowman, 48 Rustling Reed Road, Naugatuck,
CT 06770 as a member of the Day Care Board of Directors, term to expire April
1, 2012.
21. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses refer the
proposed Access Easement from the Borough of Naugatuck to
the Connecticut Department of Transportation on 500 Cherry
Street to the Planning Commission for a report pursuant to Section
8-24 of the General Statutes.
22. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses to
authorize Mayor Mezzo to enter into an agreement with Florence
Gaskills and the Borough of Naugatuck, pursuant to the
Uniform Relocation Assistance Act.
23. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses waive
the bid requirement for the “Stage Curtains for Davis
Auditorium” to Drobka Scenic Inc., 338 Airline Avenue,
Portland, CT 06480 in the amount of $33,932.00 as recommended
by Mike Lynch, BOE Facility Engineer.
24. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses waive
the bid requirement for the “Legacy Classic Acoustical Shell for
Davis Auditorium” to Wenger, 555 Park Drive, P.O. Box 448,
Owatonna, MN 55060 in the amount of $29,980.00 as
recommended by Mike Lynch, BOE Facility Engineer.
25. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Scully that the Board of Mayor and Burgesses
authorize Mayor Robert Mezzo to enter into and execute all
contracts and related documents with GeoDesign, Inc. to perform
Environmental Studies of the Borough owned Train Station site
at 195 Water Street, Naugatuck as described in the State of
Connecticut Department of Economic and Community
Development Financial Assistance Proposal for the Borough of
Naugatuck dated September 2010.

26. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses approve
the bid and authorize the Mayor to execute all contracts and related
documents for the “Fireworks Display” to Pyrotecnico, 299
Wilson Road, New Castle, PA 16101 in the amount of $13,500.00
as recommended by Kim Eyre, Recreation Director.
27. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Neth that the Board of Mayor and Burgesses in
conjunction with the Naugatuck Day Care Center and the National
Association for the Education of Young Children designate the
week of April 10-17, 2011 as the Week of the Young Child.

Burgess Scully wished Burgess Fragoso good luck.
Mayor Mezzo wished Burgess Fragoso good luck and God bless.
Burgess Burns wished everyone the best in the election.
Deputy Mayor Rossi passed out literature regarding the VNA. She said the
Carriage House Account Committee purchased a popcorn machine and
overhauled the pool table. The Deputy Mayor said it was a privilege to work
together on this board. Even though there were times when they did not agree,
they handled it with respect for one another. (Deputy Mayor Rossi’s comments
are attached as submitted.)
Burgess Kuczenski said he will miss Burgess Fragoso and thanked her for
helping him on the Board.
Burgess Neth congratulated Mary Lou Sharon for an endless job she did
pertaining to the environment. He said Burgess Woodfield was a tremendous asset
and he will miss him deeply. Burgess Neth said Burgess Fragoso is awesome and
has an unbelievable passion for the Borough of Naugatuck. She is a terrific
servant and he will miss her cookies, cakes and pies. He said she will be
extremely missed and hopes she will volunteer until the end of the budget process.
Burgess Neth said it has been a privilege and honor to serve with his colleagues.
He wished them good luck.

Burgess Fragoso said she hopes the Board will remain conscientious on the lease
for Jesse Camille’s. She reported the Police Department is looking for funds to
combine and create a central dispatch. The Fire Department had a high call
volume with fifty responses in March for flooding. She wished Burgess
Woodfield a wonderful and happy retirement. He was helpful to her from day
one. God speed. Burgess Fragoso told the Board thank you and wished them the
best of luck on the election. God bless.
31. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded
by Burgess Burns to adjourn the meeting at 8:52 p.m.

Committee, filling the expired term of M. Connolly, term to expire April 1, 2014.
14. Mayor Mezzo shall appoint Marilyn Dempsey, 120 Rado Drive, Naugatuck, CT
06770 as a member of the Local Emergency Planning Committee (NEMAC),
indefinite term.
15. Mayor Mezzo shall appoint Lucille Morrisette, 318 Quinn Street, Naugatuck, CT
06770 as a member of the Carriage House Account Committee, filling the
expired term of R. Pierce, term to expire December 1, 2012.

22. Discussion/possible action on the settlement of a claim, Florence Gaskills and
the Borough of Naugatuck, pursuant to the Uniform Relocation Assistance Act.
23. Motion by Burgess that the Board of Mayor and Burgesses

waive the bid requirement for the “Legacy Classic Acoustical Shell for Davis
Auditorium” to Wenger, 555 Park Drive, P.O. Box 448, Owatonna, MN 55060
in the amount of $29,980.00, as recommended by Mike Lynch, BOE Facility
Engineer.
25. Motion by Burgess that the Board of Mayor and Burgesses
authorize Mayor Robert Mezzo to enter into and execute all contracts and related
documents with GeoDesign, Inc. to perform Environmental Studies of the
Borough owned Train Station site at 195 Water Street, Naugatuck as
described in the State of Connecticut Department of Economic and Community
Development Financial Assistance Proposal for the Borough of Naugatuck dated
September 2010.
26. Motion by Burgess that the Board of Mayor and Burgesses
approve the bid and authorize the Mayor to execute all contracts and related
documents for the “Fireworks Display” to Pyrotecnico, 299 Wilson Road, New
Castle, PA 16101 in the amount of $13,500.00 as recommended by Kim Eyre,
Recreation Director.
27. Motion by Burgess that the Board of Mayor and Burgesses in
conjunction with the Naugatuck Day Care Center and the National Association
for the Education of Young Children designate the week of April 10-17, 2011, as
the Week of the Young Child.
28. Motion by Burgess that the Board of Mayor and Burgesses authorize
