MINUTES BOARD OF MAYOR AND BURGESSES SPECIAL MEETING SEPTEMBER 29, 2011 1. Mayor Robert A. Mezzo called the special meeting to order at 6:00 p.m. with the following in attendance: BURGESSES: RESIDENTS: T. K. Rossi L. Jackson None M. Bronko R. Neth R. Burns R. San Angelo PRESS: M. Ciacciarella P. Scully, Sr. R. DeRosa C. Ernsky DEPARTMENT HEADS: OTHERS: J. Deschesnes, Human Resources Director Attorney N. Grello W. McAllister, Controller S. Assantes, Actuary S. Hunt, Police Sergeant J. Lauer, Fire Department 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns to recess to Executive Session at 6:01 p.m. for discussion on the following: Collective Bargaining (UPSEU Collective Bargaining Agreement, Changes to Police Collective Bargaining Agreement, Police Early Retirement Plan), Personnel (Tax Department MOA) inviting in Attorney N. Grello, S. Assantes, Human Resources Director J. Deschesnes, and Controller W. McAllister. Mayor Mezzo reconvened the meeting at 7:15 p.m. 4. The following motions emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a memorandum of agreement dated September 20, 2011 Bookkeeping and Accounting between the Borough of Naugatuck and the Borough of Naugatuck United Public Service Employees Union Local 424 Unit 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a memorandum of agreement dated September 20, 2011 Tax Department between the Borough of -2- Minutes – Board of Mayor and Burgesses Special Meeting – September 29, 2011 Naugatuck and the Borough of Naugatuck United Public Service Employees Union Local 424 Unit 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into a Collective Bargaining Agreement between the Borough of Naugatuck and the United Public Service Employees Union Local 424 Unit 15 White Collar July 1, 2011 through June 30, 2014. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to enter into an Early Retirement Incentive Program memorandum of agreement between the Borough of Naugatuck and the AFSCME Council 15 AFL-CIO Local 1126. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute all documents necessary to amend the Pension Fund of the existing Collective Bargaining Agreement between AFSCME Council 15 AFL-CIO Local 1126 and the Borough of Naugatuck. 5. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Neth to adjourn the special meeting at 7:20 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
