MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 1, 2011 1. Mayor Robert A. Mezzo called the regular meeting to order at 6:30 p.m. with the following in attendance: BURGESSES: PRESS: T. Fitzpatrick, Attorney J. Dambowsky, Borough Clerk’s Office N. W. Hess III, Attorney 2. Mayor Mezzo led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the minutes of the regular meeting of October 4, 2011 and the special meetings of October 11, 2011 and October 18, 2011. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the monthly reports of October. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth to recess to Executive Session at 6:31 p.m. for discussion on the following: Real Estate (Negotiations) inviting in Attorney N. W. Hess, III and Attorney E. Fitzpatrick. Mayor Mezzo reconvened the meeting at 7:24 p.m. 6. There were no motions emanating from Executive Session. -2- Minutes – Board of Mayor and Burgesses Regular Meeting – November 1, 2011 7. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses recess to Retirement Board at 7:24 p.m. Mayor Mezzo reconvened the meeting at 7:34 p.m. 8. Public Comment – None 9. Burgess Comments – Open Topic Burgess San Angelo said the Ordinance 83 Subcommittee is moving forward. Burgess Bronko questioned the validity of a business owner’s sign on town property while a policy is in place. Deputy Mayor Rossi acknowledged the excellent job by the Street, Park, Police and Fire Departments clearing the roads after the storm. She thanked the Mayor, Chiefs, Deputy Chiefs and Fran Dambowsky for all of their work. The Deputy Mayor said it has been tremendously frustrating and disappointing they were unable to get any speedy action to restore power. She thanked the people of Naugatuck for being extremely patient. Mayor Mezzo said we were promised all kinds of promises from CL&P after the last storm. He feels this time was worse than after Storm Irene. The Mayor thanked Chief Hanks, Chief Edson, Jim Stewart, Bob Roland, Deputy Chief Murray, Deputy Chief Bernegger, Fran Dambowsky, the Deputy Mayor and Ed Carter. Burgess Burns said it was very noble of Burgess Jackson to deliver meals to the elderly during the power outage. He thanked her for doing so. Burgess Burns thanked Mayor Mezzo, Bob Roland and Jim Stewart for everything they did to assist in restoring power back to his neighborhood. He thanked Bob Roland for staying until the job was completed. Burgess Scully thanked the Street and Park Departments as well as private contractors for clearing the roads in the aftermath of the storm. He also thanked the Police and Fire Departments and the Emergency Management. Burgess Scully read a letter regarding the Renaissance Place Agreement with Alex Conroy. He made the following motions: Motion by Burgess Scully and seconded by Burgess Burns that the Board of Mayor and Burgesses call for a referendum on any new contract with Mr. Conroy. Motion withdrawn. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess Burns that the Board of Mayor and Burgesses add a motion to the agenda concerning Renaissance Place. -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – November 1, 2011 Motion by Burgess Scully and seconded by that if any new agreement or contract extension is considered with Mr. Conroy on the Renaissance Property that we call for a referendum to have the electorate vote in favor or against it. Motion was not seconded. Burgess Jackson thanked everyone for all they have been doing. 10. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Stanley Jaronaczyk (R), 13 Carroll Court, Naugatuck, CT 06770 as an alternate member of the Zoning Commission, filling the unexpired term of R. Cool, term to expire February 2, 2012. Mayor Mezzo swore in S. Jaronaczyk as an alternate member of the Zoning Commission. 11. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses approve the appointment of Stanley Jaronaczyk (R), 13 Carroll Court, Naugatuck, CT 06770 as a regular member of the Zoning Commission, filling the unexpired term of T. Mariano, term to expire May 4, 2015. Mayor Mezzo swore in S. Jaronaczyk as a regular member of the Zoning Commission. 12. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the appointment of Diana Malone as a member of the Long Term School Facility Planning Committee. 13. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Burns that the Board of Mayor and Burgesses authorize Mayor Mezzo to execute a release of the Support Lien to Gloria J. Radley, subject to Borough Attorney approval. 14. Motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize the Mayor to execute all contracts and related documents for the “Valuation, Data Collection and Video Imaging Services” to Tyler Technologies, Inc., 12 Gooses Lane, Tolland, CT 06084 in the amount of $203,000.00 as recommended by George Hlavacek, Tax Assessor. Motion withdrawn and tabled. -4- Minutes – Board of Mayor and Burgesses Regular Meeting – November 1, 2011 15. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize the Mayor to execute all contracts and related documents for the “RSA SecurID Authenticator Update” to International Computerware, Inc., 420 Lakeside Avenue, Marlborough, MA 01712 in the amount of $6,825.40 as recommended by Police Lieutenant Robert Harrison. 16. VOTED: Unanimously on a motion by Deputy Mayor Rossi and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the bid and authorize the Mayor and/or Controller to sign and execute any documents and/or agreements related to the lease/purchase of a “2012 or Newer Mack Model GU713 Tandem Axle Chassis with Combo Body” to Gabrielli Truck Sales, 401 Old Gate Lane, Milford, CT 06460 in the amount of $199,350.00 as recommended by Public Works Director James Stewart. 17. Burgess Comments/Sub-Committee Reports -14- Minutes – Board of Mayor and Burgesses Regular Meeting – November 1, 2011 Burgess Jackson said the Police Commission is conducting interviews for new police officers. The Park Commission will be fundraising for Christmas. Burgess Ciacciarella encouraged everyone to attend the public hearing on the charter revision on Thursday at 6 p.m. Burgess Scully wished everyone good luck in getting their power back soon. The Ordinance 83 Subcommittee reviewed and clarified the ordinance. The committee created a second ordinance for elected officials. Deputy Mayor Rossi said the EMS Subcommittee is still data gathering and researching. The Fire Department responded on October 8th to 550 Spring Street, the largest building fire in Naugatuck in over thirty years. We received assistance from Waterbury, Beacon Falls, Prospect, Middlebury and Bethany with that fire. She wished a Happy Thanksgiving to everyone. (Deputy Mayor Rossi’s comments are attached as submitted.) Burgess Neth said there was a public hearing for the Renovate to New Project at the high school. Approximately sixty people attended and four people spoke. Burgess Ernsky congratulated Naugatuck Historical Society President Wendy Murphy and the members of the board on their annual event. 27.
